Minutes_Human Rights Commission 9 10 12CITY OF DUBUQUE HUMAN RIGHTS COMMISSION MEETING MINUTES OF September 10, 2012 Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at 4:40 p.m. on Monday, September 10, 2012, at the City Hall Annex, 1300 Main Street, Conference Room II Dubuque, Iowa. Roll Call: Present: Anthony Allen, Chair Andrea Beacham Mike Elliott Andrea Helgager Absent: Judie Root Staff: Miguel Jackson RRS Stewart, Vice -Chair Carol Spinoso Kelly Larson Approval of Minutes Commissioner Beacham moved to approve the Human Rights Commission meeting minutes of August 13, 2012 as submitted. Commissioner Elliott seconded. All in favor. Commissioner Stewart abstained. Reports Caseload Report The written report for August 2012 was submitted. Chairperson's Report Commissioner Allen reported that he has been spending a lot of time working on the DBQ Community BBQ planning committee, and that the Dubuque Independent Football League board has approved a $500 donation to each the BBQ and Better Together Dubuque diversity conference. Director's Report A written report for August was submitted. The application form for the Intercultural Leadership training that begins on October 18 will be emailed to commissioners. Old Business Review and discuss current goals and collaborations Joint Goal #1 & 5: Dubuque Community BBQ — September 22, 2012 Chuck Goddard from the DMASWA was present to talk about recycling requirements for the event. Chuck will work directly with Ricardo in setting up the recycling bins. It was reported that Ricardo is waiting for a response from Save -A -Lot about possibly providing the meat for the BBQ. He will also make contact with Sam's Club and Wal -Mart today. Currently there has been $2,275 in donations pledged for the BBQ, along with various gift certificates from local businesses. Sugar Ray will donate the grills, and he will either provide the food at a 20 - 30% discount, or if meat is provided, he will do the grilling. The media release was sent out today, flyers are being distributed, letters to local businesses have gone out, flyers were distributed at the Farmers Market, and flyers are posted on The Jule buses. 1 Goal #2: Improve HRC quality. Commissioners Jackson, Allen. Goal #3: Improve tenant/landlord communication. Commissioners Stewart, Helgager, Root Commissioner Allen will assist. Commissioner Stewart stated that she will not be able to attend the September 12 Safe Community Advisory Committee to discuss landlord /tenant communication. Commissioner Helgager will attend that meeting. Goal #4: Decrease incidents of bullying and violence. Commissioners Beacham, Stewart and Allen. Better Together Dubuque Diversity Conference — Commissioner Beacham The planning subcommittees are working hard and the conference is coming together. They have events planned for Friday evening, October 26, Saturday, October 27, and Sunday evening, October 28.They are still working on funding. They will begin advertising shortly and the website will soon be complete so people can begin on -line registration. Mediation Initiative — Commissioner Stewart Commissioner Stewart stated that this initiative is a long -term event that is currently on the back burner due to the extensive committee work needed on both the BBQ and Better Together events. She and Commissioner Beacham will be meeting with Eric Dregne to discuss Charles Barker's mediation program on September 20. Collaboration with CFGD and Day of Peace — Commissioner Stewart Commissioner Allen will attend the September 11 Day of Peace steering committee meeting, and Commissioner Helgager will attend the September 17 City Council meeting to receive the Day of Peace Proclamation. Goal #5: Help promote the NAACP. Commissioners Elliott, Root, and Stewart New Business Appoint liaison to the International Speakers Bureau The next scheduled meeting of the International Speakers Bureau (ISB) is October 17 at 4:30 at the Presentation Lantern Center. Commissioner Helgager will attend this meeting. The ISB and the Presentation Lantern Center will host the showing of the revised Diverse Dubuque DVD on September 13 from 5:30 — 6:30 p.m. at the Sisters of the Presentation on Carter Road. Appoint liaison to Dubuque Community Advisory Panel Commissioner Elliott volunteered to serve as the Commission's alternate on DCAP. Commissioner Beacham is the primary liaison. The next meeting is September 24 at 5:30 p.m. at the Library. Attendance at Day of Peace Steering Committee Meeting Commissioner Allen volunteered to attend the meeting on September 11, 2012 at 4:30 at Clarke. Attendance at SCAC Meeting Commissioner Helgager will attend the September 12 Safe Community Advisory Committee meeting on September 12 at 6:00 p.m. at the Library. Day of Peace Proclamation Commissioner Helgager will attend the September 17, 2012 City Council meeting to receive the Day of Peace proclamation. 2 Adjournment Motion to adjourn by Commissioner Beacham, second by Commissioner Jackson. All in favor. The meeting of the Human Rights Commission adjourned at 5:50 p.m. The next regular meeting is scheduled for Monday, October 8, 2012.
