SUBJECT: Municipal Ramp Restoration Contract Award
Sealed bids were received for the Municipal Parking Garage Restoration Project.
Economic Development Director David Heiar recommends award of the contract to the
low bidder, Brent Anderson Associates, Inc., in the amount of $960,955, which is 23.6%
under the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Awarding Ramp Restoration Project Contract
INTRODUCTION
The enclosed resolution authorized the award of the construction contract for the
Municipal Parking Garage Restoration Project.
BACKGROUND
The Municipal Parking Garage Restoration Project involves extensive structural repairs
to both the Iowa Street and Locust Street Parking Ramps. This was determined by a
structural analysis conducted by Desman Associates. In addition, the engineering
consultant contract was also awarded to Desman Associates and they developed all of
the bid documents and will monitor the project as it proceeds.
DISCUSSION
Sealed bids for the Municipal Parking Garage Restoration Project were received on
December 1, 2005. Brent Anderson Associates, Inc. from Fridley, Minnesota, submitted
the low bid in the amount of $960,955.00. A summary of the bid proposals received is

This amount is 23.6% under the engineer's estimate. The costs associated with the
project will be covered by the issuance of general obligation bonds and parking fees.

To recommend Council approval of Resolution number 486-05, awarding a contract to
Brent Anderson Associates, Inc., from Fridley, MN for the amount of $960,955 for the
Parking Ramp Restoration Project.

RESOLUTION NO. 552-05
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 17th day of October, 2005, plans, specifications,
form of contract and estimated costs were filed with the City ClerK of
Dubuque, Iowa for the Municipal ParKing Garage Restoration Project
(Locust Street Parking Ramp and Iowa Street Parking Ramp).
Whereas, notice of hearing on plans, specifications, form of
contract, and estimated costs was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated
costs are hereby approved as the plans, specifications, form of contract
and estimated costs for said improvements for said project.

RESOLUTION NO. 553-05
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Municipal Parking Garage Restoration Project (Fiscal Year 2005/2006) pursuant to
Resolution No. 486-05 and notice to bidders published as required.
Whereas, said sealed proposals were opened and read on the 1 sl day of
December, 2005 and it has been determined that the bid of Brent Anderson Associates.
Inc. of Fridley, Minnesota, in the amount of $960,955.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in the
construction documents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above restoration project be awarded to Brent Anderson
Associates, Inc. and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
