Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities for up to $15,000
for Sageville School.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Commission for funding from the
Capital Grant for Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $317 818.
At its meeting on November 7, the Commission approved a request for funding from the Sageville School for up to $15,000 to
purchase production equipment, including a camera, tripod, lights, accessories, editing computer, and software.
RECOMMENDATION
I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file,
and approve. Thank you.

am now at Sageville School and would like to continue to produce projects with our kids here, but the
school Tacks the necessary hardware and software. I intend to create projects that would be on our
website along with the DCSD TV channel.
Describe how the community will benefit from your request:: By airing our videos on the DCSD cable
channel, we will reach out to the community and provide original programming that reflects the good
things happening at Sageville. The videos will be both documentary style and also fictional motion
pictures (ala my previous Fulton Films efforts). The videos will also find a home on the Sageville web
site.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
DUBUQUE COMMUNITY SCHOOL DISTRICT
This Capital Grant for Access Equipment and Facilities Award Agreement
(Agreement), dated for reference purposes the /1 day of Tnc.q/'y , 201, is
made and entered into by and between the City of Dubuque, Iowa ('City) and Dubuque
Community School District (School District).
Whereas, Section 6(b) of the Cable Franchise Agreement between City and
MCC Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment
and Facilities for capital support for PEG and I -Net use; and,
Whereas, School District has submitted a grant application; and,
Whereas, City has approved the grant application, on the terms and conditions
set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND SCHOOL
DISTRICT AS FOLLOWS:
1. City hereby awards a grant (the Grant) to School District in the amount of
fifteen thousand dollars ($15,000.00) for its facility at Sageville Elementary
School.
2. The Grant must be used solely for the purpose(s) described in School
District's application for funding, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. School District shall name City as a Loss Payee under School
District's property insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non - commercial purposes.
6. School District shall produce a minimum of thirty (30) minutes of
programming at Sageville Elementary School per quarter of the calendar year to
air on the educational access channel reserved for School District.
7. All programming produced by School District shall air on the educational
access channel reserved for School District.
8. Failure by School District to abide by the terms and conditions of this
Agreement may result in forfeiture of the equipment and facilities purchased with
the Grant. City shall provide written notice to School District of any such failure
and School District shall have thirty (30) days in which to correct such failure. In
the event School District fails to cure such failure within such thirty (30) day
period, School District shall within ten (10) days thereafter return all equipment
and facilities purchased with the Grant and the balance of any Grant funds
remaining to City.
