The Iowa Department of Transportation received competitive bids for the Brunskill Road
Bridge Reconstruction Project. City Engineer Gus Psihoyos recommends City Council
approval of the award of the contract to the low bidder, Taylor Construction, Inc., in the
amount of $791,970.65, subject to the concurrence and approval of the Iowa
Department of Transportation.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Brunskill
Road Bridge Reconstruction Project.

The Brunskill Road Bridge (FHWA No. 502740) is located over the North Fork Catfish
Creek and was built in the 1900's. The City's bi- annual bridge inspections were completed
in August 2009. Based on this inspection, IIW Engineers and Surveyors (IIW) elected to re-
rate the Brunskill Road Bridge to take into consideration the existing observed conditions.
As a result of the re- evaluation, the posted weight limit was reduced from 10 ton to 6 ton.
Due to the age of the structure, the current load restriction, together with the substandard
roadway and bridge geometry, the bridge will require complete reconstruction. Based on
the type, size and location (TS &L) study and hydraulic modeling, it was determined that a
double span bridge will be required on Brunskill Road.
In September, 2009, the City requested that the Iowa Department of Transportation (Iowa
DOT) place the Brunskill Road Bridge on the City Bridge Candidate List for FY2011 Bridge
Replacement Program funding.
On November 19, 2009, the City received notification from the Iowa DOT that the Brunskill
Road Bridge had ranked high enough on the City Bridge Candidate List to be eligible to
receive federal funding for replacement.
On December 21, 2010, the City informed the Iowa DOT of its intentions to formally accept
the offer for Bridge Replacement Funds. The federal bridge replacement program will
provide 80% funding of the eligible participating costs or $1,000,000.00 whichever is less
and the City will be responsible for the remainder of the funding.
BID RESULTS
The Iowa DOT received competitive bids for the Brunskill Road Bridge Reconstruction
Project on November 20, 2012. Taylor Construction, Inc. of New Vienna, Iowa submitted
the low bid in the amount of $791,970.65. This amount is 0.13% under the estimate of
probable cost. A summary of the bid proposals received are as follows:

The grant funding agreement between the Iowa DOT and the City provides for the
utilization of federal Bridge Replacement Funds for eligible construction costs for the
reconstruction of the Brunskill Road Bridge. The portion of the eligible construction costs
reimbursed by federal aid funds shall be limited to a maximum of 80% of eligible
participating costs or $1,000,000, whichever is Tess. All other costs, such as preliminary
engineering (PE), Final Engineering (FE), and construction engineering (CE) will be funded
solely with City funding.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the Brunskill
Road Bridge Reconstruction Project, Iowa DOT Project No. BROS -2100 (659) -8J -31 to
Taylor Construction, Inc. in the amount of $791,970.65, subject to the concurrence and
approval of the Iowa Department of Transportation.

Whereas, the Iowa Department of Transportation received competitive bid
proposals for the Brunskill Road Bridge Reconstruction Project (Project) pursuant to
Resolution No.298 -12 and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 9th day of November, 2012, and
Whereas, said competitive bid proposals were opened and read by the Iowa
Department of Transportation on the 20tn day of November, 2012 and it has been
determined that Taylor Construction, Inc. of New Vienna, Iowa, with a bid proposal in
the amount of $791,970.65, is the lowest responsive, responsible bidder for the Project,
and
Whereas, it has been determined that it is in the best interest of the City of
Dubuque to enter into an improvement contract with Taylor Construction, Inc. for said
Project, subject to the concurrence and approval of the Iowa Department of
Transportation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Taylor
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project, subject to the
concurrence and approval of the Iowa Department of Transportation.
