CIP 1001113/010284: Fiber Optic Conduit along Northwest Arterial
City Engineer Gus Psihoyos is recommending acceptance of the Northwest Arterial
Fiber Optics Conduit Project, as completed by Volkens, Inc., in the final contract amount
of $114,624.00, which is a 1.42% increase from the original contract in the amount of
$113,024.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
Northwest Arterial Fiber Optics Conduit Project.
BACKGROUND
The Northwest Arterial Fiber Optics Conduit Project included the installation of four-inch
conduit, with four one-inch inner-ducts, for traffic signal communications along the
Northwest Arterial traffic signals and the US 20 interconnect system (Chavenelle Drive,
Pennsylvania Avenue, and Asbury Road). Additional empty conduits were installed at
three signalized intersections to supplement the existing traffic signal conduits that are
at capacity.
DISCUSSION
The Northwest Arterial Fiber Optics Conduit Project was completed by Volkens, Inc. of
Dyersville, Iowa, in the final contract amount of $114,624.00, which is a 1.42% increase
from the original contract in the amount of $113,024.00.
RECOMMENDATION
I recommend that the City Council accept the improvements and establish the final
contract at $114,624.00.
BUDGET IMPACT
The project cost summary for the Northwest Arterial Fiber Optics Conduit Project is as
follows:

The project will be funded from the Fiscal Year 2004 Northwest Arterial Fiber Optics
Capital Improvement Project originally budgeted as $165,000.00. This realizes a total
project cost savings of $35,775.00.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions accepting the
improvement and establishing the final construction cost for the Northwest Arterial Fiber
Optics Conduit Project.

RESOLUTION NO. 531-05
ACCEPTING THE NORTHWEST ARTERIAL FIBER OPTICS CONDUIT
PROJECT
Whereas, the contract for the Northwest Arterial Fiber Optics Conduit Project (the
Project) has been completed and the City Manager has examined the work and filed a
certificate stating that the Project has been completed according to the terms of the
contract, plans and specifications and that the City Manager recommends that the
Project be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Manager is approved and the Project
is hereby accepted.
Section 2. The City Treasurer is hereby directed to pay to the contractor from the
the Fiscal Year 2005 Northwest Arterial Fiber Optics Capital Improvement Project
appropriation for the contract amount of $114,624.00 less any retained percentage
provided for therein as provided in Iowa Code chapter 573, and to pay such retainage
only in accordance with the provisions of Iowa Code chapter 573.

RESOLUTION NO. 532-05
FINAL ESTIMATE
Whereas, the construction contract for the Northwest Arterial Fiber Optics
Conduit Project, has been completed and the City Engineer has submitted his
final estimate showing the cost thereof including the cost of estimates, notices
and inspection and all miscellaneous costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $129,225.00 and the said amount shall be paid from the allocation from the
Fiscal Year 2004 Northwest Arterial Fiber Optics Capital Improvement Project.
