SUBJECT: Flint Hill and Cross Hill Drive Parking
A petition was received from owners/managers and employees of businesses on Flint
Hill drive requesting that semitrailer parking be prohibited on Flint Hill Drive because it
restricted motorists' visibility, especially during the daytime hours, for customers/clients
entering and exiting Flint Hill Drive. A subsequent request was received from Kevin
Kehl, who owns all the property on either side of Cross Hill Drive, to have that street
also included in the amendment to the ordinance.
City Engineer Gus Psihoyos recommends that semitrailer parking be restricted on both
sides of Flint Hill Drive from Twin Valley Drive to its southerly terminus and on Cross Hill
Drive from Flint Hill Drive to Rockdale Road.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The City of Dubuque received a July 29, 2005 petition from owners/managers and
employees of businesses on Flint Hill Drive requesting that semitrailers be prohibited
from parking on Flint Hill Drive.
BACKGROUND
In the petition, the owners/managers and employees of businesses on Flint Hill Drive
indicated that semitrailer parking restricted motorists' visibility, especially during the
daytime hours, for customers/clients entering and exiting Flint Hill Drive. It was also
noted that, at times, traffic was reduced to one lane due to semitrailer parking on
both sides of the street.
DISCUSSION
The City Engineering Department and the Police Department believe this is a
reasonable request and the safety concerns expressed in the petition are legitimate.
It was unclear if all property owners were aware of the petition so on December 20,
2005, a letter was sent to them indicating that the Engineering Department was
preparing to make a recommendation to the City Council to restrict semitrailers from
parking on both sides of Flint Hill Drive.
On January 9, 2006, Kevin Kehl contacted the Engineering Department regarding
the petition. Mr. Kehl supports the proposed amendment to restrict semitrailer
parking on Flint Hill Drive. However, he is also requesting that the restriction be
extended to include Cross Hill Drive. The Kehl family owns all the property on either
side of Cross Hill Drive.
RECOMMENDATION
I would recommend that semitrailer parking be restricted on both sides of Flint Hill
Drive, from Twin Valley Drive to its southerly terminus and Cross Hill Drive, from
Flint Hill Drive to Rockdale Road.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance to restrict semitrailer
parking on.

ORDINANCE NO. 7-06
AN ORDINANCE AMENDING SECTION 32-267.1 OF THE CODE OF
ORDINANCES OF THE CITY OF DUBUQUE, IOWA, PROVIDING FOR
PARKING RESTRICTIONS FOR SEMITRAILERS ON DESIGNATED STREETS
OR PORTIONS THEREOF BY ADDING CERTAIN PORTIONS OF FLINT HILL
AND CROSS HILL DRIVE
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1, That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by adding to the following new Section 32-267.1 thereof as follows:
"Sec. 32-267.1. Parkinq Restrictions for Semitrailers on Desiqnated
Streets or Portions Thereof'.
Where spaces have been designated by signs or markings for "No Parking
Semitrailers", it shall be unlawful for the operator of any such vehicle to stop,
stand or park in the following area:
Flint Hill Drive, both sides, from Twin Valley Drive to its southerly terminus.
Cross Hill Drive, both sides, from Flint Hill Drive to Rockdale Road.
Passed, approved, and adopted this 17th day of January, 2006.

Dear Flint Hill Drive Property Owner:
The City of Dubuque has received a petition from owners/managers and
employees of the businesses on Flint Hill Drive to prohibit semis from parking on
the street. It is not known if all property owners are aware of this petition.
The City Engineering Department and Police Department believe this to be a
reasonable request and addresses the legitimate safety concerns as expressed
in the petition.
The purpose of this letter is to inform you, as an owner of property on Flint Hill
Drive, that the City Engineering Department is prepared to make a
recommendation to the City Council to restrict semitrailers from parking on Flint
Hill Drive.
Parking would be restricted under Section 32-267.1 Parking Restrictions for
Semitrailers on Designated Streets or Portions Thereof:
Where spaces have been designated by signs or markings for

We the business residents of Flinthill Dr. in Dubuque, petition that it be posted, that there be
no semi parking on this street. The trucks are a hazard to our customers/clients, as the
result of reduced or even zero visibility entering and exiting the street, which is exceedingly
busy during the day. Many times these semi's are on both sides of the road, reducing it to
