In 2001, the City Council adopted Streetscape /Landscape and Architectural Design
Guidelines for the five local historic districts. These guidelines provide guidance to City
staff, residents, neighborhood associations, and the Historic Preservation Commission
for public and private improvements in historic districts.
In 2009, the City of Dubuque adopted the Downtown Design Guidelines Manual. The
Downtown Design Guidelines address exterior architectural design as well as
streetscape and landscape design in areas outside of historic districts.
Both documents have proven invaluable in directing investment and appropriate
development and rehabilitation within their respective areas. The consolidated manual
will build on the strengths of each document and create a consolidated, user friendly
resource for all residents of the City. The manual will be structured to address
appropriate treatment approaches for any historic resource within the City. The
estimated cost to undertake this project is $38,000.
Planning Services Manager Laura Carstens recommends City Council approval of the
submittal of a National Trust for Historic Preservation Funds grant in the amount of
$5,000 to update and consolidate multiple existing design manuals into one
comprehensive easy to use and understand document. The update will also integrate
new guidelines which address accessibility and sustainability principles.

Introduction
The Historic Preservation Commission has discussed updating and consolidating
existing design guideline manuals. The update will include consolidating multiple
existing design manuals into one comprehensive easy to use and understand
document. The update will also integrate new guidelines which address accessibility
and sustainability principles.
Background
In 2001, the City Council adopted Streetscape /Landscape and Architectural Design
Guidelines for the 5 local historic districts with the assistance of Historic District Public
Improvement Program (HDPIP) funding. These guidelines provide guidance to City
staff, residents, neighborhood associations, and the Historic Preservation Commission
for public and private improvements in historic districts.
In 2009, the City of Dubuque adopted the Downtown Design Guidelines Manual. The
Downtown Design Guidelines address exterior architectural design as well as
streetscape and landscape design in areas outside of historic districts. The manual is
based on the Secretary of the Interior Standards for the Treatment of Historic
Properties. It differs somewhat from the Architectural Guidelines for Historic Districts.
The Downtown Design Guidelines Manual is formatted differently and has a greater
focus on development opportunities in the downtown that are not typical in
predominantly built -out historic districts i.e. new construction, transitional building types,
and varying character areas.
Both documents have proven invaluable in directing investment and appropriate
development and rehabilitation within their respective areas. The consolidated manual
will build on the strengths of each document and create a consolidated, user friendly
resource for all residents of the city. The manual will be structured to address
appropriate treatment approaches for any historic resource within the city.
Paramount to the update and consolidation project is incorporating accessibility and
sustainability principles into the guidelines. The existing guidelines do address
accessibility, but much has changed since the guidelines were first written. Dubuque is
a welcoming community and accommodating all persons is critical to the preservation
program and vibrancy of the community.
Since 2006, sustainability has become the leading priority for the city and in 2009
Dubuque was named a Preservation Green Lab community. Dubuque was selected by
the National Trust for Historic Preservation Office of Sustainability to be one of three
communities across the country to participate in a Preservation Green Lab
demonstration project. This project has at the heart of its mission the concept that the
embodied energy (energy previously used to create a product or building) found in
historic structures, needs to be at the heart of a city's sustainability strategy. One focus
of Preservation Green Lab in Dubuque is marrying historic preservation standards with
smart energy systems for adaptive building reuse. Having guidelines in place which
clearly communicate these as well as additional opportunities is critical to meeting the
demands of what a modern preservation program should be in Dubuque.
Discussion
The estimated cost to undertake the project is $38,000. The City of Dubuque has
requested $5,000 in Preservation Funds from the National Trust for Historic
Preservation (NTHP) to help leverage the cost. Enclosed is the application. The
remainder of the project will be funded through FY2014 CIP 240 -1010 HDPIP Funds
and CIP 240 - 243/102 -2431 Historic Preservation Technical Assistance Funds. The
NTHP anticipates announcing grant awards in December. The project is expected to
take one year.
Requested Action
Due to time constraints after being made aware of the grant opportunity, the application
was submitted to the NTHP on 10/3/12. If City Council approves the NTHP Preservation
Funds application please have the Mayor sign and date the enclosed resolution. If the
application is not approved by City Council, the application will be withdrawn.

RESOLUTION AUTHORIZING GRANT APPLICATION FOR NTHP FUNDS TO UPDATE
CONSOLIDATE DESIGN GUIDELINE MANUALS
Whereas, the National Trust for Historic Preservation (NTHP) has Preservation Funds
available to encourage preservation at the local level by providing seed money for preservation
projects; and
Whereas, the City of Dubuque has an adopted design guidelines in for both local historic
districts and the Downtown Design Guidelines Area; and
Whereas, the Historic Preservation Commission has determined a need to consolidate
existing design guidelines manuals and update the manuals to incorporate sustainability and
modern accessibility principles.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Planning Services Manager is hereby authorized to submit the NTHP
Preservation Funds grant for $5,000 to update and consolidate design guideline manuals.
Section 2. The City Council hereby provides its written assurance that the completed
project will be adequately maintained for its intended use in accordance with state requirements.

The project will consolidate and update existing design manuals into one comprehensive easy to use and
understand document. It will have a positive affect on historic resources located in the City of Dubuque's 5
local historic preservation districts, 11 National Register of Historic Places Districts, 33 individually listed
properties, and the greater downtown area of the City of Dubuque, IA in Dubuque County.
In 2001, the City Council adopted Streetscape /Landscape and Architectural Design Guidelines for the 5

and the Historic Preservation Commission for public and private improvements in historic districts. These
guidelines have served as a valuable tool, but are in need of updating. Critical to that update is incorporating
sustainability practices into the Design Guidelines in place for the community.

Future Plans*
Describe future plans for the project beyond the scope of this grant proposal (e.g., how consultant
recommendations will be implemented, how education programs will be institutionalized, how publications will be
distributed, etc.).
The project will have a substantial and long lasting impact on sustainability and historic resources in the
City of Dubuque. Once complete, the updated and consolidated guidelines manual will be distributed to
preservation partners and made available to view or download on the City of Dubuque website. In keeping
with the city's sustasinability iniaitiatives, the new design guidelines will not be printed; rather they will be
maintained and distributed electronically whenever possible. Paper copies will only be provided upon
request.
Training sessions will be offered to both the public and City Staff. Public training sessions will include
local design professionals and the general public. All City of Dubuque Staff involved in downtown
development and historic properties will be trained as well.
The manual will be used by community members to help plan rehabilitation projects. The manual will
also be used by city staff and the Historic Preservation Commission to review improvements to buildings.
Sustainable practices are being introduced at an increasing rate. Having guidelines in place that welcome,
encourage, and provide clear guidance will be of great help to the community, staff and Commission. This is
an opportunity to lead, rather than react.

I am writing you to confirm the partnership between the City of Dubuque and Dubuque
Main Street (DMS). DMS, a downtown development corporation, salutes and endorses
the City's important effort to update and consolidate design manuals into one
comprehensive document for use by the citizens of Dubuque.
Once completed, this document will assist DMS's efforts to aid property owners and
tenants in maintaining and renovating their properties according to the highest standards
of preservation. This document would be an excellent resource when conducting site
visits with property owners and tenants with design experts from Main Street Iowa, a
complimentary service from DMS to any property owner or tenant within Dubuque's
historic districts.
Having these guidelines easily accessible and catalogued is critical to meeting the
demands of a modern preservation program and will help to avoid costly errors in
renovation projects while maintaining the highest level of preservation possible.
There is no question this project will be a catalyst to positive reconuuitment in our city
for historic preservation, but we also believe this initiative has the potential to be a
prototype for similar efforts regionally and nationally with the City's partnership with the
National Trust for Historic Preservation Office of Sustainability and the Preservation
Green Lab project.
