INTRODUCTION
The purpose of this memo is to recommend acceptance of the public improvements and
authorize final payment to the contractor for the Ramona Street and Pamela Court, from
Heritage Drive to Adeline Street, Panel Replacement Project.
BACKGROUND
The first phase of the Ramona Street and Pamela Court, from Heritage Drive to Mt.
Loretta, Panel Replacement Project provided for the replacement of existing concrete
mainline street panels from the intersection of Adeline Street to Pamela Court. The
panels were deteriorating along the transverse and longitudinal joints from the
intersection of Mount Loretta to Adeline Street and from Adeline Street to Heritage
Drive. The first phase project was completed in 2009.
This project is the final phase and provides for the replacement of concrete panels from
Mt. Loretta Street to Adeline Street.
DISCUSSION
The Ramona Street Panel Replacement, from Mt. Loretta to Adeline Street Project was
completed by Horsfield Construction, Inc. of Epworth, Iowa, in the final contract amount
of $81,483.21, which is a 1.3% increase from the original contract amount of
$80,460.00. The increase is due to additional curb needing replacement during the
project.
RECOMMENDATION
recommend that the City Council accept the improvements and authorize payment of
the contract amount of $81,483.21 to Horsfield Construction, Inc. for the Ramona Street
Panel Replacement, from Mt. Loretta to Adeline Street Project.

ACCEPTING THE RAMONA STREET PANEL REPLACEMENT, FROM MT LORETTA
TO ADELINE STREET PROJECT AND AUTHORIZING THE PAYMENT OF THE
CONTRACT AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Ramona Street Panel
Replacement, from Mt. Loretta to Adeline Street Project (the Project) has been
completed and the City Engineer has examined the work and filed a certificate stating
that the Project has been completed according to the terms of the Public Improvement
Contract and that the City Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Ramona /Pamela Joint Repair Capital Improvement Project appropriations for the
contract amount of $81,483.21 less any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with
the provisions of Iowa Code chapter 573.

Improvement Contract, and that the total cost of the completed work is $83,068.49.
