Water Department Manager Bob Green recommends award of the contract to the low bidder, Price Industrial Electric, in the amount of $196,475.00. The low bid is $22,775.00, or 13% above the engineer's estimate, but City staff has identified funding to continue with the project. DISCUSSION This contract is for the execution of the construction required to replace the existing power conductors for the wells located at A.Y. McDonald Park, 2690 Rhomberg Ave. and 2200 Lincoln Ave. Six (6) contractors bid on the construction RFP for this project. The firms that submitted proposals are as follows: COMPANY 1. BUDGET IMPACT The estimate of costs for the Well Field Electrical Upgrades is as follows: Construction Cost Contingencies Engineering Design & Inspection Fees $196,475.00 $ 19, 647.50 $ 39, 920.00 Total Estimated Project Cost $256,042.50 The estimate of total cost is approximately 32% higher than the budgeted amount. The engineer's estimate for construction was $173,700.00. The low bid of $196,475.00 is $22,775.00 or 13% above the engineer's estimate. Six bids were received for this project. A tabulation of the bids is enclosed. After reviewing the bids, it was determined the low bid was submitted by Price Industrial Electric, Inc. of Hiawatha, Iowa, in the amount of $196,475.00. We believe Price Industrial Electric has the experience, workforce and equipment to properly complete this contract. We recommend award of the Eagle Point Water Plant Well Fields Electrical Upgrade 2012 project to Price Industrial Electric, Inc. in the amount of $196,475.00. Whereas, said sealed proposals were opened and read on the 8th of November, 2012 and it has been determined that Price Industrial Electric of Hiawatha, IA with a bid proposal in the amount of $196.475.00, is the lowest responsive, responsible bidder for the Project. Whereas, it has been determined that it is in the best interest of the City of Dubuque to enter into an improvement contract with Price Industrial Electric for said project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Price Industrial Electric, and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
