Minutes Human Rights 10 10 05 DUBUQUE HUMAN RIGHTS COMMISSION MINUTES OF October 10,2005 Commissioner Vanden Huevel called the meeting of the Dubuque Human Rights Commission to order at 4:17 p.m. on Monday, October 10, 2005, in Conference Room 2 at the City Hall Annex. Rolf Calf: Present: Penny Ehlinger Patricia Foster Lou Oswald Bill Ross Marcos Rubinstein Vince Vanden Huevel Absent: Evelyn Jackson Judy Giesen Jim Jarrard Staff: Kelly Larson Carol Spinoso Approval of Minutes Commissioner Ehlinger moved to approve the meeting minutes of September 19, 2005 as submitted. Commissioner Ross seconded. All in favor. Finalize Obiectives for Goals The four goals and objectives were discussed and commissioners selected goals of interest.. Goal # 1, educate the community about multicultural populations - Patricia and Marcos. Goal #2, disability accommodations - Penny. Goal #3, educate the community on various sexual orientations - Bill and Vince. Goal #4, partnership with Faces & Voices - Lou and Penny. It was suggested that since three commissioners were absent, that further discussion be postponed until next meeting. Commissioner Oswald moved to table finalization of the objectives until next meeting. Commissioner Foster seconded. All in favor. Bill moved to approve the four goals as outlined at the September 19, 2005 Human Rights meeting. Marcos seconded. There was discussion that committee members may want to revise the wording of the goals or objectives. Marcos and Bill withdrew the second and motion. Bill moved to approve the substance of the four goals as outlined at the September 19 Human Rights meeting with the understanding that the wording can be refined. Penny seconded. DesiQnate Two Commissioners to Serve on HearinQ Panel Commissioner Oswald moved to appoint Jim Jarrard and Patricia Foster to serve on the December 21 & 22"" public hearing panel, with Vince Vanden Huevel serving as an altemate. Commissioner Rubinstein seconded. All in favor. DiscussJDesianate Two Commissioner to Serve on Hearina Panel in November Kelly stated that staff is attempting to schedule a housing hearing, and that the timeline requires that this hearing commence in November. Commissioner Oswald moved to designate two commissioners to serve on the hearing panel. Motion died for lack of second. Parties will be participating in a conference call on October 20th to set a public hearing date. Kelly will notify commissioners when a date has been selected. Commissioner Rubinstein moved to table this appointment until next month's meeting. Commissioner Ehlinger seconded. Five in favor, one opposed. Caseload Report Carol summarized the September Caseload Report. There were sixty-one intakes, six cases in active investigation, four cases in backlog, eight cases in mediation, two cases in the public hearing process, five cases were closed, and five cases were filed. The case synopsis involves allegations of age and disability discrimination in the area of employment. Chairperson's Report No report. Director's Report Kelly provided a written report highlighting past and future initiatives. New Business Commissioner Foster announced upcoming events at UW Platteville: November 1 - 6:00 p.m. Roe vs. Wade - Sarah Weddington November 8 - 6:00 p.m. Team Ithemba December 1 - 8:00 p.m. Boys Choir of Harlem Commissioner Ross announced an educational forum on sexual orientation at Clarke College at 8:00 p.m. Panelists include Sr. Jordan Dahm and Reverend Nancy Bickel. Adiournment Commissioner Ross moved and Commissioner Rubinstein seconded to adjoum the meeting. All in favor. The meeting adjoumed at 5:53 p.m. The next meeting is November 14, 2005.
