Assistant City Engineer Bob Schiesl is recommending that a public hearing be set for
September 17, 2012, for the Grand River Convention Center - Floor Settlement
Remediation Project and to authorize advertisement for proposals.
The Grand River Center (GRC) was opened to the public in October, 2003. In the
summer of 2007, differential settlement was observed around the lobby and escalators.
The geotechnical engineer of record, Terracon, and the deep foundation contractor for
the GRC, Hayward Baker, were called in to inspect the observed settlement locations.
Based on the recommendations of both Terracon and Hayward Baker, subsurface
borings were performed around the escalator area. However, the subsurface
investigation proved to be inconclusive, the fill material under the floor slab appeared to
be of high density and no apparent voids were encountered directly under the slab. The
decision was made retain the services of Hayward Baker to perform a specialized
polyurethane foam grouting application to raise the slab-on-grade system. This method
was effective in correcting the settling that occurring in this specific area of the building.
During the February 2012 monthly inspections, the GRC showed signs of accelerated
floor slab settlement in the escalator area, but the settlement had also moved laterally
outward to the administrative offices, lobby and pre-functions areas. Bob Schiesl was
informed and began follow up discussions with both Terracon and Hayward Baker.
In March 2012, the City's survey crew measured baseline elevation readings throughout
the main floor areas of the lobby, pre-function, restroom and offices. Based on the
recorded elevations, settlement readings ranged from .25 inches to 2.64 inches, with
the most significant settlement occurring at the base of the escalators (2.64").
Upon further inspection of the GRC, it does not appear that any of the building structure
that is supported on deep foundation auger cast piling is showing signs of distress or
movement. This would include the second floor conference rooms, the river room, and
the underground parking structure. It appears that the primary main floor areas of the
GRC that are experiencing the majority of the settlement are those areas supported by
stone column foundations.
It should be noted that minor settlement of the GRC was anticipated during the original
design of the structure. The original 2002 Terracon report reported the soil conditions
beneath the now-existing structure as a fill material to a depth of approximately 15 to 22
feet. This fill material was reported to be highly variable and composed of a combination
of sand and clay, cinders, wood chips and fragments, and organics. Based on the pre-
existing soil conditions and the geotechnical engineering foundation recommendations,
the report indicated the structure could experience long term settlement to the
magnitude of 1 inch. What remains uncertain is why over the last 6 months the structure
has experienced such a rapid and accelerated degree of settlement at the main floor
slab-on-grade areas.
Staff has been working with Terracon, Hayward Baker, URETEK and other specialty
contractors to discuss and evaluate repair and remediation alternatives and to establish
budgetary cost projections.
All of the specialty contractors recognize and acknowledge the complexity of the
subsurface conditions as well as the challenges in performing non-destructive repairs
within the confined finished space of the GRC. As a result, many of the specialty
contractors are proposing a combination of solutions to provide both long-term
settlement control and improve the existing slab-on-grade conditions on site in the
short-term. Many of the proposed remediation solutions included the installation of
geopiers, micropiles, helical piles, deep compaction grout applications, deep injection
polymers, polyurethane foam grouting and slab-jacking.
Due to the highly specialized nature of the floor system settlement repair and the
proprietary methods and techniques used to perform the subsurface soil stabilization
and remediation work, the City will develop plans showing the settlement and
remediation areas; a scope of work, specifications and performance measures that the
specialty contractors will use to prepare and submit a proposed remediation work plan
along with an associated bid proposal for the work. Following the selection and award of
a contract, the selected contractor will be required to provide a proposed remediation
work plan that is signed by a Licensed Professional Engineer in the State of Iowa. This
process is very similar to the Request for Proposal (RFP) process that the City uses
when soliciting consultant professional services.
Staff proposes to only bid the Floor Settlement Remediation Project at this time. Staff
will solicit quotes from janitorial contractors to perform daily cleaning services in addition
to retaining the services of Schindler Escalator for a technician to be on-site while
remediation work is performed around the escalator. All other anticipated restoration
work, such as the decorative concrete in the lobby entrance, carpeting, and tile will be
informally bid separately and completed following the floor settlement remediation work.

Staff has worked closely with the GRC staff to minimize impacts to scheduled event and
facility operations and will continue to do so for the duration of the project. Due to the
disruptive nature of the remediation work to be performed in the interior main floor
finished areas of the GRC, the contractor will be required to work during the evening
hours, approximately 10:00 P.M. to 7:00 A.M. The contractor will be provided a
schedule of events at the GRC and will be required to adjust working days and hours of
operation to minimize impacts to scheduled event.
Sufficient funds in the amount of $551,050 have been identified to complete the project.

The enclosed resolutions authorize the public bidding procedure for the Grand River
Convention Center - Floor Settlement Remediation Project.
BACKGROUND
The Grand River Center (GRC) was opened to the public in October, 2003. In the
summer of 2007, differential settlement was observed around the lobby and escalators.
The geotechnical engineer of record, Terracon, and the deep foundation contractor for
the GRC, Hayward Baker, were called in to inspect the observed settlement locations.
Based on the recommendations of both Terracon and Hayward Baker, subsurface

Since 2010, monthly inspections of the GRC have taken place by the City and Platinum
Hospitality. At this time capital projects, operating concerns, schedules, and more are
addressed. The monthly inspection includes walking about the Center to address
physical issues of the building. Marie Ware, Leisure Services Manager, and Mitzi Yordi,
General Manager for Platinum Hospitality, began to note concerns regarding what
seemed to be settling in the lobby area around the escalator.
A request was also made to Assistant City Engineer, Bob Schiesl, to have him inspect
the concerned area because he had worked with the settlement problem in the prior
years. It was agreed to continue to closely monitor the situation.
During the February 2012 monthly visit, the GRC showed signs of accelerated floor slab
settlement in the escalator area, but the settlement had also moved laterally outward to
the administrative offices, lobby and pre- functions areas. Bob Schiesl was informed and
began follow up discussions with both Terracon and Hayward Baker.

During this same time period, the escalator was experiencing operational issues and the
escalator service technician was called in to review. Based on the magnitude of the
settlement at the base of the escalator and the rotational movement observed at the top
of the escalator, the decision was made to turn off the escalator in the interest of public
safety and to prevent any further damage from occurring.
Upon further inspection of the GRC, it does not appear that any of the building structure
that is supported on deep foundation auger cast piling is showing signs of distress or
movement. This would include the second floor conference rooms, the river room, and
the underground parking structure. It appears that the primary main floor areas of the

finished areas of the GRC, the contractor will be required to work during the evening
hours, approximately 10:00 P.M. to 7:00 A.M. The contractor will be provided a
schedule of events at the GRC and will be required to adjust working days and hours of
operation to minimize impacts to scheduled event.
Each morning, following the contractors work operations, the City will retain the services
of the janitorial contractor to perform daily cleaning of the administrative offices, lobby,
pre- functions areas in addition to other areas as needed.
ESCALATOR SERVICE AND REPAIR
Staff has worked closely with Schindler Escalator personnel. Due to the nature of the
remediation work to be performed to stabilize and raise the escalator pit, Schindler
Escalator will be required to have a technician on -site while remediation work is
performed around the escalator. Following the raising and leveling of the escalator,
Schindler Escalator personnel will assess the condition of the escalator and will perform
the necessary work required to make the escalator operational.

Staff has identified sufficient funding to cover the immediate Floor Settlement
Remediation Project and to restore the operational use of the escalators. The project
cost remaining of $187,550 which includes decorative concrete replacement ($35,000),
carpet replacement ($50,500), restroom tile replacement ($10,000), drywall and ceiling
tile repair ($10,000), painting ($10,000), project contingency ($45,550) and construction
engineering, administration and inspection ($26,500) will be funded by the one million
dollars one -time reserve that was established by City Council in Fiscal Year 2013.
ACTION TO BE TAKEN
The City Council is requested to establish the date of the public hearing and to
authorize the City Clerk to advertise for proposals through adoption of the enclosed
resolutions for the Grand River Convention Center - Floor Settlement Remediation
Project.

Time and Place for Filing Sealed Proposals. Sealed bid proposals for the work
comprising each improvement as stated below must be filed before 2:00 p.m. on
September 20th, 2012, in the Office of the City Clerk, City Hall - First Floor, 50 West 13th
Street, Dubuque, Iowa.
Time and Place Sealed Proposals Will be Opened and Considered. Sealed
proposals will be opened and bids tabulated at 2:00 p.m. on September 20 , 2012, at
City Hall - Conference Room B, 50 West 13th Street, Dubuque, Iowa, for consideration
by the City Council (Council) at its meeting on October 1st, 2012. The City of Dubuque,
Iowa, reserves the right to reject any and all bids.
Time for Commencement and Completion of Work. Work on each improvement
shall be commenced within 10 da�rs after the Notice to Proceed has been issued and
shall be completed by December 7 h, 2012.
Bid Security. Each bidder shall accompany its bid with a bid security as security that
the successful bidder will enter into a contract for the work bid upon and will furnish after
the award of contract a corporate surety bond, acceptable to the governmental entity,
for the faithful performance of the contract, in an amount equal to one hundred percent
of the amount of the contract. The bid security shall be in the amount of ten percent
(10 %) of the amount of the contract and shall be in the form of a cashier's check or
certified check drawn on a state - chartered or federally chartered bank, or a certified
share draft drawn on a state - chartered or federally chartered credit union, or the
governmental entity may provide for a bidder's bond with corporate surety satisfactory

Iowa. No plan deposit is required.
Project information will also be posted on the City's website at www.cityofdubugue.org.
Davis -Bacon Federal Prevailing Wage Requirements. Davis -Bacon Federal
prevailing predetermined wage rates and related labor requirements and regulations
WILL NOT APPLY to work under the contract.
Preference for Iowa Products and Labor. By virtue of statutory authority, preference
will be given to products and provisions grown and coal produced within the State of
Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
Equipment or products authorized to be purchased with federal funding awarded for this
contract must be American -made to the maximum extent feasible, in accordance with
Public Law 103 -121, Sections 606 (a) and (b).
Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption
certificate will be available for all material purchased for incorporation in the project.
General Nature of Public Improvement.
Grand River Convention Center - Floor Settlement Remediation Project
The scope of the project includes performing non - destructive subsurface soil
stabilization remediation and repairs to the existing slab -on -grade floor system in the
interior finished lobby and pre- function areas of the Grand River Center to provide both
long -term settlement control and improve the existing slab -on -grade conditions on site
in the short -term.
Pre -Bid Construction Conference. There will be no Pre -Bid Construction Conference
held for this project.
