Residential Parking Permit District (RPPD)
A petition was received on November 3, 2005, requesting a Residential Parking Permit
District (RPPD) designation around Lincoln School (North Booth Street, Fifth Street, and
Nevada Street).
To establish a RPPD, City Code Section 32-383, paragraph 2 requires that at least 80%
of the curbside parking spaces of the parking permit district be utilized during the peak
periods. Several visits were made to the area to count the number of vehicles utilizing
the street parking, and a 50% parking utilization was seen.
Mr. John Kompare, the lead petitioner, was notified, and he requested that the study be
postponed until spring of 2006, when there may be a greater number of vehicles parking
in the proposed RPPD. The Engineering Department will contact Mr. Kompare in the
spring of 2006 to reconsider the RPPD request and conduct another parking survey.
At this time, no action is required of the City Council.

INTRODUCTION
A petition for a Residential Parking Permit District (RPPD) designation around
Lincoln School (North Booth Street, Fifth Street, and Nevada Street) was
received by City staff on November 3, 2005.
BACKGROUND
A Residential Parking Permit District (RPPD) has been requested between the
hours of 7 AM and 5 PM, Monday through Friday except Saturdays, Sundays
and holidays. As noted on the petition, the requested boundaries of the RPPD
include portions of North Booth Street, Fifth Street, and Nevada Street.
The petition requirements are established by Section 32-383, Paragraph 1 of the
City Code which states in part that in order to be considered for a Residential
Parking Permit District designation, a group of residents must submit a petition to
the City Manager containing at least 60% of the dwelling units in the residential
area.
Having received 70% signatures, it was determined that the study could proceed
for the petition.
According to Paragraph 2 of Section 32-383, at least 80% of the curbside parking
spaces of the parking permit district must be utilized during the peak periods.
There are 94 potential parking spaces in the area requested for designation. 75
vehicles would need to be occupying the curb side parking to fulfill the 80%
requirement.
Several visits were made to the area to count the number of vehicles utilizing the
street parking. Since the results failed to meet the 80% occupancy criterion set
forth in the City Code, the lead petitioner, Mr. John Kompare, was notified.
It is his request that the study be postponed until spring, 2006, when there may
be a greater number of vehicles parking in the proposed RPPD.
RECOMMENDATION
Based on an 50% parking utilization, I cannot recommend the approval of the
request for the Residential Parking Permit District. However, the Engineering
Department is willing to contact the lead petitioner in the spring, 2006, to
reconsider the RPPD request.
ACTION TO BE TAKEN
No action is required by the City Council.

annual fee of ten dollars ($10.00) shall be charged per vehicle for a Residential Parking
Permit; not more than two (2) Residential Parking Permits shall be issued to any
dwelling unit, and only vehicles with a permit shall be allowed to park curb side in the
district between the hours identified above and as identified by City Council. (The
annual fee is subject to change by City Council action).

DISTRICT DESIGNATION
We, the undersigned citizens, residing on the following street(s) respectfully petition the
City Council to establish a Residential Parking District (RPPD) with the following
boundaries:
North Booth Street to include housing from 775 N. Booth to the comer house at 5th street
(the house on the comer of Booth & 5th st. actually has an address of 1201 5th street)
also, include housing on Booth street (other side of 5th street) down to 432 N. Booth
Street.
5th Street from address 1214 West fifth (5th) street to 1090 West fifth (5th) street - also,
include addresses 1091 and 1085 West fifth (5th) street.
Nevada Street housing from 850 Nevada Street toS20 Nevada Street, include housing at
767 and 791 Nevada street. Include housing on Nevada street on the other side of west
5th street down to the 450 Nevada address.

SUBJECT: Petition for RPPD around Lincoln School
Staff has monitored parking in the area described by the petitioners in the area
around Lincoln School. Results so far have failed to meet the 80% occupancy
criterion set forth in the City Code.
The lead petitioner, John Kompare, was contacted about the results. He has
requested the study be postponed until spring when he thinks more vehicles
could be parking on the street.
If staff were to make a recommendation based on current findings the City Code
would not allow a recommendation for approval. The petition would then be
denied.
If you accept Mr. Kompare's request to postpone the study, I think it should be
made known to the City Council.
