SUBJECT: City Hall - 3rd Floor Structural Repairs Project
Building Services Manager Rich Russell is recommending acceptance of the City Hall -
3rd Floor Structural Repairs Project, as completed by Tricon, in the final contract amount
of $104,619.00. This exceeds the original contract of $83,075 with a $21,544 change
order to build interior partitions instead of reusing many of the existing portable
partitions.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION: The attached resolutions provide for the acceptance of the
City Hall_3rd Floor Structural Repairs Project.
DISCUSSION: The funding for the analysis of the 3rd Floor Structural system is in
the CIP for City Hall Remodeling. The firm of IIW Engineers and Surveyors was
selected to conduct this study after responding to an informal Request for
Proposals. One other firm also responded. The completed analysis indicated that
there are three areas of the third floor that would not meet the current loading
requirements of the building code. These are located at the center of the
engineering office cubicle area, the center of the storage area at the east end of
the building and at the top of the circular stairs.
IIW then developed conceptual repair options for each that were reviewed by
Klauer Construction for constructability and estimated costs. A meeting was held
with Brad Mootz and Mike Jansen of IIW, Randy Klauer of Klauer Construction,
Civil Engineer II Bob Schiesl and me. As a result of this meeting, final design
options were selected for each area.
The design in the Engineering office area includes a grid of supporting steel
members being added at a height of ten feet above the current third floor level.
This grid will attach to the current floor system and provide support, similar to a
suspension bridge. Due to the extensive work needed and the time frame of the
project in the engineering office area, the Engineering staff members will be
relocated to an office space outside of City Hall. The former Kephart's Music
Center was rented through the end of November 2005.
Tricon of Dubuque was the successful bidder with a low bid of $83,075. The
contracted completion date was September 16, 2005 with additional
consideration given for the vinyl composite flooring being done after the
permanent partitions were installed. The separate project that involved the new
suspended ceiling, lowered sprinkler heads, new light fixtures and painting of the
3rd floor hallway was also completed between September 16, 2005 and
November 17, 2005.
A change costing $21,544 to build the interior partitions, box out around the
columns, paint and build shelves was added to the original contract. The
permanent partitions replace portable partitions that would have needed to be
trimmed to fit between the new structural elements.
RECOMMENDATION: I recommend that the City Council accept the
improvements and recommend that the final contract amount be established at
$104,619.00 for the City Hall_3rd Floor Structural Repairs Project.

ACTION TO BE TAKEN: The City Council is requested to adopt the attached
resolutions accepting the improvement and establishing the final contract amount
for City Hall_3rd Floor Structural Repairs Project.

RESOLUTION NO. 526--05
ACCEPTING IMPROVEMENT
Whereas, the contract for the City Hall_3rd Floor Structural Repairs has
been completed and the City Manager has examined the work and filed his
certificate stating that the same has been completed according to the terms of
the contracts, plans and specifications and recommends its acceptance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved
and that said improvements be and the same are hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and is hereby
directed to pay to the contractor in the amount equal to the amount of this
contract, less any retained percentage provided for therein.

RESOLUTION NO. 527-05
FINAL ESTIMATE
Whereas, the contract for the City Hall_3rd Floor Structural Repairs Project
has been completed and the Building Services Manager has submitted his final
estimate showing the cost thereof.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $104,619.00 and the said improvement shall be paid by the City as provided
for therein.
