Minutes_Park and Recreation Advisory Commission 5 8 12PARK AND RECREATION COMMISSION MEETING Tuesday, May 8, 2012 4:30 p.m., Allison- Henderson Park / Trolley Tour of Facilities PRESENT: Bob Blocker, Charles Harris, Paul Hoffmann, Ken Klinge, Karen Lyness, Evelyn Nadeau and David Schlueter OTHERS: MINUTES APPROVED; VOTE: COMMISSION PRIORITIES / TOUR OF FACILITIES: PROJECTS CONSIDERED PRIORITIES BY COMMISSION: Staff present: Marie Ware, Pat Prevenas and Eileen Trimble It was moved by Klinge, seconded by Nadeau, to approve the minutes of the April 17, 2012, meeting. The motion passed unanimously. At the March meeting, commissioners asked about making a list of commission priorities regarding department facilities and presenting it to the City Council for consideration when they held their annual goal setting session. At the April meeting, Leisure Services Manager Marie Ware said recommendations would need to be to City Council in early June. It was decided to use the regular May meeting to do a tour of facilities and then discuss and make a list of priorities. Commissioners were e- mailed the capital improvement project priority lists from the last two years showing projects that were funded and projects that had been cut. Commissioners suggested Bee Branch, Comiskey, Eagle Point, Flora, Jackson Park, Miller Riverview, Murphy, Port Marina, Usha, pending Pet Park on IDOT property, and FDR as possible stops on the tour. (Trolley route /schedule may be found as part of the original minutes.) After the trolley returned to Allison- Henderson Park the meeting continued so commissioners could formulate a list of priorities to present to City Council. Commissioners listed the following as high priorities as far as they were concerned: • Commissioner Blocker said to continue with improvements to Eagle Point Park and Bee Branch. • Commissioner Harris said we need to focus on the south and west areas of town; start identifying long term needs; maybe have a public forum, go proactive. • Commissioner Hoffmann feels we need more outdoor basketball courts in the next fiscal year and to move the focus to upgrading parks and facilities in the south part of the city — Mercy and Hilltop area for example. • Commissioner Klinge said we need to keep parks upgraded and current and make sure kids have the right facilities, especially Comiskey. • Commissioner Lyness said there is a definite need for a skate park in the west side of town. continued PRIOTIRY LIST TO CITY COUNCIL; VOTE: ADJOURN; VOTE: May 8, 2012 meeting page two • Commissioner Nadeau said rest rooms are needed in Jackson Park; need to construct a parking lot for Usha Park and at least one paved sidewalk to get to and from playground area; need accessible walkway at Log Cabin pavilion in Eagle Point Park and general compliance in parks with accessible requirements. • Commissioner Schlueter's priority would be the ability and spot for multi -use green area to take care of rugby, soccer, football and lacrosse, at least 100 x 150 area but two fields that size would be great. There is no place designed in the city for a multi -use green area. • Everyone agreed on continued development at Comiskey Park because it is so heavily used. It was moved l Nadeau seconded la Klinge to recommend the commission priorities to the City Council for their consideration during their annual goal setting work session.
