Minutes Long Range 1 18 06 . MINUTES LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, January 18, 2006 7:00 P.M. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa '< v PRESENT: Chairperson Charles Winterwood; Commissioners Jim Prochaska, Patricia Cline, Shannon Lundgren and Lou Oswald; Staff Members Laura Carstens and David Johnson. ABSENT: Commissioners Rick Stein and Mary Lynn Neumeister. CALL TO ORDER: The meeting was called to order at 7:00 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Cline, seconded by Prochaska to approve the minutes of December 21, 2005 as submitted, passed unanimously. ELECTIONS Motion by Prochaska, seconded by Cline, to nominate Vice-Chairperson Winterwood for Chairperson of the Long Range Planning Advisory Commission. Motion passed by a vote of 5 to O. Motion by Cline, seconded by Oswald, to nominate Commissioner Jim Prochaska for Vice- Chairperson of the Long Range Planning Advisory Commission. Motion passed by a vote of 5 to O. Motion by Cline, seconded by Lundgren, to approve the nominations. Motion passed by a vote of 5 to O. ACTION ITEM Manasseh House Urban Revitalization Area Plan Staff Member Aggie Tauke, on behalf of the Housing and Community Development Department, requested the Long Range Planning Advisory Commission review and make a recommendation to the City Council regarding the creation of the Manasseh House Urban Revitalization Area Plan. She stated the Manasseh House Urban Revitalization Area Plan will create an urban revitalization area at 2080 Elm Street to allow property tax exemption for a proposed 19 room single-room occupancy (SRO) facility for low and moderate income women. Staff Member Tauke explained the SRO facility will be located on a vacant site at 2080 Elm Minutes - Long Range Planning Advisory Commission January 18, 2006 Page 2 Street. She stated the Manasseh House Urban Revitalization Area Plan supports several goals of the 2002 Dubuque Comprehensive Plan. She stated the Housing and Community Development Department supports the creation of the Manasseh House Urban Revitalization Area Plan. Michelle Mihalakis, the proposed owner and manager of the SRO facility, stated the SRO facility will be new construction. She added the Manesseh House will offer much needed supportive services to underprivileged women. The Commission was in agreement that the Manasseh House Urban Revitalization Area Plan would be a benefit to the Dubuque community. The Commission felt Manasseh House Urban Revitalization Area Plan would be consistent with the goals of the Dubuque Comprehensive Plan. Motion by Cline, seconded by Prochaska, to recommend approval of the Manasseh House Urban Revitalization Area Plan and that the plan is consistent with the 2002 Dubuque Comprehensive Plan. Motion carried by a vote of 5-0. LIAISON/SUBCOMMITTEE REPORTS Enterprise Zone Commission: No report. COMPREHENSIVE PLAN UPDATE Confirm list of Communitv Stakeholders The Commission discussed the updated list of Community Stakeholders. Chairperson Winterwood submitted a corrected address for the Dubuque County Conservation Society. He also indicated he would like to add Parents, Families and Friends of Lesbians and Gays to the list of Community Stakeholders. Commissioner Lundgren explained the list of Community Service Organizations she submitted was current. The Commission discussed whether certain organizations should be removed or added to the list of Community Stakeholders. The Commission felt the list was comprehensive and the process will not exclude individuals or organizations from participating in the Comprehensive Plan Update. The Commission accepted the list of Community Stakeholders as submitted and amended by consensus. Confirm Comprehensive Plan Update Schedule Staff Member Carstens stated the Grand River Center Meeting Rooms are reserved for the April 19, 2006 Open House for review of the Comprehensive Plan's goals and objectives. She asked the Commission whether they wanted to transmit the Comprehensive Plan Update Schedule to the City Council for their review. She added .it will inform them of the timeframe for the plan's completion and give them an l Minutes - Long Range Planning Advisory Commission January 18, 2006 Page 3 opportunity to participate. The Commission accepted the Comprehensive Plan Update Schedule as submitted and requested it be forwarded to the City Council, by consensus. Determine Use of Communitv Indicators Staff Member Johnson explained additional Community Indicators have been updated since the December 21, 2005 Long Range Planning Advisory Commission meeting. He stated the Land Use and Urban Design Indicators will be updated in preparation for the February 15,2006 Future Land Use Map Stakeholder Meeting. The Commission discussed how the Indicators will be used. Commissioner Cline explained the indicators are also valuable to the public and decision makers beyond the scope of the Comprehensive Plan Update. The Commission and Staff discussed the limitations with data gathering for the Community Indicators. Staff Member Carstens explained some indicators, especially those dependant upon census data, cannot be documented because current information does not exist or has not been updated by the State and Federal government. The Commission asked staff to reorganize the Health Indicators for Success. The Commission requested staff provide data from selected years rather than every year that data is available. Staff Member Johnson stated he would reorganize the Community Indicators so they reflect years 1995, 2000 and 2005 or the most current data, assuming the data is available. The Commission requested Staff collect State data for the Race Breakdown Indicator. The Commission requested Staff contact the Dubuque Community School District to attempt to obtain data regarding the number and racial/ethnic demographics of students and families who have entered into and left the School District. ITEMS FROM COMMISSION Updated Bv-Laws Motion by Cline, seconded by Lundgren, to approve the by-law changes and accept the updated by-laws. Motion carried by a vote of 5-0. Commissioner Lundgren left the meeting following the vote at 7:57 p.m. Commons Survev Proiect The Commission discussed the Commons Survey Project. Chairperson Winterwood and Commissioner Oswald spoke favorably of the project. The Commission acknowledged incorporating the Commons Survey Project will require additional staff time. Chairperson Winterwood noted some of the Commons Survey goals are in the Comprehensive Plan. The Commission by consensus agreed they would utilize the Community Indicators for the current plan update and reconsider the Commons Survey Project for the next plan update. Minutes - Long Range Planning Advisory Commission January 18, 2006 Page 4 Envision 2010 Commissioner Prochaska discussed the Envision 2010 process. He spoke highly of the process and amount of time and effort the Dubuque community invested in the project. Commissioner Prochaska expressed interest in forwarding a letter to the City Council acknowledging those efforts. The Commission agreed and by consensus requested that a letter of appreciation be forwarded to the City Council recognizing the efforts invested in the Envision 2010 process.
