TO: SUBJECT: Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road (CIP 7101298/310243) INTRODUCTION The enclosed resolutions provide for the acceptance of the construction contract for the Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road. BACKGROUND The Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road involved the installation of approximately 433 feet of eight-inch sanitary sewer on Mullen Road. The sanitary sewer was completely redesigned to direct the sanitary sewer flow from Asbury Road to Hillcrest Road. Also, the private sewer laterals were reconstructed at the City's expense to allow for the redesign. DISCUSSION The Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road has been completed by Drew Cook & Sons Excavating, Inc. of Dubuque, Iowa, in the final contract amount of $57,074.72, which is a 14.19% increase from the original contract amount of $49,982.85. The primary reason for contract overage ($10,600 over the original estimate) was the expense of additional lime backfill due to poor soil conditions in the trench. RECOMMENDATION I recommend that the City Council accept the improvements and establish the final contract at $57,074.72. BUDGET IMPACT The project cost summary for the Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road is as follows: Award Final Construction Contract Contingency Miscellaneous Costs (Lateral Relocation) Construction Engineering & Inspection $49,982.85 5,809.21 o 9.585.21 $65,377.27 Total Project Cost $57,074.72 o 3,675.00 $17.785.00 $78,534.72 The increased construction engineering and inspection was attributed to the complete redesign of the sanitary sewer gravity system. This redesign necessitated the evaluation and determination of each private lateral location. Although the construction engineering and inspection amount increased, it led to an overall project cost savings of over $38,000. The project will be funded with the Fiscal Year 2006 Sanitary Sewer Construction Fund appropriation in the amount of $117,000. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final construction cost for the Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road. Prepared by Todd Irwin, Engineering Assistant cc: Dawn Lang, Budget Director John Klostermann, Operations & Maintenance Supervisor RESOLUTION NO. 518-05 ACCEPTING THE MULLEN ROAD SANITARY SEWER RECONSTRUCTION PROJECT, FROM ASBURY ROAD TO HILLCREST ROAD Whereas, the contract for the Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road (the Project) has been completed and the City Manager has examined the work and filed a certificate stating that the Project has been completed according to the terms of the contract, plans and specifications and that the City Manager recommends that the Project be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Manager is approved and the Project is hereby accepted. Section 2. The City Treasurer is hereby directed to pay to the contractor from the Fiscal Year 2006 Sanitary Sewer Construction Fund appropriation for the contract amount of $57,074.72 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573. Schneider, CMC, City Clerk RESOLUTION NO. 519-05 FINAL ESTIMATE Whereas, the construction contract for the Mullen Road Sanitary Sewer Reconstruction Project, from Asbury Road to Hillcrest Road, has been completed and the City Engineer has submitted his final estimate showing the cost thereof including the cost of estimates, notices and inspection and all miscellaneous costs. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $78,534.72 and the said amount shall be paid from the allocation from the Fiscal Year 2006 Sanitary Sewer Construction Fund.
