Merz St - Althauser Stop Signs ORDINANCE NO. 2-06 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF DUBUQUE, IOWA, BY MODIFYING SUBSECTION (b) OF SECTION 32-214 THEREOF PROVIDING FOR THE ADDITION OF STOP SIGNS ON MERZ STREET AT AL THAUSER STREET NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Code of Ordinances of the City of Dubuque, Iowa, be amended by adding Merz Street and Althauser Street to Subsection (b) of Section 32-214 thereof as follows: Sec. 32-214. Neither Merz nor Althauser has a stop sign or a yield sign and on several occasions there have been near misses at that intersection. I also believe that part of the problem is obstruction of vision for the drivers that are driving up Merz Street. When they are approaching Althauser Street due to the landscaping at that intersection, their vision is greatly reduced for traffic that would be approaching Jefferson Jr. High School on Althauser Street. Ifpossible I'd like to request the proper city department to look into this concern to see if there could be a stop sign placed at one of those streets for prevention of any possible accidents. This is also a high foot traffic area for students being dropped off on both streets in that area. Van Milligen, City Manager SUBJECT: Merz Street and Althauser Street - Request for Stop Signs The Police Department has made a request to the Engineering Department to investigate the need for stop signs at the intersection of Merz Street and Althauser Street. After investigation, City Engineer Gus Psihoyos recommends the installation of stop signs on Merz Street at its intersection with Althauser Street. Van Milligen, City Manager Gus Psi hoyos, City Engineer joQ TO: SUBJECT: Merz Street and Althauser Street - Request for Stop Signs INTRODUCTION The Police Department has made a request to the Engineering Department to investigate the need for stop signs at the intersection of Merz Street and Althauser Street. (See attachment.) DISCUSSION Although this is a four-leg intersection, the portion of Merz north of Althauser has the cross-section and functions similar to that of an alley. Because of this, the intersection has the "feel" of a T-intersection. As noted in Officer Hoerner's memo, there is a considerable sight restriction on the southwest corner. City accident reports indicate only one crash in the last four years. RECOMMENDATION Based on the officer's observations, and in an effort to assign right-of-way at the intersection, I recommend the City Council approve the installation of stop signs on Merz Street at its intersection with Althauser Street. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance providing for the installation of stop signs on Merz Street at Althauser Street.
