This grant requires no cash match and is for a four year period beginning October 1, 2006 to September 30, 2009. This grant provides funds for additional overtime for illegal drug investigations and special enforcement teams. Additionally, the grant provides funding for instructors, supplies and materials for the Citizen Police Academy, specialized equipment for tactical operations and safety equipment and clothing for the Dubuque Police Auxiliary Unit. Police Chief ~ Re: 2006 Justice Assistance Grant (JAG) Application INTRODUCTION: The purpose of this memorandum is to request City Council approval of the 2006 Justice Assistance Grant (JAG) application. The grant is for $29,008 and requires no cash match. The grant period is for four years beginning October 1, 2006 to September 30,2009. BACKGROUND: The 2006 Justice Assistance Grant (JAG) streamlines justice funding and grant administration replacing the Local Law Enforcement Block Grant (LLEBG). The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local units of government with grant funds for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for anyone or more of the following purpose areas: . Law Enforcement Programs . Prosecution and Education Programs . Corrections and Community Corrections Programs . Drug Treatment Programs . Planning, Evaluation, and technology Improvement Programs The Edward Byrne Memorial Justice Assistance Grant blends in part the Edward Byrne Memorial Grant Formula, primarily used by the Dubuque Drug Task Force (DDTF), and the Local Law Enforcement Block Grant (LLEBG) Program. Although the Edward Byrne Memorial Grant is available this year, the funding continues to be severely restricted through federal budget cuts. The design of the Justice Assistance Grant offsets some of the financial losses related to overtime expenses for the Edward Byrne Memorial Grant. 1 DISCUSSION: The Justice Assistance Grant provides funds for the police department and the Dubuque County Sheriff's Office additional overtime funds for illegal drug investigations and special enforcement teams. Additionally, the funds provide funding for instructors, supplies and materials for the Citizen Police Academy, specialized equipment for tactical operations and safety equipment and clothing for the Dubuque Police Auxiliary Unit. The total amount allocated is $29,008 to be expended over four years. ACTION REQUESTED: It is recommended that the City Council endorse the 2006 Justice Assistance Grant (JAG) application to be submitted to the U.S. Department of Justice Programs by March 2, 2006. The five components include: 1) Provide overtime funds for the Dubuque Drug Task Force for use in the identification, investigation, apprehension, and prosecution of illegal drug distributors, manufacturers, and users. 2) Provide overtime funds for Special Project Enforcement Teams for the enforcement and apprehension related to various crime spree efforts. These enforcement teams enable special "task force" teams to be formed to suppress crime sprees related to area burglaries, robberies, identity thefts, organized shoplifting, alcohol, financial crimes, and other organized joint criminal behaviors. 3) Provide overtime funds for Special Weapons response for barricaded subjects, hostage situations, and critical incidence response to industry, business and school situations. Additionally, these funds are used to purchase special equipment related to these rapid responses. 4) Provide overtime funds for Citizen Police Academy instructors and funds for supplies and materials. 5) Provide safety clothing and equipment for Dubuque Police Auxiliary Unit for use when assisting the police department with traffic direction and assistance, escort services, crime scene security, and other similar activities. PROBLEM STATEMENT/NEEDS ASSESSMENT: The City of Dubuque and Dubuque County Law Enforcement and Prevention Project allows additional staff hours to key enforcement areas. The Dubuque Drug Task Force is a combined group of law enforcement officers from the Dubuque County Sheriffs Office and the Dubuque Police Department. Over the last year, Dubuque County has continued to execute a number of investigations related to illegal methamphetamine labs. This has created a consistent and continuous strain on current resources. The grant application allows overtime funds for task force officers to continue their investigations past regular duty hours. Additionally, the City of Dubuque and Dubuque County continues to experience an increase in crime sprees associated with this illegal drug use. These include business and home burglaries, organized shopliftings, crimes against persons, and financial crimes. With additional overtime funds through the grant, we are able to develop and implement special enforcement "task force" teams to spearhead multiple officer teams to respond. The City of Dubuque has a tactical response team comprised of patrol and investigative officers trained in tactical response. Grant funding financially supports through overtime funds team call-out for high-risk situations and tactical response. As this team grows, grant funding allows the addition of specialized equipment for this team. Prevention activities include an annual Citizen's Police Academy (CPA) for citizens to experience a 12-week program of how police operations function. The grant funds class supplies and materials along with overtime funds for instructors. Lastly, the grant provides safety clothing and equipment to the Dubuque Police Auxiliary Unit. The Dubuque Police Auxiliary Unit is comprised of non-sworn volunteers who assist the police department with a variety of non-emergency efforts. Those efforts include: traffic direction, crime scene security, special festival traffic safety and parade escort services and other similar functions. BUDGET: 1.
