SUBJECT: Application from Michelle Mihalakis for HOME Program Funds
Michelle Mihalakis has purchased the site of the former Faith Apostolic Church at 2080
Elm Street for the purpose of construction of a 19-room SRO facility for single women.
Ms. Mihalakis intends to apply to the Department of Economic Development for funds
from the HOME Investment Partnership (HOME) Program. She further intends to
request that this property be included within an Urban Revitalization District, for
purposes of City financial assistance through a 1 O-year property tax abatement on
improvements. This will be considered by the City Council as part of an expansion of
the existing Washington Neighborhood Revitalization District, which presently
terminates at 20th Street
Housing and Community Development Department Director David Harris recommends
City Council support for an application from Michelle Mihalakis to the Iowa Department
of Economic Development for HOME Program funds.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Re: Application from Michelle Mihalakis for HOME Program funds
Introduction
The purpose of this memorandum is to request the City Council's consideration of the
attached resolution, indicating support from the City for an application from Michelle
Mihalakis to the Iowa Department of Economic Development for HOME Program funds.
Discussion
Michelle Mihalakis has purchased the site of the former Faith Apostolic Church at 2080
Elm Street, for the purpose of construction of a 19 room SRO facility for single women.
She has obtained rezoning, to OR; and has obtained variances for reduction in frontage
setback and reduced oft-street parking spaces. She is also acquiring an adjacent
parcel which will be used to provide additional parking.
Ms Mihalakis intends to apply to the Department of Economic Development for funds
from the HOME Investment Partnership (HOME) Program. She further intends to
request that this property be included within an Urban Revitalization District, for
purposes of City financial assistance through a 10-year property tax abatement on
improvements. This will be considered as part of an expansion of the existing
Washington Neighborhood Revitalization District, which presently terminates at 20th
Street. Expanding current District boundaries to be coincidental with our Washington
Revitalize! initiative could promote neighborhood improvement activities now under way.
Recommendation
It is recommended that the Council support this application to IDED for HOME Program
funding. Provision of single room occupancy housing to lower-income women at this
facility will address a need not otherwise served in Dubuque.
Action Step
The action requested of the City Council is to approve the attached resolution in support
for HOME Program funding for a 19-room SRO at 2080 Elm Street.

A RESOLUTION SUPPORTING AN APPLICATION FROM MICHELLE
MIHALAKIS TO THE IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT
FOR HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM FUNDS
Whereas, Michelle Mihalakis has prepared an application to IDED for
HOME Program funds to assist in construction of single room occupancy housing for
lower-income women; and
Whereas, housing of this type is unavailable and is an unmet need in our
community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The City is supportive of the application from Michelle Mihalakis for
HOME Program assistance from the Iowa Department of Economic Development.
Passed, approved and adopted this day of November, 2005.
