SUBJECT: National League of Cities Legal Defense Fund
The City has received the annual invoice for the National League of Cities (NLC)
membership dues. Included with the invoice was a request to contribute to the Legal
Defense Fund.
The NLC Board of Directors has authorized the creation of a NLC Legal Defense Fund.
This fund will be supported in part by voluntary contributions from NLC members. The
fund will cover fees for carefully selected litigation on behalf of cities, towns, and villages
where a court decision or regulatory ruling - either favorable or unfavorable - could
have significant impact on a large number of municipalities.
The NLC Board suggested that member cities make an annual contribution to the NLC
Legal Defense Fund of an amount equal to five percent (5%) of their annual NLC dues.
Funds collected will accumulate in an interest-bearing account. A committee of local
government legal experts will oversee the fund's operations and select the cases on
which NLC will intervene.
I respectfully recommend that the City of Dubuque contribute to the NLC Legal Defense
Fund. Funds are available in the City Manager's Office conference budget for this $198
expenditure.

economic development purposes and working to minimize the impact of new federal restrictions on
the use of eminent domain.
. Working to educate members of Congress on the importance oflocal governments' authority to
manage and collect revenue for the use of their local rights-of-way.
. Working to secure a date certain for the release of broadcast spectrum for interoperable public
safety communications.
. Monitoring federal legislative proposals intended to provide relief to hurricane victims to ensure
that they are consistent with municipal policy.
. Working to defeat the Gasoline for America's Security Act of 2005 in the House that would
