Amendment to Residential Parking Permit District
A petition for an amendment to Residential Parking Permit District "G" was received
requesting the addition of West 16th Street and Catherine Street to this district.
Several visits were made by the Engineering Department to the area and no more than
six vehicles have ever been observed to be parking on the two streets. To meet the
80% requirement, at least 26 vehicles would need to be parking in those spaces during
peak periods. The petition contact person did call one afternoon during a sporting event
taking place on the field across from 669 West 16th Street, but due to the short notice,
no staff member was available to visit the area at that time.
While the City acknowledges that occasional events at Loras College may contribute to
the parking concerns of the residents, there does not appear to be a consistent long-
term parking problem.
City Engineer Gus Psihoyos recommends that the ~etition for an amendment to the
Residential Parking Permit District "G" for West 16t Street/Catherine Street be denied.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Amendment to Residential Parking Permit District
INTRODUCTION
A petition for an amendment to Residential Parking Permit District "G" adding
West 16th Street and Catherine Street was referred by the City Council to the
Engineering Department at the City Council meeting of May 16, 2005.
BACKGROUND
On May 17, 2004, the City Council passed, approved and adopted an ordinance
providing for the designation of West 15th Street from Cornell Street to Fairview
Place, West 16th Street from Catherine Street to Fairview Street, Cornell Street,
and Pickett Street as Residential Parking Permit District "G". The petition
requests an amendment to District "G".
The requirements for a Residential Parking Permit District are provided in City of
Dubuque Code of Ordinances S 32-383(1), which states in part that in order to be
considered for a Residential Parking Permit District designation, a group of
residents must submit a petition to the City Manager which includes at least 60%
of the dwelling units in the proposed district. The petition requesting the
amendment included residents from 83% of the dwelling units, which meets the
requirements of S 32-383(1) for further consideration.
The petition requesting the amendment was referred to the Engineering
Department just two days after the last day of classes at Loras College. After
speaking with the petition contact person, it was agreed that the required study
should be postponed until the beginning of classes, which was August 29, 2005.
City of Dubuque Code of Ordinances ~ 32-383(2) requires that for designation of
a district, at least 80% of the curbside parking spaces of the district must be
utilized during the peak periods. There are 33 potential parking spaces in the
area requested for designation. Twenty-six vehicles parking in those spaces
during peak periods would be necessary to meet the 80% requirement.
Several visits were made by the Engineering Department to the area to count the
number of vehicles utilizing the street parking. The number of vehicles observed
utilizing the parking spaces during each visit was very low, three to six vehicles.
The contact person was called and asked to provide a time at which the study
could be done to accurately determine the number of vehicles utilizing the
parking spaces. The Engineering Department was called one afternoon by the
contact person during which a sporting event was taking place on the field across
from 669 West 16th Street, which is at the westerly end of the street, but due to
the short notice, no staff member was available to visit the area at that time.
However, several subsequent visits have been made and no more than six
vehicles have ever been observed to be parking on the two streets.
While the Engineering Department acknowledges that occasional events at Loras
College may contribute to the parking concerns of the residents, especially at the
end of West 16th Street, there does not appear to be a consistent long-term
parking problem occurring on this portion of West 16th Street.
RECOMMENDATION
Based on the results of the studies, the Engineering Department does not believe
the requirements of the ordinance have been met for an amendment to the
district. I am not recommending the approval of the request for an amendment to
the Residential Parking Permit District.
ACTION TO BE TAKEN
Based on the parking study conducted by the Engineering Department, I
recommend that the petition for an amendment to Residential Parking Permit
District "G" for West 16th Street/Catherine Street be denied.

annual fee of ten dollars ($10.00) shall be charged per vehicle for a Residential Parking
Permit; not more than two (2) Residential Parking Permits shall be issued to any
dwelling unit, and only vehicles with a permit shall be allowed to park curb side in the
district between the hours identified above and as identified by City Council, (The
annual fee is subject to change by City Council action).
