Nem Busine~s Pu ic Hearing: Proposed Amendment to FY2006 Annual Action Plan Commissioner Shaw moved to open the public hearing. Commissioner Maloy seconded. Roll call. All present in favor. Motion passed. Aggie reviewed the proposed amendment to the FY2006 Annual Action Plan. Commissioner Maloy moved to close the public hearing. Commissioner Gukeisen seconded. Roll call. All present in favor. Motion passed. At the invitation of Commissioner Isenhart, Dave Stuart, representing the Historic Preservation Commission, addressed the Commission regarding parking issues for the new downtown school. He stated that the School Board is proposing demolishing affordable housing units on White Street to make way for a parking lot for the teachers. . . . Commissioner Isenhart stated that losing affordable housing would be counter to the intent of our Housing and Community Development Program. Commissioner Maloy moved to approve the proposed amendment to the FY2006 Annual Action Plan as submitted and forward to City Council for approval. Commissioner Gukeisen seconded. . . . Commissioner Isenhart moved to amend the motion tQJJ'!Qve $1.45,00()3)f toe $320,OOQ from the Washington Neighborhood Park to the Housing Trust Fund to be made available for the purchase and rehabilitation of housing rather than demolish affordable housing. Motion died for lack of second. Vote was called on original motion. Roll call. Isenhart-nay. All others in favor. Motion passed. Amend Community Partnership (cp2) Grants Tri-State Community Health Center Mary Rose Corrigan, representing Tri-State Community Health Center, stated that while they received funding from the Iowa Department of Public Health, they have yet to receive the contract. Due to this, they are uncertain as to when the project will commence. She stated they are looking at relocating to the Washington Court project building. She requested an extension to spend the cp2 grant. Commissioner Isenhart moved to grant the extension of time until October 30, 2006. Commissioner Maloy seconded. Roll call. All present in favor. Motion passed. Dubuque County Extension - Multicultural Center Christopher Doyle, Director of the Multicultural Center, stated that many of their clients are reluctant to fill our income verification forms and therefore, are turning away from the Center. He requested the Commission amend the cp2 grant to establish boundaries for low/moderate income service area within Dubuque. This will eliminate the need for income forms and only require address verification. Commissioner Craddieth moved to approve the change in the Multicultural Center's agreement and forward to the City Council. Commissioner Shaw seconded. Roll call. All present in favor. Motion passed. Neighborhood Support Grant Washington Neighborhood Association Theresa Caldwell, president of the Washington Neighborhood Association, spoke to the Commission regarding funding in the amount of $2,600 through the Neighborhood Grant Program. The proposed project is for an extensive neighborhood clean-up event "Make a Difference Day" on Saturday, October 22, 2005. Commissioner Maloy moved to approve the request for funding in the amount of $2,600 for the Washington Neighborhood Association. Commissioner Wainwright seconded. Roll cell. Craddieth- abstain. All others present in favor. Motion passed. . . . , . FY2007 Annual Action Plan Aggie reviewed with the Commission the process for the FY2007 CDBG budget. The Commission reviewed the needs and priorities as outlined in the Consolidated Plan. The Commission concurred to move their regularly scheduled November 9, 2005, meeting to December 1, 2005, to facilitate the City's budget process. At that meeting, a rough draft of the FY2007 Annual Action plan will be presented and a public hearing can be scheduled for December 14, 2005. Information Sharing The Commission requested staff prepare a letter to City Council for the next meeting noting that the Community Development Advisory Commission supports retaining housing adjoining the new downtown school instead of demolishing housing. Adjournment There being no further business to come before the Commission, Commissioner Gukeisen moved to adjourn. Commissioner Craddieth seconded. Motion passed by voice vote.
