The banners will be mounted on private, historic light poles recently installed by Clarke College, however, the banners will extend over the sidewalk, I concur with the recommendation and respectfully request Mayor and City Council approval. Discussion Attached is a memo from Building Services Manager Rich Russell recommending approval of the installation of banners along Clarke Drive near the Atrium Building. A total of 17 banners will be mounted on private, historic light poles recently installed by Clarke College as part of improvements to their campus. However, due to the banners extending over the sidewalk, City approval is required for installation. While the city ordinance provides for the City Manager to approve revocable license applications, the City Council had previously requested that they review all future banner requests. City staff has reviewed this request and is recommending approval. Reauest The requested action is for City Council to approve the request of Clarke College to install banners on public right of way. CITY OF DUBUQUE, IOWA MEMORANDUM October 31,2005 TO: Cindy Steinhauser, Assistant City Manager FROM: Rich Russell, Building Services Manager RE: Clarke College Banners The purpose of this memo is to request permission (on behalf of Clarke College) to place seventeen (17) banners on street light poles near the Atrium building along Clarke Drive right-of-way. I have attached a plan view of the banner locations for your review and can offer the following details about the banners: . The banners will be 16" wide by 24" tall . The message will be "Clarke College"; with a possibility of their logo as well . The banners will be 9' 6" above the sidewalk . The college has a ribbon-cutting on Thursday and would like to assure the banners are in place The banners meet the attached policy. Bill Schlickman of Engineering has been advised of the proposal. This program is intended to complement the wayfinding signage program planned for downtown and replaces the banner program that was discontinued by Dubuque Main Street. In light of this recent effort, I thought it would be good to remind you of the banner sign process that was established several years by the City Manager's office. The process is as follows: 1. Sign Contractor or representative of not-for-profit organization submits request for banner sign permit with Building Services Department. 2. Building department reviews not-for-profit status, eligibility (no specific advertising) and verifies that the installation will be undertaken by a licensed sign contractor. 3. Engineering Department verifies banner location and utility pole ownership (public or private). If private, Engineering alerts applicant that written permission is needed for poles that are privately owned. 4. Engineering field inspects banner installation for size, height, design (slitted), traffic safety, visibility and appropriate installation (approved brackets). 5. Engineering monitors banners for condition (torn banners, broken brackets etc.) and duration. 6. Copies of all correspondence related to the banner request should be copied to the City Manager's office who will issue final approve for the request. Organizations eligible to install banners are not-for-profit organizations or institutions. Banners may only be located on light fixtures adjacent to the organization's property. . . , For example, a request by Finely Hospital to hang banners is allowed as long as the above conditions are met and the location of the banners may only be around Finely Hospital. The exception to this is the community banner program originally initiated by Dubuque Main Street and now the Chamber of Commerce, which encompasses the downtown district.
