PRESENT:
Chairperson Dave Stuart; Commission Members Chris Olson, Mike Coty,
Mirzda Berzins, and Jim Gibbs; Staff Members Laura Carstens and Wally
Wernimont.
ABSENT:
Commission Members John Whalen, Mary Loney Bichell and Chris Wand
CALL TO ORDER: The meeting was called to order by Chairperson Stuart at 5:00 p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Olson, seconded by Coty, to approve the minutes of the September
15,2005 meeting as submitted. Motion was approved by the following vote: Aye - Olson,
Coty, Berzins, Gibbs and Stuart; Nay - None.
Motion by Olson, seconded by Gibbs, to approve the minutes of the October 6, 2005
special meeting. Motion was approved by the following vote: Aye - Olson, Coty, Berzins,
Gibbs and Stuart; Nay - None.
DESIGN REVIEW: Application of Robert Johnson for a Certificate of Appropriateness
to rehab/redesign exterior of house at 550 Arlington Street located in the W. 11th Street
Historic Preservation District.
Bethany Golombeski and Bob Johnson, 555 W. 11th Street, presented the application.
Ms. Golombeski noted that the house was moved into the historic district from a
deconstruction project located at the intersection of Grandview and University Avenues.
She indicated that they are proposing to rehab the structure for an appropriate historic
infil!. She noted that the foundation will be faced with limestone, and that the siding of
the structure will be wood clapboard. She noted that they will be installing aluminum
clad windows with simulated lights. She indicated that the roof will be covered with
architectural asphalt shingles. She noted that they will be using awning windows on the
rear shed dormer of the home and that shakes or shingles will be used to side the gable
ends. The applicant and Commission discussed the various ages and styles of
structures in the neighborhood. The Commission discussed the use of shingles instead
of shakes on the gabled ends. Ms. Golombeski noted that they will be using 3-inch
wood lap siding.

Motion by Stuart, seconded by Gibbs, to approve the Certificate of Appropriateness with
architectural roof shingle and the option of using either wood shake or wood shingles on
the second story. If wood shingles are used, they should be painted. Motion was
approved by the following vote: Aye - Berzins, Gibbs and Stuart; Nay - None; Abstain
- Olson and Coty.
DESIGN REVIEW: Application of Robert Johnson for a Certificate of Appropriateness
to rehab/redesign exterior of house at 570 Arlington Street located in the W. 11th Street
Historic Preservation District.
Bethany Golombeski and Bob Johnson presented the application to the Commission.
Ms. Golombeski noted that the middle section of the proposed rehab was constructed
in 1916. She indicated that the foundation will be faced with limestone. She noted that
the structure will be one and a half stories with a side gable facing the street. She
noted that skylights will be installed in the roof at the rear of the building not visible from
the public right-of-way. She indicated that most of the windows will be aluminum clad
double hung windows with simulated divided lights. She explained two awning windows
would be located in the dormer on the front of the home and casement windows being
used for egress. She noted that a brick chimney and a wood front porch overhang will
be built. She explained that the roof will be covered with an architectural laminated
shingle.
Motion by Stuart, seconded by Gibbs, to approve the Certificate of Appropriateness as
submitted with architectural roof shingles and the option of using either wood shake or
wood shingles on the second story, and if wood shingles are used, they would be
painted. The Commission also approved casement windows for egress as required by
the Building Services Department. Motion was approved by the following vote: Aye-
Berzins, Gibbs and Stuart; Nay - None; Abstain - Olson and Coty.
DESIGN REVIEW: Application of Robert Johnson for a Certificate of Appropriateness
to relocate structure and construct garage at 1300 Walnut Street located in the W. 11th
Street Historic Preservation District.
Bethany Golombeski and Bob Johnson presented the application to the Commission.
They noted that the site is level and that the foundation will be poured concrete. They
indicated the finished floor elevation would be approximately two feet above grade.
They noted the structure will have an extremely steep pitched roof in order to help with
the scale of the building. They noted that the aluminum siding will be removed and the
wood siding repaired or replaced. She indicated that the upper gables will be sided with
either shakes or shingles. She indicated a new foyer entry has been added to the
building. She indicated that a porch overhang will open onto a deck which will provide
access to a new constructed garage. She noted that the windows will be aluminum
clad with simulated lights. She indicated that the windows will all be double hung with
some awning windows, except for casement windows, which will be used egress of the

building. She noted that the garage will be roofed with architectural laminated shingles
to match the shingles installed on the house. She noted that the garage would be sided
with either wood siding or cemplank siding.
Motion by Stuart, seconded by Berzins, to approve the Certificate of Appropriateness as
submitted with architectural roof shingles and the option to use either wood shake or
wood shingles on the second story. If wood shingles are used, they should be painted.
The Commission also approved casement windows for egress as required by the
Building Services Department and the use of cement board siding or wood siding as
acceptable for the garage. Motion carried by the following vote: Aye - Berzins, Gibbs
and Stuart; Nay - None; Abstain - Olson and Coty.
DESIGN REVIEW/HISTORIC PRESERVATION HOMEOWNER GRANT: Application
of Patricia Kelly for a Certificate of Appropriateness and a Historic Preservation
Homeowner Grant to replace windows at 1192 Locust Street located in the Jackson
Park Historic Preservation District.
Pat Kelly, 1192 Locust Street, presented her application to the Commission. She noted
that she is proposing to replace the wood windows to be more energy efficiency. She
indicated that she has provided bids from Dubuque Sash and Door and Spahn and
Rose. She indicated that she prefers using Dubuque Sash and Door because the
contractor seemed to be more thorough in measuring the size of the windows. She
noted that she is proposing to install vinyl windows on the rear portion of the building
that is not visible from the public right-of-way, and that she will purchase those vinyl
windows at her own expense.
The Commission discussed approving a $5,000 Historic Homeowner Grant to pay for
the wood replacement windows. The Commission noted that the dollar amount
exceeds what was proposed in the bids and they recommended that the applicant
request additional wood windows up to the $5,000 amount.
Motion by Olson, seconded by Stuart, to approve the Certificate of Appropriateness as
submitted, and a $5,000 Historic Preservation Homeowner Grant. Motion was
approved by the following vote: Aye - Olson, Coty, Berzins, Gibbs and Stuart; Nay-
None.
DESIGN REVIEW: Application of Thalia & Tony Cutsforth for a Certificate of
Appropriateness and additional funds from the Historic Preservation Revolving Loan
Fund to paint and replace rotting siding at 189 Hill Street located in the Langworthy
Historic Preservation District.
Staff Member Wernimont noted that the applicant came before the Historic
Preservation Commission as an item from the public at the last meeting. He noted that
the Historic Preservation Commission approved an additional $4,000 from the

Revolving Loan Fund for the proposed work. He indicated that the Commission should
formally approve a Certificate of Appropriateness for the additional $4,000 from the
Historic Preservation Revolving Loan Fund.
Motion by Stuart, seconded by Berzins, to approve the Certificate of Appropriateness
and an additional $4,000 from the Historic Preservation Revolving Loan Fund. Motion
was approved by the following vote: Aye - Olson, Coty, Berzins, Gibbs and Stuart; Nay
- None.
ITEMS FROM COMMISSION:
Downtown School - Parkina Options: The Commission discussed the letter sent to the
City Council and the School Board. Staff Member Carstens noted that the Local History
Committee of the Dubuque County Historical Society is providing a recommendation to the
School Board that mimics the recommendation from the Historic Preservation Commission.
The Commission discussed that the property is located in the potential Old Town
Residential Historic District, and the Washington Street Neighborhood Association. The
Commission discussed sending a letter to the School District inviting them to attend a
Historic Preservation Commission meeting to discuss the parking options.
Motion by Coty, seconded by Stuart, to send a letter to the superintendent inviting the
School District to attend a Historic Preservation Commission meeting to discuss the
downtown parking issue. Motion was approved by the following vote: Aye - Olson, Coty,
Berzins, Gibbs and Stuart; Nay - None.
ITEMS FROM STAFF:
Buildina Services Dept. - Status Report on Historic Preservation Enforcement: The
Commission reviewed the report, and noted several items were not up-to-date. Staff
Member Carstens offered to meet with Buildings Services Manager Rich Russell to discuss
having a timely enforcement report for HPC each month. Commissioners also discussed:
~ 1589 Bluff Street: The Commission discussed the current ownership of the
property at 1589 Bluff Street. They discussed whether or not the property was
going to be donated to Four Mounds for rehab.
~ 637 Arlinaton Street: The Commission discussed leaving the 637 Arlington
Street property on the Building Services Department's enforcement list until
they receive a report for final compliance. Commissioners also noted that they
had not yet received correspondence from Housing and Community
Development Director David Harris regarding a determination of blight fro 637
Arlington Street and 1349 Prairie Street. They asked staff to follow up with Mr.
Harris on this request.

Citv Policv for Boarded-up Windows: The Commission reviewed the letter from the City
Manager and the Housing and Community Development Department policy for boarded-up
windows. Staff Member Carstens noted that the Housing and Community Development
Department worked with the landlord association to come up with the boarded-up window
policy for properties in residential historic districts. .
HPC Policv for Window Replacement in Historic Districts: The Commission discussed the
window replacement policy. The Commission noted that under the materials section, it
reads, "The buildings that have been determined to be of city, state or national significance
are required to be replaced with wood windows." They noted that statement should be
changed to "The buildings that have been determined to be of city, state or national
significance are required to be replaced with in-kind windows."
The Commission also discussed the front porch at 1689 Main Street and the windows that
were located in the enclosed front porch.
Historic Preservation Planning: Staff Member Carstens suggested that the Commission
consider holding a planning session to review the phased architectural/historic
survey/evaluations and outstanding regulatory issues. Consensus of the Commission was
to hold a planning session in February 2006.
