The activities were identified by HUD's Office of the Inspector General during a 2011 audit of the CDBG program. Based on HUD's analysis of IDIS data, it appears many grantees have not completed these activities because there are unresolved compliance and reporting issues. In order to clear the recommendations in the audit report, HUD is committed to obtaining proper resolution of every activity identified in the Inspector General's audit. Over the past nine months, HUD staff has worked closely with grantees to obtain and document resolution for over 75% of the activities identified in the audit. However, a significant number of activities remain inadequately documented or incomplete. By September 30, 2012, your community must take actions to resolve all remaining longstanding open activities and activities that have been cancelled with draws, as identified in the 2011 Inspector General Audit Report (A list of your community's remaining activities has been provided to your CDBG program staff.). For any activity for which suitable resolution has not been achieved by September 30th, HUD will make a fording of noncompliance with program requirements and advise your community to reimburse the CDBG program for all amounts expended. If you need technical assistance to resolve the longstanding open activities or activities that have been cancelled with draws by the September 30, 2012, deadline.
