Development Department Director Alvin Nash be granted authority to sign checks for
specialized City of Dubuque bank accounts.

Checks Drawn on the City of Dubuque
INTRODUCTION
Attached is a City Council Resolution granting the Housing and Community Development Director authorization to sign
checks for specialized City of Dubuque bank accounts.
BACKGROUND
The City has established two specialized bank accounts for Housing Services programs. The accounts are Section 8 Rental
assistance for issuing rental assistance checks on a monthly basis and a Housing Rehabilitation Loan account which is used
to fund rehabilitation loans.
Funds are transferred monthly to the Section 8 checking account based on the dollar value of checks to be issued through
the Section 8 accounting system. The Section 8 checks and ACH transfers are then issued and the account maintains a
small balance to cover fees.
The housing rehabilitation account allows the City to draw funds from HUD based on executed rehabilitation loans. Payments
to fund the loans are made to borrowers through American Trust and Savings Bank after lien waivers are executed and
completion of work is verified. Vouchers for authorized loan draw -downs are prepared by individuals otherthan check signers
and American Trust and Savings Bank issues the checks for City personnel to sign.
DISCUSSION
The two accounts are specialized and limited in use. For operational purposes I recommend that Housing and Community
Development Director be designated as an authorized signer for the Section 8 Rental Assistance program drawn on account
number 70 -262 -5 at American Trust and Savings Bank and an authorized signer for checks issued for the City of Dubuque
Housing Rehabilitation Loan program drawn on account number 80 -965 -9 at American Trust and Savings Bank. The Finance
Director and Assistant Finance Director would also be designated as authorized signers for these accounts. Please note that
all transfers to these accounts are controlled by the Finance Department and controls such as account reconciliation and
payment documentation will be monitored by the Finance Department on a regular basis. The information is also available
during the annual audit by the City's independent auditor.
The resolution identifies positions only without names, which should reduce future resolutions at the time of personnel
changes in the positions designated. This is the first resolution change since 1994 for these accounts. David Harris and
Joleen Patterson were approved as authorized signers at that time.
ACTION TO BE TAKEN

RESOLUTION AUTHORIZING CERTAIN DESIGNATED EMPLOYEES OF THE CITY
OF DUBUQUE AUTHORIZATION TO EXECUTE CHECKS ON BEHALF OF THE
CITY OF DUBUQUE, IOWA
Whereas, the City of Dubuque deposits certain funds for specific use in local
commercial banking institutions; and
Whereas, the commercial banking institutions require authorization by the City
Council for City employees and others to sign checks and drafts drawn on such banking
institutions; and
Whereas, the City Council has determined that the City employees who may sign
checks and drafts drawn on designated accounts on behalf of the City of Dubuque are
Housing and Community Development Director for checks issued for the City of
Dubuque Section 8 Rental Assistance program drawn on account number 70 -262 -5 at
American Trust and Savings Bank in Dubuque and Housing and Community
Development Director for checks issued for the City of Dubuque Housing Rehabilitation
Loan program drawn on account number 80 -965 -9 at American Trust and Savings Bank
in Dubuque.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Housing and Community Development Director is hereby
authorized to sign checks and drafts on behalf of the City of Dubuque for the Section 8
Rental Assistance program drawn on account number 70 -262 -5 at American Trust and
Savings Bank in Dubuque.
Section 2. The Housing and Community Development Director is hereby
authorized to sign checks and drafts on behalf of the City of Dubuque for checks issued
for the City of Dubuque Housing Rehabilitation Loan program account drawn on
account number 80 -965 -9 at American Trust and Savings Bank in Dubuque.
Section 3. The Finance Director and Assistant Finance Director would also be
authorized to sign checks and drafts for both accounts.
