Thank you for the- timely submittal of your Quarterly Report for the period of April
through June, 2012. HUD's Office of Healthy Homes and Lead Hazard Control (OHHLHC)
completed an assessment of your overall performance based on submitted reports and the grant
work plan. HUD assesses program performance based on several factors including 1) progress
in meeting established benchmarks such as completing lead hazard control in residential units
and 2) progress in drawing down grant funds relative to the work performed. Based upon your
quarterly report your program has an overall performance rating of 100 out of 100.

Strengths: You're ahead of schedule per benchmarks as shown. Please be sure to be conscious
of vacant units participating in the program. The intent and focus of the program is not to provide
investors and incentive but to correct hazards and prevent lead poisoning in homes where
children are currently residing. Good job for staying on track and ahead of the game as winter
months will always cause a decrease due to weather delays. Great planning!
Weaknesses: There are a lot of GIIIII photos. I want to reiterate that the concept of GHH1
is a positive one and will hopefully bring together collaborations and new dollars to your
city for sustainability of lead and healthy homes initiatives for the long term. However,
your program awards for lead and healthy homes are not allocated for GHH1 and the
program dollars are not to be funding promotional, meeting, reporting time costs or
assessment time cost with program dollars. Staff dedicated to and being paid from the
program need to remain accountable for that percent of time dedicated to that specific
grant and those hours do not include GHHI activities. If your agency continues to pursue
GHHI they need to have an identified funding stream outside of the OHHLHC grant
awards to support any and all activities related to those efforts. GHHI is not a synonym for
OHHLHC grant programs, they are completely separate. Staff can participate in activities
only on a partnership /collaborative level with no more than meeting time to discuss
barriers /success as experts in your equivocal grant programs. No other hours from staff
are to be directed to GHHI beyond this scope.
Corrective Actions: Be mindful of the focus of your grant activities and the statutory
