The FY 2013 REAP grant provides $200,000 towards the $375,000 cost of Phase 1 of
the development of the 52 -acre site. The remaining $175,000 is available from state,
City and private funds. The project will be based on the 2012 master plan and public
survey. Phase 1 improvements include: prairie restoration, wildlife buffer, overlook/
outdoor classroom, youth group camp area, interpretive signage and outdoor exhibits,
shelter, and ADA- compliant restrooms, paved bike /hike trail, and trailhead parking.
Recommendation
I recommend that the City Council adopt the attached resolution approving the REAP
grant agreement with the IDNR for development of phase 1 of the E.B. Lyons
