SUBJECT: Dell Street - Request for Parking Removal
The Police Department has made a request to the Engineering Department to
investigate the need to remove parking on a portion of Dell Street from Arlington Street
to a point 100 feet to the north. Based on the Police Department and Engineering
Department's review, City Engineer Gus Psihoyos recommends removal of parking on
the east side of Dell Street across from the angle parking, as well as the already-
restricted portion adjacent to a retaining wall. One parking stall will remain on the east
side of Dell Street just south of Loras Boulevard adjacent to the laundromat.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Dell Street - Request for Parking Removal

INTRODUCTION
The Police Department has made a request to the Engineering Department to
investigate the need to remove parking on a portion of Dell Street. (See
attachment.)
DISCUSSION
Dell Street is 30 feet wide from Arlington Street to a point 100 feet to the north as
referred to in Officer Flannery's memo. This width does not allow for angle
parking on the west side of the street and parallel parking on the east side while
still providing for the free movement of traffic. There is a retaining wall located
midway between Arlington Street and Loras Boulevard that reduces the street
width to 13 feet. Parking is currently prohibited on both sides of the street
adjacent to the wall.
RECOMMENDATION
Based on the officer's and Engineering Department's review, I recommend the
City Council approve the removal of parking on the east side of Dell Street
across from the angle parking as well as the already-restricted portion adjacent
to the wall. One parking stall will remain on the east side of Dell Street just south
of Loras Boulevard adjacent to the laundromat.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance providing for the
removal of parking on the east side of Dell Street from Arlington Street to a point
50 feet south of Loras Boulevard.

AMENDING SECTION 32-262(d) OF THE CODE OF ORDINANCES OF
THE CITY OF DUBUQUE, IOWA, PROHIBITING PARKING ON DESIGNATED
STREETS OR PORTIONS THEREOF BY ADDING A PORTION OF DELL
STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
is amended by adding to Subsection (d) of Section 32-262 the following:
Dell Street, east side, from Arlington Street to a point fifty feet south of
Loras Boulevard.

RE: Parking Concerns on Dell St
Sir:
This letter is written to bring your attention to a parking problem on Dell St between
Arlington and Loras,
The situation is that there is a portion of Dell St, just north of Arlington where parking is
allowed for up to two vehicles parallel to the curb, In this area there are also diagonal
parking spaces allowed, When people are parked in all of the diagonal spaces and also
parallel to the curb, there is not 10 feet of roadway available for traffic to converse
through this area, There is barely room to get a squad car through and it would be
impossible to get a larger vehicle such as an ambulance or fire truck through this area in
case of an emergency,
If possible, it would be nice if the Engineering Department could look at this area and
recommend that parking not be allowed in the area and to mark the whole east side of
Dell St as no parking at least until the retaining wall that is on Dell St is cleared for
traffic, which would allow two spacesjust south of Lor as for parking on Dell St
