Economic Development Director David Heiar is recommending that the City request an
extension of time from the Economic Development Administration on the Adams

SUBJECT: Amendment #3 to Contract with the Economic Development
Administration
INTRODUCTION
The attached resolution provides for the formal approval of an amendment #3 to the
City's existing contract with the Economic Development Administration.
DISCUSSION
In December of 2002, the City Council approved a contract with the Economic
Development Administration (EDA) for $2,000,000 to assist the City in acquiring Adams
Company's property, relocating the business, and demolishing the existing structures.
Since that time, the Adams Company property has been purchased by the City, and
company has constructed a new facility and relocated to the Dubuque Industrial Center
West.
Although the State Historic Preservation Commission and the Dubuque Historic
Preservation Commission have approved the demolition of the structures, the City
Council agreed in November of 2004 to delay demolition several months to provide the
Historical Society with an opportunity to present a re-use proposal for the buildings.
The Historical Society is in the process of making a final determination.
The City had received an extension of time until November 25 to complete the contract,
but negotiations with the Historical Society have not been finalized. Therefore, a request
for an extension has been requested.
EDA has responded and has provided Project Amendment #3 to the contract, extending
the end date to June 25, 2006.
RECOMMENDATION
I recommend the City Council adopt the attached resolution approving the Project
Amendment #3 with the Economic Development Administration.

This will advise you that the Economic Development Administration (EDA) has processed
Amendment No.3 to EDA's Award No. 05-01-03816 which was effective November 25,2002.
The amendment provides a seven-month time extension for completion ofthe project, until
June 25, 2006.
The scope of work is not changed by the amendment and all other terms and conditions of the
Financial Assistance Award shall remain in full force and effect.
Your acceptance of the Offer to Amend the Financial Assistance Award should be indicated by
the signature of your principal official, and certified by an official other than the accepting
official, on the signed copies of the Amendment. The acceptance copy must be returned to
Mary Kathryn Alspach, at the Denver Regional Office, Economic Development Administration,

RESOLUTION NO. 512-05
A RESOLUTION AUTHORIZING THE EXECUTION OF PROJECT AMENDMENT # 3
TO A CONTRACT WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION
Whereas, the City Council of Dubuque has approved a contract with the
Economic Development Administration (EDA) for a $2 Million grant to assist to assist in
the acquisition of property owned by the Adams Company in the Port of Dubuque,
relocation of the Company, and demolition of the existing facility; and
Whereas, contract will expire on November 25, 2005; and
Whereas, the City needs additional time to prepare for demolition or re-use of
the existing buildings, and
Whereas, the City has requested and EDA has provided a proposed six month
extension of time for the completion of the project and EDA has submitted Project
Amendment No.3 of the contract to the City for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the attached Project Amendment #3 with EDA extending the
completion date to June 25, 2006 is hereby approved.
Section 2. That the Mayor is hereby authorized to execute and the City Manager is
hereby directed to submit said Project Amendment #3 to the Economic Development
Administration.
