SUBJECT: FY 2006 REAP Grant for Iowa 32 Bike/Hike Trail (Phase 1)
Planning Services Manager Laura Carstens is recommending City Council approval of
an agreement with the Iowa Department of Natural Resources for a $200,000 REAP
Grant for Phase 1 of the Iowa 32 Bike/Hike Trail. Phase 1 provides for paving
approximately two miles of trail from the County's planned extension of Herita,pe Trail to
US 52 and Iowa 386 (John Deere Road), west to the intersection of West 32" Street
and Kennedy Road with Iowa 32.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This memorandum presents for City Council review and approval, a resolution and grant
agreement with the Iowa Department of Natural Resources for $200,000 in REAP funds
for Phase 1 of the Iowa 32 Bike/Hike Trail.
Background
The Iowa 32 Bike/Hike Trail project is nearly 5 miles of a 10-foot wide off-road trail along
Iowa 32 from just north of U.S. 20 (Dodge Street) to the planned extension of the
Dubuque County Heritage Trail just east of the intersection of U.S. 52/ Iowa 386 (John
Deere Road). Preliminary grading for the trail was included in the expansion of Iowa 32
from 2 lanes to 4 lanes between U.S. 20 and Kennedy Road, and the extension of Iowa
32 from Kennedy Road to U.S. 52. The City has budgeted $178,020 in DRA
Distribution funds for the entire 5-mile trail, with an estimated project cost of $593,400.
Discussion
Phase 1 of the Iowa 32 Bike/Hike Trail is approximately 2 miles of the off-road trail
along the southerly side of Iowa 32 from the County's planned extension of the Heritage
Trail to U.S. 52 and Iowa 386 (John Deere Road), west to the intersection of West 32"d
Street and Kennedy Road with Iowa 32. The estimated project cost for Phase 1 is
$237,360. A project location map is attached.
Recommendation
I recommend approval of the enclosed resolution and the REAP Grant agreement with
the Iowa Department of Natural Resources for Phase 1 of the Iowa 32 Hike/Bike Trail.

RESOLUTION AUTHORIZING A REAP GRANT AGREEMENT WITH THE
IOWA DEPARTMENT OF NATURAL RESOURCES FOR PHASE 1 OF IOWA
32 BIKE/HIKE TRAIL
Whereas, the City of Dubuque has identified the Iowa 32 Bike/Hike Trail as an
important recreational facility to be developed as part of the City's commitment to a
citywide bike/hike network adopted by the City of Dubuque in 1995; and
Whereas, the Iowa Department of Natural Resources has allocated grant funds
of $200,000 in the REAP (Resource Enhancement and Protection) Program for the
development of the Iowa 32 Bike/Hike Trail; and
Whereas, the City of Dubuque has adopted a Comprehensive Plan that includes
goals for development of bike/hike trails.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to sign the grant agreement with the
Iowa Department of Natural Resources for $200,000 in REAP funds for Phase 1 of the
Iowa 32 Bike/Hike Trail.
Section 2. That the City Council hereby provides its written assurance that the
completed project will be adequately maintained for its intended use in accordance with
state requirements.

1. PURPOSE. The purpose of this REAP Development Grant Agreement is to enable the Iowa
Department of Natural Resources (DNR), acting for the State ofIowa, to assist the CITY OF
DUBUQUE (Grantee) in the development of land for the enhancement and protection of open space
areas.
2. PARTIES/AuTHORITY. The parties to this Grant Agreement are the DNR, an agency of the State of
Iowa, and the CITY OF DUBUQUE. The parties make this Grant Agreement pursuant to 1989 Iowa
Code Supplement Section 455A.19(1)(a), which authorizes the Natural Resource Commission to
spend certain state funds appropriated for projects to enhance and protect open spaces.
3. GENERAL DESCRIPTION OF PROJECT LANDS. This Grant Agreement is for your project described
as:
DEVELOPMENT OF 5 MILES OF TRAIL ALONG IOWA 32, LOCATED FROM HWY 20 TO
HWY 52IIOW A 386 INTERSECTION, CITY OF DUBUQUE, DUBUQUE COUNTY, IOWA.
4. GRANT A WARD AND REIMBURSEMENTS. The DNR will provide 100 percent of development costs .
up to a maximum amount of $200,000.00.
A. A ninety (90) percent advance reimbursement of the grant award may be requested by submitting
a letter of request to:

B. Final payment and an on-site inspection will be made when the project is completed and the
grantee submits a letter of request along with the following grant requirements:
. a legal description of the property;
. pictures of the completed project;
. copies of billings and canceled checks for 100 percent of the grant award;
. copy of "Notice of Use Restriction" recorded with county recorder (legal description of
property required if not submitted with project proposal);
. contracted development work requires; a copy of the signed contract, pay estimates, and
contractor's reimbursement Refund of Sales Tax;
. final report, to include a description of the completed project and efforts made to procure
goods and services from Targeted Small Businesses (TSBs).

5. RESPONSIBILITIES. The grantee is solely responsible for the project completion as outlined in the
project proposal. The grantee will make a concerted effort to procure goods and services from
Targeted Small Businesses (TSBs) during the performance of this Grant Agreement. The DNR may
provide assistance at the request of the grantee, or at the Director's recommendation.
6. AMENDMENTS. This Grant Agreement may be amended only by written ADDENDA signed and
dated by the DNR Director or the DNR REAP coordinator. Requests for amendments shall be
directed to the DNR REAP coordinator.
7. EFFECTIVE DATEtrERMINATION. This Grant Agreement shall become effective when it has been
signed and dated by the DNR Director and the grantee. All work specified in the project proposal
will be completed by DECEMBER 31,2007.
8. AVAILABILITY OF FUNDS: If funds anticipated for the continued fulfillment of this agreement are at
any time not forthcoming or insufficient, either through the failure of the State of Iowa to appropriate
funds, or discontinuance or material alteration of the program under which funds were provided, then
the Department shall have the right to terminate the agreement without penalty.
9. By signing this Grant Agreement, the grantee agrees to the terms and conditions set forth in this
agreement and all attachments listed below:
