The project changed the floodplain boundaries for this section of the creek, creating development sites that were graded above, or outside, of the floodplain. Economic Development Director David Heiar recommends City Council approval to hire IIW Engineers & Surveyors to provide floodplain mapping services for property in the Dubuque Industrial Center West for a fee of $15,600, which would also include $2,500 in optional services to size the replacement culvert under Seippel Road. IIW Proposal for Professional Services ([ I Floodplain Mapping for Dubuque Industrial Center West TO: SUBJECT: Introduction The purpose of this memorandum is to request City Council approval to hire IIW Engineers & Surveyors to perform floodplain mapping services for property in the Dubuque Industrial Center West (DICW). The proposal for professional services is attached to this memo. Background Sections of the Middle Fork of Catfish Creek running through the DICW were altered during the grading of the industrial park. All of the work was approved by the Corps of Engineers and the Iowa Department of Natural Resources at the time. The project changed the floodplain boundaries for this section of the creek, creating development sites that were graded above, or outside, of the floodplain. The official Flood Insurance Study (FIS) map, last updated in 1983, still identifies portions of the newly developed DICW lots as being located in the floodplain. For mortgage and property insurance purposes, it is important that 'for sale' land in the DICW be identified on the FIS map as being outside of the floodplain boundaries. This issue came to the City's attention in the sale of land for the Tri-State Industries' relocation. Discussion Buesing and Associates, the City's engineer for the public improvements associated with the Tri-States project, consulted with IIW on the floodplain issue. As a result, IIW has presented a proposal to the City to revise the floodplain map to reflect current conditions in the DICW through a Letter of Map Revision process submitted to the Federal Emergency Management Agency (FEMA). The proposal involves hydraulically analyzing the as-constructed location of the floodplain and floodway north of the Bergfeld Pond to Seippel Road. IIW would prepare all permit submissions and map revision requests for Iowa DNR and FEMA review and approval. The fee for the above described work is $13,100. For an additional lump sum fee of $2,500, the proposed analysis could use the hydrologic and hydraulic modeling to size a replacement culvert under Seippel Road that will need to be replaced in the future. Performing the analysis at this time would be cost effective and also establish a construction budget for the project. There are sufficient funds in the DICW's construction CIP to cover these engineering fees. Recommendation I recommend that the City Council hire IIW Engineers & Surveyors to provide the floodplain mapping services. I would also suggest, based on the City Engineering Department's recommendation, that IIW provide the optional services to size the replacement culvert under Seippel Road (Optional Services - Item C1) for a total of $15,600. The delay in our response is due to availability of IIW personnel and especially DNR personnel. We have contacted the DNR twice to obtain an opinion on various aspects of this analysis to determine the extent of DNR review and concurrence, and we still have not received a good indication of what may be involved with DNR approval. The following Scope of Services is based on our experience in the past with the DNR and what we anticipate they will require. We have divided this Proposal into the following sections to fully describe our Proposal relating to this Project: PROJRCT DRSCRIPTION The Middle Fork of Catfish Creek runs through the 1st Addition of the Dubuque Industrial Center West. The Industrial Park grading has changed the location of the floodplain as mapped for the Dubuque County Flood Insurance Study (FIS) in 1983. The FlS lists the floodplain in this area a Zone A, which is not a detailed study area. With the present development of the industrial park, several properties could be identified as located in the floodplain and may be required to have flood insurance purchased as a condition of development funding. This projcct would hydraulically analyze the as-constructed location of the floodplain and floodway in order to identifY those sites that can be removed from the floodway by means of a Letter of Map Revision elevated by Fill (LOMR-F) for individual sites or multiple sites, depending on which is desired. At this time, an overall Map Revision is not anticipated because this is a Zone A reach and a revised detailed study is not required. A Map Revision also requires an extended review time and a $6000 review fee. The FEMA request for a LOMR-F will be made on FEMA using MT-I, a series of forms that contains the basic data for FEMA review, including the Property Information Form (Form I), Elevation Form (Form 2), and Community Acknowledgement Form (Form 3). Individual lots require a FEMA review fee of $425 and multiple lots a review fee of $800. SCOPE OF SERVICES The following list of services will be provided by or under the direct personal supervision of a Professional Engineer licensed to practice in the State ofIowa. A. Use detailed survey information available from previous projects and currcnt construction underway designed by Buesing & Associates. 3. Perform hydrologic analysis to quantifY flow from the identified drainage areas. Obtain concurrence from the Iowa DNR for the hydrologic analysis. 4. Perform relevant hydraulic analysis of the Bergfeld Pond to identify existing retention capacity and regulatory flood elevations for the pond control structures. Review of the previously provided design information from KMA indicates this necessary data was not determined. Our analysis will also provide the necessary beginning conditions for hydraulic analysis of the Chavenelle Drive culvert. This analysis will likely use US Army Corps of Engineers software program HEC-HMS and will be calibrated with Iowa USGS flood prediction methods. 5. Develop HEC-RAS computer model of the Middle Fork Catfish Creek between ChaveneIle Drive and Sieppel Road. This analysis will determine the detailed water smface profile for 10-, 50-, 100- and SOD-year flood events. Iowa DNR concurrence with the computer model will be made. 6. Meet with City Staff to present analysis and obtain approval for submission of permits. B. Final Plan Development 1. Prepare plan and supplementary data for Iowa DNR review. The plan and data is intended to be submitted to FEMA for site(s) as the need arises for this information. Alternatively, a LOMR-F could be submitted for each individual site or multiple sites at this time to obtain a LOMR-F and officially set the flood elevations for each site. Future construction would require all structures to be built above the Base Flood Elevation (BFE) established elevation. This floodplain mapping and information would be limited to DICW sites east ofSieppel Road and west of Bergfeld Pond. 2. Submit information and MT -I forms to FEMA with request for Letter of Map Revision. C. Optional Analysis I. Since the hydrologic and hydraulic modeling would be all set up, additional analysis to size the replacement culvert under Seippel Road could easily be made. A preliminary plan to establish the culvert length and orientation would be necessary to conform with the existing urban street cross- section south of the culvert location. Replacement of this culvert will require a DNR permit which will require submission of this analysis at the time the permit is requested. Performing the analysis at this time will also establish a construction budgct for the culvert replacement project. 2. Floodplain mapping west of Seippel Road. This data would provide information for future development and possible LOMA or LOMR data for individual sites along this reach of the Middle Fork Catfish Creek. This analysis would require survey data and proposed plans from Buesing and Associates. EXCLUSIONS FROM PROFESSIONAL SERVICES The following is a list of services we are capable of providing, but have not included in this Proposal. We would be more than willing to perform any or all of the services under a separate Proposal. 1. Field survey. The necessary survey data appears to be available in the various projects that TIW and Buesing and Associates have conducted in the area and the data available from the KMA construction plans for the mcw 1st Addition. 2. Subsutface investigations. 3. Analysis of Seippel Road replacement culvert, floodplain west of Seippel Road or east of Bergfeld Pond. mcw Floodplain Mapping August 22, 2005 Page 3 of5 COMPENSATION Our fee for the above scope of services would be billed according to the following schedule (as referenced to the above scope of services): I. Preliminary Study - Items AI through A6, Hourly Rate, Estimated maximum fee of $4,950.00. 2. Final Plan Development - Item BI, Estimated maximum fcc of $6,350.00. 3. LOMR-F submittals - Item B2, Estimated fee of $600.00 to $1,000.00 for each initial LOMR-F submittal depending on individual or multiple lot submittals. Responding to FEMA requests for additional intormation will be in addition to the initial submittal fee. These fees do not include the FEMA review fees. Optional Services - Item C 1, Lump Sum fee of $2,500.00 including a project cost estimate. Optional Services - Item C2, Hourly Rate depending of the level of detail desired. Estimated to range $2,500 to $4,500 for basic mapping depending on extent of coverage. 4. ~. DELlVERABLES The following items will be delivered to the City as the result of this Project: I. Hydrologic/hydraulic report of analysis 2. Overall map of floodplain with water surface elevations and floodway delineated. 3. htdividual Letters of Map Revision based on Fill (LOMR-F) as requested. GENERAL TERMS AND CONDITIONS General Terms and Conditions are a part of this Proposal. This Proposal is valid for 30 days from the date of this letter. If the services and fees defined in this Proposal are acceptable, please return one signed copy to our office.
