Van Milligen, City Manager SUBJECT: HRDP Grant Application for Downtown Dubuque Design Guidelines A goal of the 2004 Downtown Dubuque Master Plan is to establish a Design Guidelines Manual for the streetscapes and built environment of the historic downtown. The manual will be developed in two phases: (1) streetscape/landscape design guidelines, and (2) architectural design guidelines. Planning Services Manager Laura Carstens recommends City Council approval of a Historic Resource Development Program (HRDP) Grant Application in the amount of $13,000 for phase one. Whereas, the State Historical Society of Iowa has Historic Resource Development Program (HRDP) grant funds available for the preservation and interpretation of Iowa's historic and cultural resources; and Whereas, the City of Dubuque has an adopted Comprehensive Plan with goals and objectives for the preservation and interpretation of the community's historic and cultural resources; and Whereas, the City of Dubuque has adopted the Downtown Dubuque Master Plan and implementation of the plan includes the creation of design guidelines for the downtown. Implementation of each of these Priority Actions requires a budget allocation beyond the existing programs, services resources and budget of the Planning Services Department. Streetscape /Landscape Design Guidelines The Planning Services Department would retain a consultant to prepare design guidelines for enhanced public and private surface parking lots. The consultant would use the Port of Dubuque design standards and the City's existing Streetscape /Landscape Design Guidelines for historic districts as a model. The guidelines would be developed to enhance Downtown surface parking lots with internal and perimeter shade trees, low hedges, seasonal flowers, security lighting and decorative metal fencing. The consultant would finalize and distribute downtown landscape /streetscape design guidelines, including minimum requirements for landscaping surface parking lots, to property owners, local designers and builders as well as place standards on the City's web site. This project was scheduled for Fiscal Year 2008 - Fiscal Year 2009 originally. It has been moved up two years to Fiscal Year 2006 - Fiscal Year 2007 to provide guidance to Public Works, Engineering, Leisure Services, Economic Development, and Neighborhood projects. Architectural Design Guidelines The Planning Services Department would retain a consultant to prepare design guidelines for Downtown character districts. The City's Architectural Design Guidelines adopted for the historic districts and the design standards adopted for the Port of Dubuque would be used as a model. The consultant also would obtain sample guidelines from other markets with a similar inventory of historic and architectural resources. The City Council would establish a Downtown Design Guidelines Task Force of local design, development and business owner professionals, including representatives of Dubuque Main Street Ltd. The Task Force would work with City staff and the selected consultant to prepare the design guidelines to specifically address unique conditions presented by historic Downtown properties. The Task Force would prepare final draft design guidelines, and then present to the City Council for approval /adoption. This project was scheduled for Fiscal Year 2010 - Fiscal Year 2012 originally. It has been moved up two years to provide guidance to Economic Development, Housing and Community Development, and private development projects. JUSTIFICATION This project implements the action steps in the Historical Features Element and Public Space and Open Areas Element of the Downtown Dubuque Master Plan, achieving the following outcomes: Quality design and preservation for historic downtown properties and enhanced public and private surface parking lots. RELATIONSHIP TO OTHER PROJECTS This project implements the Downtown Dubuque Master Plan. Action steps In the Downtown Master Plan related to the Update of the Zoning and Subdivision Ordinances will be addressed as part of that effort. This project also implements the Comprehensive Plan's Land Use and Urban Design Element: Goals 2.4, 5.2, 5.4, 9.1, 9.2, 9.3, 9.7, and 9.8; the Infrastructure Element. The community has a stable, diversified manufacturing base and a growing service sector. Dubuque is the major retail, medical, education and employment center for the tri-state area. Tourism linked to the ~ssissippi River and historic architecture continues to be a major economic force. The city of Dubuque has a Historic Preservation commission and has funded inventories of historic properties as well as grant and loan programs for rehabilitation of historic homes and buildings. Downtown Dubuque is a Cultural and Entertainment District. Dubuque has six National Register districts, with five of them in and around Downtown. Downtown Dubuque includes the central business district, mixed-use neighborhoods, and a warehouse district. Scored Criteria Narratives As Iowa's oldest city, Dubuque has a substantial collection of historically and architecturally significant structures. Five of Dubuque' s six National Register districts are in and around Downtown. The Downtown area includes the central business district, transitional mixed-use neighborhoods north, west and northeast of downtown, and an industrial district on the east. Downtown Dubuque contains many significant institutional, commercial, and industrial buildings that reflect a variety of styles and materials. Many buildings house a mix of uses, with first floor retailJoffice uses and housing on the upper floors. The historic downtown neighborhoods include two- and three-story buildings that are still fully residential. In addition, large brick warehouses form a historic mill-working industrial area adjacent to Downtown. Downtown includes a number oflandmark structures, such as the Dubuque County Courthouse, City Hall, Carnegie Stout Public Library, Grand Opera House, Five Flags Theater, U.S. Post Office, Ryan House, Masonic Temple, and the Town Clock. The portions of Downtown Dubuque outside the City's five Historic Preservation Districts are designated as a Conservation District. A Conservation District is an area of the city composed of structures that have historical or architectural value. These districts have served as precursors to the Historic Preservation Districts. In Conservation Districts, the Building Official cannot issue demolition permits without approval by the City Council. The City Council has given the Historic Preservation Commission (HPC) the responsibility to review demolition requests in the Conservation Districts. The HPC serves in an advisory role to the City Council, providing a recommendation for approval or denial of a demolition request. The City Council has created nine Conservation Districts to help protect 960 architecturally and historically significant structures from being demolished without review. Architecturallhistoric surveys/evaluations ofthese districts have identified the most significant structures and potential historic districts. 1 City of Dubuque Downtown Dubuque Design Guidelines: Phase 1 (Streetscape/Landscape Guidelines) The Design Guidelines Manual will present illustrated and descriptive suggestions with the intent to preserve, retain, and replicate the features of the Downtown Conservation District that will give the district a "sense of place". The City of Dubuque will solicit proposals from qualified historic preservation consultants with demonstrated experience in design guideline development and who meet the Secretary of the Interior's Professional Qualification Standards for Architectural History or Preservation/Historic Architect . All work on the project will conform to the "Secretary of the Interior's Standards and Guidelines for Preservation Planning, Registration, and Treatments for Historic Preservation Projects", Federal Register of September 29, 1983. 4. Without a Design Guidelines Manual for Downtown Dubuque, the architectural and historical resources will not be appreciated, conserved, and retained. Public and private investment in the downtown will not be guided in historically and appropriate design. Important features of downtown's historic, cultural, and architectural resources may be removed, obscured, or altered. A goal of the 2004 Downtown Dubuque Master Plan is to establish a Design Guidelines Manual for the streetscapes and built environment of the historic downtown. This project also will help meet the following goals of the 2002 Dubuque Comprehensive Plan: . Dubuque is a community well known for its historic beauty and, in particular, the Victorian architecture that makes up much of the downtown and surrounding neighborhoods. The historic, architectural and cultural resources of Dubuque are the community's No.2 tourist attraction, after the Mississippi River. Downtown Dubuque has been designated as a Cultural and Entertainment District by the State ofIowa. The Design Guidelines Manual will include a discussion of integrating streetscape improvements in Downtown Dubuque's historic commercial districts and mixed-use neighborhoods. The manual will contain an annotated outline of design review issues. The outline will cover the following topics: historical character of the downtown sub-districts, description of building types and styles; identifying the character defining features of the building types or styles that are encountered in the sub-districts; and objectives of the design review process. 7. Input from the Historic Preservation Commission, property owners in the downtown area, Old House Enthusiasts, Dubuque Main Street Ltd., Dubuque County Historic Society, Dubuque Area Chamber of Commerce, neighborhood associations, and the State Historic Preservation Office will be incorporated in the development of the Downtown streetscape and landscape guidelines.
