INTRODUCTION
The Historic Preservation Commission has reviewed the application of Four Mounds
Foundation for funds from the Historic District Public Improvement Program (HDPIP) to
install a commemorative entrance sign in the Four Mounds Estates Historic District,
4900 Peru Road. The application and staff report are attached for your information.
BACKGROUND
HDPIP IS intended to provide up to 3:1 matching grants for public place and streetscape
improvements in the five locally designated Historic Districts and at City Landmark
Sites. Four Mounds Estates Historic District is designated as a City Landmark Site for
HDPIP funds. Eligible projects include landscaping, historic lighting, planters and signs.
The Historic Preservation Commission serves as an advisory design review body to the
City Council for HDPIP applications. The Commission reviews each application, and
then provides a recommendation to the City Council.
DISCUSSION
Jay Potter represented the Four Mounds Foundation. Mr. Potter addressed the size
and location of the proposed sign. He explained the sign will be spot lighted and
located along the rock wall at the entrance to Four Mounds.
Staff Member Johnson gave a brief overview of the property and explained the
applicants had been previously approved for $6,000 from the Historic Public
Improvement Program for the purchase and installation of directional signs and a kiosk
sign. Four Mounds is now requesting an additional $2,094 to install a 15 foot wide
commemorative sign installed along the limestone wall located at the main entrance.
Mr. Johnson added the Historic Public Improvement Program currently has a balance of
nearly $45,000 available.

RECOMMENDATION
By a vote of 5 to 0, the Historic Preservation Commission recommends that the City
Council approve $2,094 from the Historic District Public District Improvement Program
to fund the signage project at the Four Mounds Estate Historic District.

Physical Characteristics: The Four Mounds Estate Historic District encompasses the
country estate established in 1908 by George A. and Viola Burden between Peru Road
and the Mississippi River. The extant buildings include their home, the Grey house built
in 1908, a barn, corncrib, icehouse, hog house, garage, pump house, porch ramada,
root cellar, and two servants' homes (for the gardener and the chauffeur), and the White
House built in 1924 for their son, George R. Burden and his wife, Elizabeth, upon their
marriage. George R. ("Bill") and Elizabeth Burden added a garden shed, two
playhouses (only one extant), a woodworking shop, and a rock garden to the estate.
The final building added to the estate was a cabin built in 1956 for Frindy Burden
Gronen, daughrer of George R. and Elizabeth. The Four Mounds Estate derived its
name from the presence of four prehistoric burial mounds that line the bluff top just
down slope from the Grey House.
Staff Analysis: The applicants had previously been approved for $6,000 from the
Historic Public Improvement Program for the purchase and installation of 9 directional
signs and ," 3<'3" X4S" kiosk sign. The applicants are now are applying for an additional
$2,094 in funding for the installation of a 15 foot wide commemorative sign to be
illuminated. The sign will be made from new\y forged, black powder-coated steel
installed along the limestone wall located at the main entrance.

The role of the Historic Preservation Commission in reviewing this project is to serve as
an advisory design review body to the City Council for review of public works projects
which have historic preservation implications in historic districts. The Commission is
also responsible for providing a recommendation to the City Council about funding

Dear David and Commissioners,
Please accept this request from the Historic District Public Improvement Program for
additional support of a wayfmding and interpretation project at Four Mounds.
Previously, you approved a $6,000 request toward this project. We are now
requesting an additional $2,094 of grant funds to help us with this project.
Background:
At the previous review, Commissioner Terry Mozena had questioned the ability for
people coming down Peru Road to read the signage we had designed at a higher
speed or at night. Based on that comment, and upon further review of options for
signage at the entrance to Four Mounds, we decided that we would add lighting. We
have designed unobtrusive up-lighting toward our existing and new signs. electrical
outlets for Christmas decorations or maintenance needs, and an electrical meter for
the entrance location. We also decided to shift gears and not install a small copper
sign on the mailbox, replacing this part of the project with a newly fabricated metal
sign that is installed on the limestone wall that flanks the north side of the entrance.
As well, we had intended to install a concrete walk up and around the new
interpretive/wayfmding sign near the parking lot. Since then, we have decided to
shift from concrete to variegated red concrete pavers. These will be the same pavers
that were installed in front of the Dubuque Art Museum, but they will be treated with
a sealer that will give them a darker, wet appearance.
New signage specifics:
The new sign will be approximately 15 feet long, stretching across the entire wall,
made from newly forged, black powder-coated steel. The sign design is taken
directly from Lawrence Buck's original 1908 blueprint for the Grey House. It
includes the two F our Mounds logos on either side of the words "Four Mounds".
The new sign will be individual letters and logos set into the limestone wall.
