This memo will provide information relative to the expansion of the Downtown Meter District
to include White Street from 5t" Street to 11t" Street on both sides, 8t" Street both sides White
Street to Washington, 9t" Street both sides White Street to Elm Street, 10t" Street both sides
from White Street to Elm Street, 11t" Street both sides from White Street to Elm Street,
Jackson Street both sides from 8t" Street to 11t" Street, and Washington Street both sides
from 8t" Street to 11 th Street.
Background
Through the planning of the Historic Millwork District, ongoing discussions have been had
with property owners and developers regarding managing valuable parking space with the
installation of parking meters. This of course will create the turn -over that is so critical to
retail success in the downtown area. Throughout these discussions, the need for the meter
district expansion has been well received and for the most part, requested as a way to
manage the parking spaces.
Discussion
Now that we are nearing the opening of many of the residential units and the opening of
some retails areas, the time has come to expand the meter district into this area and begin
the installation of the meters. We are still evaluating the particular type of meter to be placed
in this area as there are three options available at this time that we are evaluating and will
bring a recommendation to you in the very near future. One of the options, which is the pay
and display or pay by space has become cost prohibitive not only from an initial purchase
cost, but ongoing annual and monthly fees were prohibitive.
Approving the ordinance at this time, allows us to begin the purchase of pieces of equipment
that will accommodate either of the remaining options we are considering. Each will require
the housings for the meters, meter poles and the decorative sleeves and bases that we have
made standard on the installs. We are at this time estimating an addition of 231 meters in
the described area. Throughout the proposed area, there will be exceptions in which parking
will be prohibited totally or for a period of time for a number of reasons, safety and
loading /unloading for retail would be examples of these exceptions.

Budget Impact
Until the decision is made regarding the type of meter to be installed, the exact cost
associated is hard to determine. We have sufficient bond proceeds allocated to this project
to cover the cost of either option. The initial cost associated with pole placement is
approximately $20,000.00.
Recommendation
I have attached the ordinance amendment for your consideration. I am requesting your
approval and subsequent recommendation to the City Council for their consideration and
approval.

Honorable Mayor and City Council,
On August 20, 2012 the second reading of a proposed ordinance change expanding the
Downtown Meter District was passed by a vote of 5 -2. Final approval of this ordinance change
would have a direct impact on members of our association; as well as many Dubuque
firefighters.
Of particular issue with the proposed change is the inclusion of White Street from 5a' to l la' and
8a' Street from White to Washington. In a memorandum to the council from City Manager
Michael Van Milligen, he cited one reason for the change is to "create the turn -over that is so
critical to retail success in the downtown area ". We would contend that including the above
mentioned areas has no direct link to retail success as there is limited availability for retail stores
to exist. This is further pointed out as follows:
600 Block of White Street —There are minimal retail establishments on the west side of the
street. The east side of the street is a large parking lot owned by Fischer Companies.
700 Block of White Street —There is a large parking lot on the west side of the street owned by
Dubuque County. On the east side of the street sits a large building occupied in part by the
United States Postal Service. In addition to having no public access off White Street, this
building has a large parking lot for use on the east side.
800 block of White Street — There is a parking lot owned by Dubuque County and the backside
of Hendrick's Feed (with no public access points) on the west side. On the east side is a parking
lot for private businesses. Additionally the only retail in this block is Jan's Sewtique. Presently
there is a two hour parking restriction directly in front of the business to allow for a flow of
customer parking.
e Street from White to Jackson — There is a parking lot for private businesses on the north
side of the street. On the south side there is the Post Office building and parking lot.
As stated earlier the proposed changes will have a direct impact on the members of our
association. The installation of meters, many of which are presumed to be two hours or less,
creates many problems. Officers are often assigned to territories around the city which would
prohibit them from returning to their vehicles to pay for additional time on the meter. It must
also be taken into account that officers are routinely handling a number of calls for service and
cannot be expected to leave a call in order to add time to the meter. This would also apply to
employees of the Fire Department under similar circumstances.

changes as they are currently proposed.
