A major factor in achieving these goals and objectives is partnering with area and national groups end associations that have similar goals sad interests, By networking with other organisations, we oan best utilize all our assets, including financial, contacts, and personnel Page 1 of 4S IOWA MRPC COMMISSION MEETINGS The Iowa MRPC met 4 times this past year. The commission held meetings on July 21, 2001 in Benendorf, Iowa, December 12, 2011 in Eenendorf, February 16, 2012 in Comanche, Iowa and again in Comanche on May 24, 2012. Minutes of those meetings are included in this report. IOWA MRPC STRUCTURE The lows Commission consists of ten commissioners appointed by the Governor of Iowa representing the ten counties that border the Mississippi River. The commission by Iowa statue is gender and politically balanced. In addition, there are five technical members representing: Iowa Depanmentof Transportation, Department of Economic Development, Iowa Department o£Natural Resources, Iowa Office of Tourism, and 11.5. Army Corps of Engineers. The commission has received verbal commitments from the Iowa Department of Economic Development and Tourism to appoint new commissioners but as of the date of this report no formal appointment has been completed. An updated Iowa MRPC commission list is attached. IOWA MRPC BUDGET The EY201 l budget for the Iowa MRPC was approved by the Iowa DOT for $40,000. (see highlights). The budget includes 2011 National MRPC dues, National Scenic Byway Grants matching fimda, MRPC conferences and Iowa Commission meetings and travel expenses, office expenses, mailings, and telephone long distance expenses. An itinerary or trip planner that prints an agenda— by city, type of event, ac. Ability to feature links wit maps and icons and print a route with mileage. For the Iowa Stakeholder; Easy to use and update with 100% immunity to vimses. Unlimited addition and editing of pictures and text. � Fully managed, Tier•l, secure fiber•optie website and email hosting facilities. � Ability to support advertising or sponsors for maintaining the site. NSB Crants submitted by Iowa 5takehalders The Iowa MRPC reviewed several NSB grants submitted for dte Iowa Great ]fiver Road funding and sent recommendations for funding to the Iowa DGT. Iowa MRPC Corridor Management Plao As reported in our 2010.2011 report, the Iowa MRPC received a 5260,001) National Scenic Byway Grant for the purpose rewriting and roodemizing the CMP for the Iowa Great River Road. 7"ne Iowa MRPC hired David Dahlquist and Associates as consultants to conswct this new CMP Much work has commenced in this effort. The commission held 6 separaro stakeholder meetings to gather input from the public in identifying and prioritizing thesignificance ofthe Great River Road to lhek community or county. A summary of those meetings is included in tNs report. >n addition a new reference library of materials related to the Iowa Great [ever Road has been developed by Dahlquist and Associates which can be accessed via the intemet. Page 9 of 48 Great River Road Interpretive Centers The Grist Mill at Wildcat State Park in Muscatine County has applied suceessfully to the National MRPC to be recognized as as MRPC Interpretive Cenfen This site has been added to the Natonal MRPC Interpretive Center list as an attraction in 2010, but we wanted to mention again in the 201 l report as the center is so new to the list of Iowa Interpretive Centers. S01(cj 4 Status The Internal Revenue Service has approved the Iowa MRPC es a S01(c) 4 organization. This status was allowed for the further development of the Iowa Website and otlter efforts of the commission and continues to remain intact. Explore our Great River IVlap The Iowa MRPC approved and developed a new byway map which is included in this report. The & '' /i' by 14" map has been distributed to our welcome centers, interpretive centers and others along the byway. The map was developed in a tear•off format for the convenience of travelers and users. The new format was inexpensive and allows for easy updating in the years ahead. This was also included in om prior report, We want to be sure a map of the Iowa Corridor is included in every annual report. Page 18 of 48 Iowa Participation in Meetings and Events The Iowa Chair participated in all National MRPC Board meetings and Executive Board meetings, es well as the Semi - Annual and Annual Meetings. The majority of Iowa Commissioners also participated in the National MRPC meetings. MRPC Z0181owe Great River Road GPS Mapping Project As mentioned in last year's report, the Iowa MRPC participated in a mapping project with Northeast Iowa RC &D in creating a GPS map of the corridor. This mapping project has been completed and we are awaiting its final form and access to the some from Northeast Iowa RC &D. MRPC Annual meeting The National MRPC meeting was held in Little Rock, Arkansas in September, 2011 with significant participation from the Iowa membership. For our new commission membem this was their first national meeting and all those who attended expressed enthusiasm about their role within the National MRPC. Iowa MRPC "Along the Byway" Newsletter The Iowa commission published two newsletters for our stakeholders this year. The publication, which is still mailed to recipients, highlights grant opporNnities for river communities, tells the success stories of river projects, and communicates the advocacy role of the Iowa volunteers and technical advisors of the MRPC Copies of those newsletters are included N this report. ha the future we will also be making the newsletter available to our stakeholders via Constant Contact and email. We feel this is an effechve and economical method of sharing our ongoing story and encourage our stakeholders to share their email address with the Iowa MRPC. Dahlquist Associates, LLC. hTnutes; The minutes of the last meeting held on July 12, 2011 were reviewed and approved with Edith Pfeffer making the motion and lane Regan seconding. Motion passed unanimously. Financial: Troy Siefert, DOT representative, gave the current financial report. For the fiscal year beginning July 1, 2011 and going to lone 30, 2012 there is $32,451,06 remaining in the $40,000 budget. Sae Attachment A. Troy stated that the national dues have not been processed but this will be done soon so $IS,000 will be deducted from the 532,451.06 current balance. Jay Schweitaer made the motion and Larry ]Cruse seconded the acceptance of the financial report. Motion was passed unanimously. Natiaoel Meeting. The next National Meeting will be in Kentucky perhaps the last weekend in September. Various members relayed their experiences at the last National Meeting in Little Rock, AR: -They are working on agricultural businesses along the river. We will get a letter from the national office for a donation and it is hoped we contribute to show Chat there is grass roots' support. The goal is to have $25,000 grant match funds available. They have raised about $11,000 so far. •Jane Regan mentioned there was discussion to coordinate with all states to celebrate this milestone. Patsy Ramacitti will inquire at thenatienal meeting this weekwhat is being done. Prioritiaalion of 2012 NSB Grant Applications; Patsy Ramacitti reminded us that this must be done in a timely manner because Troy Seifert has deadlines. Send scares to Patsy by 12:30 on December 16th. Scan them then a -mail them to her al pramacitti�eicc.edu or fax them to her at 563- 336.3419. Patsy will then prepare a matrix, which she'll send to JoM Goodmann. John must send them to Troy by December 20�. Page 21 of 48 Instead of $40 million nationally, there will only be about $20 million to disperse. Iowa usually gets $LS million. Troy Seifert said guidance is issued every year and the emphasis for 2012 is job increaselereadonand geographic tisCabution. Marketing grants are ineligible or unlikely to win. Another area of emphasis is livability/quality of life or how the grant would affect many modes of transportation, shopping, etc. Keep these in mind when scoring. To get information on grants go to bywaysonline.org. Tray explained the evaluation form. See Attachment B, The explanations are as follows; Pat the name of the applicant on the evaluation form. Item I - They must have a GRR Corridor Plan. This migbt be inferred or directly stated in the application. Item 2 - Look at the Byway as a whole, Item 3 -The more parttterships, the better Look at the cost breakdown and look at Ore work plan to see who is responsible. Item 4 - If they have been funded previously usually wore them lower unless there is a goodreasca Item S - The DGT looks very closely at this. [f the timing is too long or short, they don't know what they're doing. They like to see 2.3 yeas. Item 6 - This goes back to budget, If they are doing in-kind donations and only one source, this isn't good, Item 1- This is hard to determine. You could call the applicant, but try to glean informa lion ftom the application. Item B -Some receive grants, but they can't complete the project. If there isn't substantial progress, [DOT will take the funds away, Take Into account areas that have had lots of grants, Item 9 -Has the applicant laid out their goals? Troy dispersed a listing of approved grants from 1993 to 201 I with the amounts granted for each project. See Attachment C. Troy dispersed the Iowa National Scenic Byway Grant Application Bvaluatinn Sheet. See Attachment E. Edith Pfeffer went to the Ames Byway meeting and found it very informative. Troy gave background information on signage. Three to four yeas ago he started working on this project. This signage idea was to improve safety. There ate only signs for byways, rat the GRR. They have bed lots of success with the new signage. Hawaii, Illinois and New Jersey are using our project as a model. See Attachment D for examples of signs.l'he GRR would use the captain's wheel as shown in exhibit 1, figure 23 in the application There is a 10•yea warranty, but they are likely to last 20 years, Troy showed us the new travel guide utilizing this signage giving us free pubhcity Jay Schweika made the motion that the Iowa MRPC support and authorize the use of the lows Great lUver Road logo on signage in accordance with MUTCD Iowa 8ywey signage. Seconded by M.J. Smith. The motion carried unanimously. Troy said the earliest implementation would be in 2013, Page t2 of 4g Edith Pfeffer requestcd further information on the land acquisition for the Mines of Spain. Troy said that it is suitable for funding and usually it is done for protection of resources from future development. Jay Schweitzer said the Interpretive Center at the Mines of Spain is very large. Louisa County has three applications in this year. It was suggested there might be other funds available for bathrooms. It was suggested to follow up with the Eco Tourism Center in Camanche regarding their applying to become an interpretive center. The total is $316,000 The best scenario would be to have this contract run over three fiscal years; this would be best for finances and getting the work done. Breanne had several copies for u, to review and return to her at the end of discussion. The scope of services is on page 11. It was requested that each commissioner be given a copy of the contract. Breanne will send a copy to each commissioner. We have $260,000 from the 2010 grant so our match would be $96,000. M.J. The purpose of the group is to create networking between local people (mayors, council members, etc.) and those appointed to the group. It is a planning group without funding and duplicates our work. Discussion ensued regarding a conflict of interest David will say in his presentation "We are ready. We are working ". They need to be told not to duplicate. It is similar to a doctor's questionnaire; just check boxes. It takes about 15 -25 minutes to complete. It can be completed either electronically or on paper. Once complete we are to send it directly to the American Byway Resource Center where they will tabulate the answers. David doesn't see the individual responses. This center is closing in June, but they are ready to do this. He recommends keeping a copy for us. He wants everyone to complete it. He will send this out in a few weeks with a deadline for retum.
