Safe Routes to Schools_Rejection of Bids TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Safe Routes to School Project - Rejection of Bids DATE: October 1, 2012 Bids were solicited for a Safe Routes to School Project through the Iowa Department of Transportation. Only one bid was received, which was 134% over the engineer's estimate of $60,783. City Engineer Gus Psihoyos recommends City Council approval to reject the one competitive bid received for the Safe Routes to School project due to lack of City funding to cover the required local match costs. Engineering staff talked to the Iowa Department of Transportation Systems Planning staff to see if this project could be let locally and they approved. Iowa DOT states that project can be let locally since the estimate is under $100,000. Engineering plans to follow the process to let the project locally. BACKGROUND The Engineering Department solicited bids for a Safe Routes to School Project (SRTS) through the Iowa Department of Transportation (IDOT). The project included speed reduction flashing beacons and a high visibility crosswalk at one location. One bidder responded and the bid was 134% over the engineer's estimate of $60,783. Below is a summary of the bid received: Bidder Amount of Bid KWS, Inc. — Cedar Falls, IA $142,493.86 As a result of the high bid received, Engineering staff talked to IDOT Systems Planning staff to see if this project could be let locally. IDOT states that project can be let locally since the estimate is under $100,000. Engineering plans to follow the process to let the project locally. Hopefully this results in much better pricing. RECOMMENDATION I recommend that the City Council reject the one competitive bid proposal received for the Safe Routes to School Project SRTS -U -2100 (663) — 8U -31due to lack of City funding to cover the required local match costs of the proposed public improvements. SRTS -U -2100 (663) - 8U -31 Whereas, competitive sealed bid proposals have been submitted by contractors for the Safe Routes to School Project SRTS -U -2100 (663) - 8U -31, (the Project); and Whereas, said competitive sealed bid proposals for the Project were opened and read by the Iowa Department of Transportation on the 18th day of September, 2012; and Whereas, the City Council has deemed it advisable to reject all competitive bid proposals for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. All of the bid proposals for the Project are hereby rejected.
