Through October 31, the City has expended 97% of the total budget of $71,707,391 for its components with an additional 3% ($2,190,027) under contract to bring the total to 100%. The Dubuque County Historical Society has expended 100 % of its total budget of $36,873,467. Planned opening or completion date: HOTEL/WATER PARK (Private Funding) - COMPLETED . The Grand Harbor Resort and Water Park. This 194-room hotel featuring Iowa's first 25,000 square foot indoor water park opened its doors on December 3, 2002. The Hotel/Water Park has received regional and national coverage, with hotel developer Jim Rix featured on NBC's Today Show, when Bono from U2 and Ashley Judd came to visit the hotel after the grand opening; over 170,000 visitors to the facilitv in the past vear from all 50 fiftv states. NATIONAL MISSISSIPPI RIVER MUSEUM & AQUARIUM - COMPLETED . The 65,000 square foot National Mississippi River Museum and Aquarium opened it doors June 28, 2003. Attendance to date (twentv-six months of operation) has exceeded 650,000 total attendees (The first fifteen months was 400,000 attendees). A total of 5 large and 10 smaller aquariums, 5 theaters, an outdoor wetland and boatyard, and numerous exhibits including the William Woodward River Discovery Center and Fred Woodward River Museum have been built. The William M. Black dredging boat, one of the attractions at the Museum, has been restored and opened to the public for tours and as a "boat and breakfast" facility. The facility is now available for evening use and has hosted several national conferences in conjunction with the Grand River Center. GRAND RIVER CENTER - COMPLETED . The education and conference center has been officially named by City Council as the Grand River Center. This 174,000 square foot education and conference center with 400 stall parking lots adjacent to the facility was opened November 2003, and a grand opening ceremony for the public was held October 25, 2003. Usage of the facility by Local, State, Regional and National interests continues to expand. In 2004 the facility hosted two Presidential visits, a Vice President visit, 4 presidential hopeful visits as well as the Democratic caucus. Also in 2004 John Deere rented the facility for 8 weeks to roll out their new product line nationally, bringing in dealers and sales representatives from all over the country to Dubuque. Conventions groups such as Watchable Wildlife, NCAA Wrestling Tournament, Professional Developers of Iowa, Iowa Credit Union League, Iowa Pharmacy Association, The Nature Conservancy, World Language Association, Iowa Library Association, Iowa Professional Firefighters and U.S.S. Washington Reunion have also used the new facility. Bookings for 2005 and beyond include, Isaac Walton League, Iowa League of Cities, Midwest Gang Investigators, World Language Association (2005 and 2006), National Brown Swiss Association, Iowa/Illinois Safety Council, SERTOMA Regional, Iowa Park and Recreation, National Walnut Association, the National Electrical board has booked 450 room nights in 2005, and the 2-cylinder Expo booked again for July 2005, 2007 and 2009. This event has approximately 13,000 -15,000 attendees. Local usage of the facility continues to grow as well. In 2004/05 a total of 29 wedding receptions were booked in the facility. As of October 2005, 60 weddings have already been booked for 2006. Due to the overwhelming success and response to use of the Grand River Center, Platinum Hospitality, the management company that manages the Grand River Center, did not have to request from the city the first year subsidy payment as outlined in the Facility Management Agreement. AMER/CA'S RIVER MISCELLANEOUS PROJECTS . Ice Harbor Drive - COMPLETED A new road (Ice Harbor Drive) and riverwalk connection around the west end of the Ice Harbor was completed and opened to the public on May 24, 2004. This road and hike/bike trail improves access between the north and south Ice Harbor areas and encourages further development of properties in the southern portion of this area. · Mississiooi Riverwalk Phase I. River's Edae Plaza. Alliant Enerav Amphitheater. 300 foot pier wall: fishina steps. cascadina stairs. and Rotarv Pavilion. - COMPLETED The above projects have been completed and are open to the public. Construction of the Alliant Energy Amphitheater was completed and dedicated in October 2002. This outdoor amphitheater provides musical and theatrical venues for the Tri-State area and has already been used for 2 a Blues festival, Big Band festival and performances by the Dubuque Symphony Orchestra. The rest of the Riverwalk was completed from the north end (Brewery) location down to the conference center site with a ribbon cutting June 12, 2003, The final elements of the Riverwalk including a pavilion, shade structures, landscaping and Ice Harbor Park were completed and a ribbon cutting ceremony was held September 9, 2003; . Bell Street. 5th Street and streetscaoe amenities - COMPLETED Streetscape amenities (including historic lighting and landscaping) and street construction for 5th and Bell Streets were completed by the end of September, 2003. The 5th Street extension project was completed earlier as part of the City's building a new 347 stall parking lot to serve the Hotel/Water Park and conference center overflow parking needs. . Parkinq Lot 2a. 2b and 3 imorovements COMPLETED Parkinq Lot 1 imorovements - UNDERWAY Parking lot reconstruction of existing City lots has been completed for three of the four lots. The fourth lot (Parking Lot #1) was delayed due to installation of the environmental remediation system. This involved installing monitoring wells below the parking lot surface and the injection of hydrogen peroxide to dissolve the contamination. Remediation of the soil underneath Parking Lot #1 is anticipated to be completed by 2008. However, the city is allowed to proceed with the reconstruction of Parking Lot #1 as previously proposed. The parking lot has been designed and will be bid in the the Spring for completion and public use by June 2006 as approved by the Vision Iowa Board. . Utilities - COMPLETED Utility improvements including fiber optic installation, storm and sanitary sewer systems and water line installation were completed in September 2004. . Wavfindinq siqnaqe - COMPLETED Wayfinding signage system was installed on the State Highway system as well as key streets within the city of Dubuque providing directional signage for key attractions throughout the community including the Port of Dubuque. Response from the general public including residents and visitors has been overwhelmingly positive about these signs and the ease in navigating through Dubuque and downtown. . Third Street Overoass - UNDERWAY Fencing replacement for the Third Street Overpass has been designed, a bid for construction was awarded in September 2005 and construction is underway. The new fence design approved by the lOOT will match, but not duplicate, the decorative fence installed at the Riverwalk. Construction is anticipated to be complete by Winter 2005 as previously approved by the Vision Iowa Board. · Prooertv Acquisition and demolition COMPLETED Property acquisitions completed by the City include Miller Trucking (1.5 acres), Dubuque Hardwoods and Klauer properties (5.43 acres) and 3 Peavy Grain property (5.3 acres). The logging operations have moved off of their sites and the City completed demolition and landscaping on the lots for the October 25, 2003 ribbon cutting ceremony for the Grand River Center. The City has also acquired the Stealth Racing site and will be demolishing the pole building once the tenant vacates in November 2005. Once demolished, this site will be included with the Hardwoods site for a total of 20.5 acres available for development. The City is working with two private parties interested in developing the site. The City received an EDA grant for $2,000,000 which was used for acquisition and relocation of the Adams Company from their Port of Dubuque location (4.55 acres) to the Dubuque Industrial Center West. The City is currently in discussion with developers on this as a redevelopment site. . Shot Tower- UNDERWAY The Shot Tower Rehabilitation Project includes stabilization of the tower structure, an archeological survey in and around the tower, construction of a non-combustible interior stairway leading to the top of the tower for improved maintenance access and increased stability, a new roof to prevent further deterioration, and installation of protective barriers to safeguard the Shot Tower from vehicular damage from rail cars and semi- tractor trailers that serve the adjacent industrial use. This project will provide an opportunity to interpret the Shot Tower, the Mississippi River, and the country's industrial expansion westward. Installing a stairway leading to an observation platform at the top will enhance the Shot Tower's educational and interpretive value by providing access to this unique and nationally significant historic structure. The State Historical Society of Iowa has awarded the City a $100,000 Historic Sites Preservation grant for stabilization of the Shot Tower and a $15,500 Historic Resource Development Program grant for an archeological survey of the Shot Tower. The City has also received a $295,000 Federal Save America's Treasures grant. This is in addition to the $200,000 city funding already committed to shot tower rehabilitation and interpretation. An RFP for design services was issued and a consultant has been selected. Consultant work is underway and preliminary designs have been submitted to the State Historic Preservation Office and National Park Service for review and approval prior to implementation. This project has been approved by the Vision Iowa Board for extension of the completion date to Spring, 2006. . Gatewav Imorovements - UNDERWAY Gateway improvements adjacent to the Port of Dubuque have begun and will be completed in Fall 2005 as approved by the Vision Iowa Board. . Artwork - UNDERWAY The City is in discussion regarding the placement of public art at the Port of Dubuque. City staff is preparing a recommendation for City Council in November for a public art project at the Port of Dubuque. The location of the artwork is subject to final layout of remaining development parcels and 4 its estimated for completion in Spring 2006 as approved by the Vision Iowa Board. . Transient Boat docks - UNDERWAY This project provides for the creation of transient boat docks at the America's River site, in the Ice Harbor. A federal permit is required as part of this process. The City awarded a contract to The Abonmarche Group to provide feasibility analysis on the location and number of transient boat docks located in the Ice Harbor. City staff is working with the consultants, Port of Dubuque property owners and the Corps of Engineers on the final design and installation method. A preliminary design has been selected and an application was submitted to the State for a Tier 1 Boating Infrastructure grant. The Iowa Department of National Resources has awarded the city a $100,000 Tier 1 grant for this project. The estimated completion of May 31, 2007 was approved by the Vision Iowa Board. . Waterworks Park - UNDERWAY Waterworks Park located at the Hawthorne Street Peninsula was bid and work started by July 2005 as approved by the Vision Iowa Board. A contract has been awarded and Phase 1 construction will be complete by December 2005. Included in Phase 1 are all the roadway and parking lots, electrical service for special events and festivals, installation of historic lights and construction of a public restroom. The city was awarded a $50,000 Water Access Grant by the Iowa Department of Natural Resources to reconstruct the boat ramp and trailer parking. Phase II including the hike/bike trail, fishing pier, two riverfront council rings and landscaping is anticipated to begin in Spring 2006 and completed in Fall 2006. . Pvatioorsk Park - UNDERWAY Pyatigorsk Park, named in honor of our sister city Pyatigorsk, Russia, is located along the Jaycees/Heritage trailhead. Construction was bid and work started by July 2005 as approved by the Vision Iowa Board and is anticipated to be completed by December 2005. Construction includes a decorative concrete wall, walking path and plaza area and landscaping. City staff are attempting to coordinate a ribbon cutting for this park with a visit by dignitaries from our sister city Pyatigorsk, Russia. . Five Flaos Improvements - UNDERWAY This project provides for significant capital improvements to Five Flags Civic Center. Capital improvements began in the Fall 2004 and were completed in October 2005 as approved by the Vision Iowa Board. Included in the improvements was bleacher seating replacement, phase I and II of HVAC replacement, interior renovations including new concession stands, new windows and fixtures throughout, new ticket office and ADA entrance improvements. Public and tenant reaction to the improvements has been overwhelmingly positive. 5 Total number of jobs created as a result of facility development (excluding construction jobs): During the operational phase: Actual Education & Conf Center Museum and Aquarium Hotel / Waterpark 21 FT and 47 PT 43 FT and 64 PT 65 FT and 113 PT Do employees have health insurance: All full-time employees of the City of Dubuque, Dubuque County Historical Society and Grand River Center Center (per facility management agreement) have health insurance coverage per Vision Iowa agreement Job Titles / Descriptions / Estimated Wage Rates and other employee benefits: The Conference Center employment plans are still as layed out in the Vision Iowa grant (see attached summary pages). Each October the City works with Platinum Hospitality to review their proposed operating budget for the next fiscal year. The City has a facility management agreement with Platinum Hospitality. Other benefits for employees: The City of Dubuque offers full-time employees paid vacation days, sick leave, Life/AD&D and Disability Insurance Coverage, and employees are covered under the IPERS program. The Facility Management Firm of the Education and Conference Center and the Dubuque County Historical Society provides employees with a benefits package including medical, dental, sick leave, vacation and 403B plan. Average wage and benefits for construction jobs: The Museum and Aquarium contractors used the Davis Bacon wage rates of $18.55/hour for laborers and $21.51 per hour for carpenters, with fringe benefits running approximately 25% of the wage rates. The Conference and Education Center contractor paid $23.12 per hour for carpenters and $20.80 per hour for laborers. Benefits run approximately 25%. Riverwalk wage rates for laborer were $17.26 (+$5.55 for fringes) for a carpenter and $21.75 (+$7.92 for fringes) for an equipment operator per Portzen Construction Harborwalk Road average wage and benefit rates for Tschiggfrie were $25.28 and for Ed Kramer & Sons $34.16 What other development has occurred in your community/area as a result of this project: DOWNTOWN DEVELOPMENT Other leveraged activity that has happened as a result of the America's River project includes renovation projects such as the $2.5 million Bricktown building at 299 Main Street, Pepper Sprout restaurant at 378 Main Street, Fischer Companies office building at 280 Main Street, a new parking lot developed, a new wine store has opened at 123 Main Street, new bars have opened at 253 Main Street(Bartinis) and 1375 Locust (Isabella's), Lot #1,a restaurant/pub has been renovated on the corner of 15t & Main along with a retail and residential building on this same corner. A five-story, 36,000- square-foot building formerly known as the Weber Paper Company building at 137 Main Street in the Historic Old Main District was renovated ($2.5 million project) and now houses a publishing company previously located in Illinois as well as other office and retail shops. Building renovations also have occurred along upper Main Street, with the $2 million plus Town Clock Building renovated for office space, the Grand Opera House, which is completing exterior rehabilitation work, and renovation of a large portion of the 1000- block of Main Street by developer John Gronen. This $5 million project includes renovation of 64,000 square feet of space and 14 storefronts for mixed use including 36 7 residential units, retail and office space. Main Street through the Town Clock plaza has now been reopened to vehicular traffic. This multi-million dollar streetscape improvement opens Dubuque's downtown and creates better access and circulation for pedestrians and vehicles. A 400-car Fourth Street Parking Ramp opened in June 2002 to serve the Main Street district's anticipated growth and development. The Northeast Iowa Community College has purchased the Trilog building and completed a $1,917,000 renovation project to make this facility into a new downtown business training center. Leveraged activity of $55,491,000 was estimated for the America's River projects. Those completed include: Highway 20 Landscaping, Town Clock Plaza roads and amenities, the Chamber Welcome Center, Fourth Street Parking Ramp, and the River's Edge Plaza. Additional construction anticipated includes a 45,000 to 50,000 square foot office building and at some point a second phase of the Grand Harbor Resort to include an additional 150-room and 18,000-square-foot addition to its water park. Several developers have contacted the City regarding plans and opportunities for additional recreational and commercial development in the Port of Dubuque. The exciting thing about our Vision Iowa project is the impact it is having on other areas in the community. The Historic Main District is a National Register of Historic Places district and is feeling the positive impact of America's River. Since 2003, eleven new retail establishments opened, including two restaurants, and invested more than $2.7 million in physical improvements. This is on top of the $1.9 million construction of the new Chamber Building that houses the Iowa Welcome Center. Downtown continues to be positively impacted by the success of the America's River project resulting in new financial investment in downtown which Dubuque Main Street Ltd. has monitored since 1985. This development has been significant since the first component of the America's River project opened in 2002. Total Fayade renovation in downtown has been $5,363,705, 34% of which has happened since 2003. Building rehabilitation in downtown has been over $69,180,980, 31 % since 2003. New construction in downtown has been over $118,517,663,71% since 2002 and includes portions of the America's River project. Real estate sales has been over $82,870,196, 29% since 2002 and Public Improvements have totaled over $26,804,614, 56% since 2002. ADDITIONAL PORT OF DUBUQUE DEVELOPMENT A Request for Qualifications was issued for development of the former Dubuque Star Brewery structure that overlooks the Riverwalk and new Alliant Energy Amphitheater. The City has signed development agreement with The Alexander Company from Madison, Wisconsin. Phase I of the renovation is complete which included environmental remediation, interior gutting, reroofing and brick tuck-pointing and restoration. Phase II includes all remaining renovation and is anticipated with the signing of a long-term lease. The developer is in negotiations with a company for occupancy of the first floor. The City has issued a new Request for Proposals to identify 8 alternative developers to implement Phase II of the Brewery development. Proposals are anticipated in November 2005. The City met with local developers on August 6, 2002 to present the Master Site Plan, Development Standards, and property available for development. The City continues to visit with developers regarding opportunities at the Port of Dubuque and is currently in discussions with developers to create a retail and recreational facility. Regular meetings have been held with the Durrant Architects Inc. firm to discuss their plans and available sites for their new 45,000-square-foot office building to be built in the Port of Dubuque per the Platinum Hospitality Development Agreement. River Valley Initiative was a new community effort, lead by the Greater Dubuque Development Corporation and in cooperation with area businesses, to provide the necessary resources to keep Dubuque on the move. With over $2.2 million dollars raised locally, the return on investment is expected to generate 5,100 new jobs in Dubuque and in Iowa and over $200,000,000 in capital investment over a five-year period. Further study by URS/BRW and Leland Consulting identifies, in addition to the $188 million America's River projects, $150 million in development that will occur in the Port of Dubuque area over the next 10 years. ADDITIONAL RIVERFRONT DEVELOPMENT With over six miles of riverfront located along the city of Dubuque, the success of the America's River project has spawned additional riverfront development. Since 2004 development in and around Schmidt Harbor (north of the Port of Dubuque along the 10waIWisconsin border) has soared. Over $1.3 million was invested in a new restaurant (Catfish Charlies) and in refurbishing the boating docks at the Dubuque Yacht Basin. The construction of a Hilton Hotel and Houlihans restaurant adjacent to a $33 million expansion of Dubuque Greyhound Park and Casino. The City has made significant investment in refurbishing and upgrading electrical and mechanical facilities and the hike/bike trail at Miller-Riverview Park for camping on the Mississippi River. The city also completed restoration of the Heron Pond wetland area and construction of an ADA compliant fishing pier adjacent to Heron Pond. What other recreational, cultural, educational and/or other entertainment opportunities were stimulated or developed as a result of this project: NATIONAL PARTNERSHIPS The Dubuque County Historical Society opened the Old Jail, which is six blocks from the Port of Dubuque, as a local history museum on August 20, 2005. The National Mississippi River Museum and Aquarium has achieved its status as a Smithsonian affiliate and was recognized as a Coastal Ecosystem Learning Center by Coastal America, a national organization. This is the first time this desianation has 9 been aiven to an inland water location. The National Mississippi River Museum and Aquarium is now analyzing the feasibility of an expansion to their educational facility. NATIONAL RECOGNITION The City of Dubuque was selected as one of six cities as an American 2003 Crown Community winner by the American City & County Association. Since that time we have also been selected as an Iowa League of Cities All-Star Community, we have been recognized as one of 50 five-star communities by Expansion Management Magazine, we have received the 2004 Downtown Achievement Award from the International Downtown Association for the America's River Project, the Project of the Year award from National Masonry Concrete for the Grand River Center and three awards from the Iowa Department of Tourism including Corporate Friend of Tourism, Website of the Year and Attraction of the Year. Dubuaue was also one of the first communities in the State of Iowa to receive desianation as a Cultural and Entertainment District and one of 20 communities across the United States to be recoanized by First Lady Laura Bush as a Preserve America Community. In May 2005 Dubuaue was recoanized by the National Trust for Historic Preservation as one of 2005 Dozen distinctive destinations. Dubuque was selected from nearly 80 destinations in 44 states. "Dubuque offers a wealth of pleasant surprises," said Richard Moe, president of the National Trust for Historic Preservation. "Visitors are first struck by the mighty presence of Old Man River, but they soon realize that given the city's absorbing history, splendid architecture and spectacular setting, the Mississippi is only one part of Dubuque's fascinating story." Dubuaue was also recoanized by USA today as one of 10 areat places to discover Midwest charm and is one of three Iowa cities featured in the book "Best of the Midwest: Rediscoverina America's Heartland" written by Midwest Maaazine Editor-in-chief Dan Kaercher. In September 2005 the Port of Dubuque was selected as one of ten 2005 Phoenix Award winners that represent outstanding brownfield projects from each of the 10 US Environmental Protection Agency (EPA) regions. The Phoenix Awards™ are widely recognized as the outstanding award for achievement of excellence in Brownfield redevelopment, and often are called "the Brownfields equivalent of Hollywood's Oscar." The awards are open to any individual, group, company, organization, government body, or agency. Criteria for The Phoenix Awards ™ focus on the magnitude of the project, innovative techniques, solutions to regulatory issues, and impact upon the community. Please describe the increase of visitors to your area as a result of this project: America's River is a major draw for the region and the nation. 10 TOURISM TO AMERICA'S RIVER ATTRACTIONS: . The most recent statistics regarding travel in Iowa were released at a Vision Iowa meeting in Des Moines at a press conference hosted by the Governor. Dubuque County leads the state in increased travel expenditures by visitors with an increase in spending of 6.3 over 2002. The total soendinq in Dubuque Countv was $186 million. almost a dollar for dollar return on the America's River oroiect investment which onlv Dart of the oroject had been ooen durinq 6 months of that time. · The Grand Harbor Resort and Wateroark entertained over 170.000 visitors to the facilitv in the oast vear from all 50 fiftv states. . As a result of the America's River Project, the total convention and delegate count for 2004 was over 48,000, up from our community average of 30,000. The total convention deleqate count for the first 10 months of 2005 is now over 60.000. a new record hiqh for Dubuque. Hotel occupancy is up 3% overall for the year with record sett/nq oercentaqes in Julv and October of 11 % increase in occuoancv. October 2004 was the highest recorded occupancy in the city of Dubuque. · The Grand River Center was an ideal setting to host the Iowa Democratic Caucus as well as two visits by President Bush 2004. This is the first time in 25 vears Dubuque has hosted a Presidential visit. The Center has also been key to hosting other bookings in 2004 such as Watchable Wildlife, NCAA Wrestling Tournament, Professional Developers of Iowa, Iowa Credit Union League, Iowa Pharmacy Association, The Nature Conservacy and U.S.S. Washington Reunion. Bookings for 2005 and beyond include, Isaac Walton League, Iowa League of Cities, Midwest Gang Investigators, World Language Association (2005 and 2006), National Brown Swiss Association, Iowa/Illinois Safety Council, SERTOMA Regional, Iowa Park and Recreation, National Walnut Association, the National Electrical board has booked 450 room nights in 2005, and the 2-cylinder Expo booked again for July 2005, 2007 and 2009. This event has approximately 13,000 -15,000 attendees. TOURISM FROM AMERICA'S RIVER SPECIAL EVENTS · The city of Dubuque was a host site for the Grand Excursion, a regional re-enactment of the Grand Excursion that took place 150 years ago to promote through the news media, expansion to the west. This four-dav event took olace at the Port of Dubuque and our Riverwalk and qenerated over 60.000 oeoole in attendance at the Port of Dubuque and hosted news media from St. Paul, MN, St. Petersburg, FL, La Cross, WI, Milwaukee, WI, New York, NY, San Francisco, CA and London, England. In 2004 the second Grand Excursion was held in Dubuque and renamed the America's River Festival. The successful event included many of the components of the original Grand Excursion including live music from 11 Grammy Award winning Recording Artist. New to the 2004 event was the Cabela's National Walleye tournament, a regional Dock Dogs competition, and the first paddlewheel boat race on the Mississippi River in 100 years. Coverage included ESPN, ESPN2 and Outdoor Life network. CONVENTION DELEGATES, GROUP TOUR AND CONSUMER MARKET · The Dubuque Area Convention and Visitors Bureau have received a great deal of interest in the America's River Project and has booked a significant number of meetings in this facility. Meeting planner guides, visitor guides and E-cards are being used by the Bureau to promote the use of the facility as well as the entire America's River project. As mentioned, convention deleoate count for the first 10 months 2005 has hit a new hioh of 60,000. Consumer marketing programs were implemented and advertising continue, group sales efforts are aggressive including sales blitz trips, FAM tours and servicing, and group tour business peaked with many motorcoaches coming into Dubuque and securing dates for the next two years. Consumer travel was strong during the third quarter as a result of the America's River project. The Bureau worked with industry members to finalize consumer packages featuring the Arts, Family Fun, Outdoor Adventure, River Adventure, Winter Getaways, Romantic Get Aways, and Wine Tours. These packages have been targeted to past visitors and are being promoted through the internet to consumers interested in coming to Dubuque. The Dubuque CVB also continued to film for the new video that is being created and convert it to a DVD format this year. · GrouD Tour Travel was also strono durino the Dast vear. Many groups came to enjoy the day long river cruises and big band cruises that the Celebration Belle makes available. Other boat tours have also expressed interest in future over night dates in Dubuque. The Delta Queen continues to bring travelers to Dubuque as well. All of these tours are weekday business that lands at the Port of Dubuque and has helped the community to generate new business. · Convention sales and marketing continues to produce results. The CVB has attended the American Society of Association Executives, the Destination Showcase in Chicago, the Affordable Meetings Show in Washington D.C. and Affordable Meetings Show in Chicago. The response from these shows were positive and identified many groups as potential leads. The committee also did a successful sales blitz in Des Moines recently calling on over 25 meeting planners. It was followed up with personal calls and a 2005 Spring and Fall FAM tour of Dubuque for meeting planners from around the region. MEDIA COVERAGE · The travel media continues to visit Dubuque and write favorable stories on the area. Dan Archer, Editor and Chief of Midwest Living Magazine was one of the many that came for a tour. Dan wrote a book on the best Midwest destination visits and includes Dubuque as one of three best of 12 the Midwest locations in Iowa. Sections of the book will be worked into upcoming articles also featuring Dubuque. Additionally, media converaoe was strono this summer with over 400 features on various media since the America's River Proiect ooened: including USA Today, CNN, the New York Times, London Times, Disney Family Fun Magazine, Rand McNally Atlas, Star Tribune, St. Petersburg Times, Chicago Tribune, Des Moines Register, Midwest Living, Triple AAA Home and Away, as well as media coverage from Japan and Germany. Real Estate · Dubuque was the second highest in the State of Iowa for the percentage change in residential construction with a 109.1 % change from 2003 to 2004 13 . 2004 was the third consecutive year of record real estate sales in Dubuque with over $178 million in sales. A 67% increase over the year 2000 and a 16.8% average increase per year Education · The Dubuque Community School District received approval from the State of Iowa to pursue design of a Charter School in downtown Dubuque. The school programming will have an emphasis as a Fine Arts Magnet School. When the final Charter is approve, Dubuque will have one of only eight Charter Schools in the State. Personal Income . A study by Economy.com showed Dubuque's personal income rate for 2004 grew at its fastest rate in nealy a decade, up 35% from 2003. · A 2004 Study by the Milken Institute showed a one-year wage growth in Dubuque outpaced 75% of all U.S. smaller metros. Tourism · Dubuque County tourism expenditures topped $200 million in 2004, up 7.6% from 2003.
