" It also provides protection as stated: 1.1 Preserve historic and aesthetic character and function of established neighborhoods. 1.5 Protect existing residential araes from encroachment by incompatible development. 4.5 Limit development along bluff lines and protect scenic vistas. 5.2 Protect and Dreserve the clty's...natural environment. 5.3 Protect natural vistas from the clutter of inappropriate physical development. 7.2 Encouraoe envlronmentalty appropriate public use of, and access to, the community's bluffs. 7.3 Enhance protection and restoration of these sensitive areas as development and redevelopment occurs. 9.1 Enhance the aesthetics of new and existing development - with special sensitivity to the historic character n. in the community. 9.3 Encouraae environmentally compatible and sensitive design that fits the development site. The Dubuque Comprehensive Plan reflects a consensus of community values for improving the oualitv of life in Dubuque, while building on Vision 2000 with objectives for physical, economic and social aspects of our community. A community's vision of the future depends upon the efforts of its citizens. In an article from Tomales Bay Insmute, they refer to our community as being a "Common Habitat". Each generation receives our habitat as a gift-a shared inheritance. Along with this tremendous gift comes a responsibility: to oass this oift on to the next oeneration in as oood of condition as it was received. Our Dubuque Common Habitat is most likely worth trillions of dollars. The overall Common Habitat of Dubuque is the predecessor of both market and state, the repository of tradition and leaming and the sustenance of life itself. Our community leaders, city employees and each and every Dubuque citizen, must continue to protect and nurture our commons with as much enthusiasm as they now devote to protecting and nurturing the market. Short term benefits must be weighed against long term impacts to the community's quality of life.
