Van Milligen Credentialed by International
City/County Management Association
DUBUQUE, Iowa - Michael Van Milligen, City Manager of Dubuque, Iowa, recently received the
International City/County Management Association (ICMA) Credentialed Manager designation. He is
one of 87] local government management professionals who are credentialed through the ICMA
V o]untary Credentia]ing Program.
To be credentialed by ICMA, a member must have significant experience as a senior
management executive in local government, have earned a degree, preferably in public administration
or a related field, and demonstrated a commitment to high standards of integrity and to lifelong
leaming and professional development.
In 2003, Van Milligen was named the Outstanding Manager of the Year by the ICMA. This
annual award recognizes a local government administrator who has initiated and implemented creative,
innovative projects and programs in the management of his or her community. In 2004, he was
featured as part of the Harvard University John F. Kennedy School of Government "Innovators in
Public Service" Series.
He currently serves on ICMA's awards evaluation pane] and previously served on the
association's governmental affairs policy committee, conference planning committee, managerial
exchange committee, and committee on international activities.
Van Milligen is currently the president of the Iowa City/County Management Association
(IaCMA) and has served as an laCMA mentor and on the association's board of directors as well as its
diversity committee and personal aid committee. While working in Illinois, he served as president of
the Illinois Association of Municipal Management Assistants (IAMMA) and on that association's
executive board and chaired its professional education and training committee.

Van Milligen has served as City Manager for the City of Dubuque since January of 1993. He
holds bachelor's degrees in Fire Science Management and Administration of Justice from Southern
Illinois University, where he earned a master's degree in Public Affairs. Additionally, he completed
the Harvard University's John F. Kennedy School of Government Program for Senior Executives in
State and Local Government. He recently completed the Kellogg Management Institute at
Northwestern University's Kellogg School of Management, described as "The Essence of an MBA."
V an Milligen served as the assistant village manager for the City of Skokie, Ill., from May
1987 to January 1993, and assistant to the village manager from September 1986 to May 1987. Prior to
that, he worked in law enforcement, including serving as a police officer from 1977 to 1984 in
Carbondale, Illinois.
He has been invited to speak at the April 2006 Federal Reserve Bank of Philadelphia
Conference, in Philadelphia, Pennsylvania. The title of the conference is "Reinventing America's
Older Communities." Van Milligen will present on "Pursuing a Modem Vision of our Waterfronts."
Co-sponsors are the Brookings Institution, the William Penn Foundation, the Reinvestment Fund and
Smart Growth America.
