HUMAN RIGHTS COMMISSION
MEETING MINUTES OF
July 9, 2012
Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at
4:34 p.m. on Monday, July 9, 2012, at the City Hall Annex, 1300 Main Street, Conference Room II
Dubuque, Iowa.

Administer Oath of Office
Commissioner Allen administered the oath of office to Commissioner Helgager.
Approval of Minutes.
Commissioner Allen noted a misspelled word, "Pi Beta Sigma Fraternity." It should be "Phi Beta
Sigma Fraternity. Commissioner Hansen moved to approve the Human Rights Commission meeting
minutes of June 18, 2012 as corrected. Commissioner Stewart seconded. All in favor of approving
the meeting minutes as corrected.

Caseload Report
The written report for June 2012 was submitted.
Chairperson's Report
Commissioner Allen reported that he received a letter of resignation from Commissioner Krey. He
stated that on July 10, the NAACP will present the second segment of the racial profiling educational
program. He also had discussion with members of the DIFL regarding possibly donating $500 each
to the BBQ and the Diversity Conference.
Director's Report
In Kelly's memo of June 28, 2012, she stated that after having reviewed the department's budget,
she was able to allocate $1,500 to each of the events using fair housing funds, She went on to
explain the types of things those funds can be used for. She added that if additional funding is
needed, one of their partner agencies with a 501 (c)(3) status should solicit and collect those
donations because the commission cannot solicit or collect donations. Kelly also recommended that
they identify all of the partner agencies in the business letter.
Old Business
Review and discuss current goals and collaborations
Joint Goal #1 & 5: Increase opportunities for citizen dialogue and education around human
rights issues. Commissioners Hansen, Elliott, Jackson, Allen
Commissioner Jackson reported that they are still working on plans for the BBQ that will now
be held on September 22, 2012, from 2:00 PM to 6:00 PM at Flora Park. They will be
advertising in the Leisure Services fall brochure, and the organizers for the International Day
of Peace will also market this event. The business letter was reviewed and a few revisions
were suggested. They will also add a registration form. Commissioner Helgager will review
and edit. This subcommittee will meet at 4:00 p.m. on Friday, July 13 in Conference Room ll.
Goal #2: Improve HRC quality. Commissioners Hansen, Jackson, Allen.
The potluck at Commissioner Hansen's was rescheduled to September 10, following the
regular meeting. Bring a dish to pass.
Goal #3: Improve tenant/landlord communication. Commissioners Root and Stewart.
Commissioner Allen will assist.
Commissioners Stewart will attend the July 11 Safe Community Advisory Committee to
discuss improving landlord- tenant communications. Commissioner Helgager volunteered to
serve on this subcommittee.
Goal #4: Decrease incidents of bullying and violence. Commissioners Beacham, Stewart and
Allen.
The subcommittee will be meeting at 3:00 p.m. on Friday, July 13 at Jitterz. Commissioner
Beacham stated that the conference planning committee will be meeting Thursday at noon at
Loras, and that she will report to them the tentative funds that will be coming from the
Department. They are currently working on the various breakout sessions.
Goal #5: Help promote the NAACP. Commissioners Elliott, Root, and Stewart
Commissioner Stewart will meet with Lynn Sutton to discuss the NAACP newsletter.
New Business
Appoint liaison to the International Speakers Bureau
Commissioner Hansen volunteered to serve as a commission liaison.
Commissioner Hansen moved and Commissioner Beacham seconded to continue the current
leadership until March 2013. All in favor.
Commissioner Allen announced that the Annual Boards & Commissions Picnic is on July 30th from
6:00 — 8:00 p.m. at Eagle Point Park.
Adjournment
Motion to adjourn by Commissioner Stewart, second by Commissioner Beacham. All in favor. The
meeting of the Human Rights Commission adjourned at 5:45 p.m.
The next regular meeting is scheduled for Monday, August 13, 2012.
