Proclamation Human Rights Day ""'~ DUB E ~.,I(,-~ , PROCLAMATION Whereas, December 10 is International Human Rights Day, a time for remembering that the protection of basic human dignity is the foundation of freedom, justice, and peace in society; and Whereas, Dubuque is a growing community whose long-term social and economic vitality will be assured by hospitality towards people of rich and diverse cultures; and WHEREAS, Dubuque is a city of caring people interested in creating a welcoming and secure environment for people of all racial, ethnic, and economic backgrounds to live and work with dignity; and WHEREAS, promotion of understanding and respect towards all members of Dubuque is a worthy ideal. NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE, IOWA, DO HEREBY PROCLAIM DECEMBER 10, 2005, "HUMAN RIGHTS DAY" IN THE CITY OF DUBUQUE, IOWA, AND EXPRESS THE HOPE THAT THIS OBSERVATION WILL PROMOTE A WELCOMING AND ACCEPTING ENVIRONMENT FOR PEOPLE THROUGHOUT OUR CITY.
