DATE: August 15, 2012 Dubuque J.F 2012 RE: Statewide Program for Monitoring Post - Construction Controls Letter of Support BACKGROUND The City of Dubuque is a Municipal Separate Storm Sewer System (MS4) community. As a part of state regulations, the City is required to inspect post- construction controls within the MS4. The City has worked to develop a digital system for inspections using the latest GIS and web based technology. INTRODUCTION The purpose of this memorandum is to inform you of the Engineering Department's intention to send a letter of general support for a statewide effort to help track and inspect post construction controls (i.e. detention basins, rain gardens, etc.) and to create an online database that all inspectors and MS4 communities can use. DISCUSSION The City's role in this project would be to share information with the University of Northern Iowa on how the City of Dubuque's programs are used to track our MS4 inspections using the latest GIS and web based technology. Attached is the proposed letter of support. RECOMMENDATION I recommend that the City support and make City staff available to collaborate on a statewide effort to help communities perform and track post- construction inspections. Our efforts have included digital mapping with GPS technology, online forms, and photo / video attachment capability. One of the many MS4 requirements is to inspect post- construction controls. This tool is very helpful with tracking both the large number of post construction controls and the inspection process. The City was pleased to hear your efforts to create a statewide program with these capabilities and is committed to helping out however we can through collaboration and education outreach, pending City Council approval.
