Van Milligen, City Manager SUBJECT: Strut Your Mutt Jane McCall, Executive Director of the Dubuque Regional Humane Society, has requested the use of the Riverwalk, American Trust River's Edge Plaza and the Alliant Energy Amphitheater to hold the 2006 "Strut Your Mutt" fund raiser. Since City Code does not allow dogs on the Riverwalk, a special waiver must be issued to allow the event to be located in this area. Assistant City Manager Cindy Steinhauser recommends City Council approval of an ordinance authorizing the City Manager to waive the "no dogs allowed" restriction for the Riverwalk area for certain events. Van Milligen, City Manager FROM: Cindy Steinhauser, Assistant City Manager SUBJECT: Strut Your Mutt Introduction The purpose of this memorandum is to request City Council approval of a request of Dubuque Humane Society to hold Strut Your Mutt on the Riverwalk, American Trust Rivers Edge Plaza and Alliant Energy Amphitheater. Discussion Attached is a letter from Jane McCall, Executive Director of the Dubuque Regional Humane Society (DRHS) requesting the use of the Riverwalk, American Trust Rivers Edge Plaza and the Alliant Energy Amphitheater to hold the 2006 "Strut Your Mutt" fund raiser. This is an annual event that has previously been held in Murphy Park. As stated in the letter, they would like to hold the event on Sunday, June 11, 2006 in conjunction with the America's River Festival. However, should this date not work for the America's River festival organizers, then the DRHS would like to hold "Strut Your Mutt' one week prior on Sunday, June 4, 2006. As stated, "Strut Your Mutt" is an annual event held on public property. In the past, event organizer's simply submitted a Special Event Permit application to the city for review and approval of the event. This application process will still be required. In addition, since the event location is the Riverwalk area and City Code does not allow dogs on the Riverwalk, a special waiver must be issued to allow the event to be located in this area. Attached is a proposed ordinance authorizing the City Manager to waive the "no dogs allowed" restriction for certain events. Once approved, the City Manager would have , the authority to waive this restriction for the "Strut Your Mutt" event assuming all other local, state and federal regulations are met. Dogs, Cats, And Other Domestic Animals: No person shall be permitted to bring into any park, any dog, cat or other domestic animal, nor shall any person permit such dog, cat or other domestic animals to run at large in any park. Any unattended animal shall be impounded and its owner may redeem the same upon paying the reasonable costs of such impoundment. Notwithstanding the foregoing, leashed dogs and cats shall be permitted in the following: Miller-Riverview park Granger Creek nature trail John G. For many years the Dubuque Regional Humane Society has had a pledged walk each spring to raise money to help care for the animals at the shelter. "Strut Your Mutt" has been the first Sunday in May at Murphy Park and we have raised over $25,000 each year for the past few years. The last two years we had this event at Galena and Platteville in addition to Dubuque. However, we have been unable to grow the event as much as we hoped. As we were discussing some ideas to grow and change the event, someone brought up the idea of using the river walk. the Alliant Amphitheater and that area surrounding it. We would like to call the event the "Grand Pet Excursion". We would like to have it Sunday June II, 2006. We would like to include booths for sponsors at the bottom of the Alliant Amphitheater. We would like to have one BIG EVENT. The DRHS is respectfully asking permission from the city to pursue planning of the event, to use the area down there and for the city to waive the rule of no pets on the river walk for 8AM until noon on June II, 2006. As always we will require pets be current on their rabies vaccination and licensed for their jurisdictions. We will provide appropriate waste containers and water for the dogs.
