Staff present: Gil Spence, Pat Prevenas and Eileen Trimble
It was moved by Blocklinger, seconded by Daykin, to approve the minutes of the
November 8, 2005 meeting. The motion passed unanimously. (No December
minutes because no quorum.)
Leisure Services Manager Gil Spence updated commissioners on the following
projects:
. Bergfeld Recreation Area: Lights for the parking lot and the railing still
need to be installed.
. Gateways: Work is finished except for some tree and sidewalk work that
can't be done until spring. They will be removed from the contract so we can
close out the current contract.
. Pyatigorsk Park: The only thing left to do is the fence around the north end
where the parking lot will be.
. Water Works Park (McDonald): After dirt is hauled in, phase I will be
completed; currently preparing phase 2 specs and the work needs to be
completed by July 1st.
. Comiskey: skate park and tennis court are done except for fencing.
. Flora Park: horseshoe court area is complete; water system replacement is
about ninety percent complete.
. Allison-Henderson Park: rest rooms in both upper and lower level are
being renovated to make handicap accessible, and the flood box for flooding
ice rinks is being moved inside the building. After this project is done, the
entire park will be up to code for backflow.
Recreation Division Manager Pat Prevenas explained why staff is proposing to
change time restrictions for juniors and seniors: For years the junior and senior
rate were in effect before 4:00 p.m. weekdays and after 2:00 p.m. on Saturdays,
Sundays and holidays. The restrictions are not really necessary now, with the
number of rounds played on the course, and juniors seem to be more
experienced players now. Staff is proposing to eliminate the time restriction
totally on weekdays and allow junior and senior play after noon on Saturdays,
Sundays and holidays.
11 was moved Qy Hariehausen, seconded Qy Lvness, to remove time restriction
for iunior and senior Qolfers on weekdavs and chanqe Saturdav. Sundav and
holidav startinq time to 12:00 noon. The motion passed unanimouslv

Mr. Prevenas explained that we were going to distribute the computer sheets
from the Recreation Division budget, like the ones given out for Park Division
earlier, but did not have them ready. They will be mailed to commissioners.
Leisure Services Manager Gil Spence updated commissioners:
~ John Hail retired as Park Division Manager, effective December 30, 2005; had
a very nice retirement party on January 6th. ~ Mr. Spence is meeting weekly
with foremen and others that would report directly to Park Division Manager. ~
With the nicer weather and less snow, staff will concentrate heavily on picnic
table repair and construction. ~ One full time park ranger is still working with
tree crew to catch up on backlog of calls. ~ Gardner is in process of planting
seeds in the greenhouse activity. ~ Gardner has met with Assistant City
Manager and Public Works Department regarding the 120 hanging flower
baskets for the Riverwalk - he will be helping out by starting the plants out.. ~
We had six people within the division apply for the Park Division Manager job,
and 55 applications total. Interviews will be held fro the six current employees,
plus four or five others. The goal is to have the person hired by the beginning of
February so he or she can begin work by March 1st.
Recreation Division Manager Pat Prevenas updated commissioners:
~ Winter/spring brochures have been distributed; we now have online
registration for most classes, and in one week we have already seen $600 in
Internet registrations. Facility reservations (pavilions) will also be done on
computer software now. ~ New dodgeball league begins this week; kickball will
be offered this summer. ~ We are in the process of bidding pool concession
operation; last time it was bid out, only two bidders. ~ We are in the process of
bidding new lease for golf carts with roofs. ~ Golf Course Superintendent job is
a Civil Service position and applicants must pass an essay test; only open to City
employees. ~ Mr. Prevenas distributed a national golf course report showing
totals for public and private courses through November, 2005. ~ Golf pro
contract will be brought to you at next meeting.
· Pavilion reservations were accepted for 2006 season beginning January
3rd and we had fourteen people waiting outside the door at 8:00 a.m. and two
hours of very heavy phone business.
· Southern Avenue property: City Council approved sale of the property to
Rowells, but Zoning Commission did not approve the zoning change so it
goes back to City Council; will need 6-1 vote to overturn Zoning Commission.
ADJOURNMENT: It was moved by Daykin, seconded by Blocklinger, that the meeting be adjourned
at 5:05 p.m. The motion passed unanimously.
