The application, staff report and related materials are attached for your review. Discussion Representatives of the applicant spoke in favor of the request, reviewing the property to be rezoned, future changes planned for the Finley Hospital campus and internal changes within the hospital. They also noted that the helipad will be moved to a rooftop location. Staff reviewed the staff report, noting that the current request is only to rezone the two parcels along North Grandview to ID Institutional District. The expansion of Finley Hospital will be the subject of a future campus amendment. Staff reviewed the surrounding zoning and land use, and noted a concept plan will require City review and approval prior to any construction on the subject property. There was one public comment regarding noise from a helicopter and the location of signage for the emergency room access. A written comment in support was received and filed. The Zoning Advisory Commission discussed the request, finding the requested rezoning was compatible with surrounding property. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Grandview Avenue, and the 444 N. Grandview property which Finley currently owns. The Siegert Funeral Home property is in the process of being acquired by Finley Hospital in order to facilitate the planned construction of a three - story, approximate 35,000 square foot addition to the Hospital. It is the only contiguous property to the main hospital campus that, in essence, resides within the "footprint" of the hospital main campus property. Background: The Finley Hospital completed a comprehensive Master Facility Plan over the past twelve months through the engagement of InVision Architects, a Waterloo, IA architectural /engineering firm. This 15 year master plan included the need to expand facilities at our Grandview Avenue campus to replace existing areas within the Hospital that create unmanageable infrastructure, space and utilization challenges. The architects and Hospital team (executives, physicians, staff and board) evaluated alternative master plans that included building a replacement hospital facility, or constructing off -site ambulatory facilities to accommodate its need to supplant aging areas within the Hospital. However, the most efficacious alternative was to acquire additional property and expand facilities at the Grandview campus. The Plan: Finley Hospital has executed a Purchase Agreement to acquire the Siegert Funeral Home property located at 390 Grandview Avenue. The purchase agreement is subject to the successful rezoning of this property to Institutional District designation. The property and improvements consist of a 25,500 square foot land area coupled with a 4,139 square foot, two -story frame building. The funeral home building would be razed to accommodate the construction of a three -story building addition to the Hospital. The proposed 35,000 square foot addition would consolidate or replace existing services currently available at Finley Hospital. It is anticipated that the net impact on parking space availability would result in a positive increase in parking. Finley Hospital is currently in the early stages of planning this addition, and will be coming forth with a comprehensive proposal at a later date. During the development, the Hospital will evaluate important issues such as parking, traffic, and storm water management. Finley Hospital is looking forward to working closely with the City of Dubuque in developing a site plan and amending the Institutional District to provide for the expanded use. A preliminary development plan was approved in 1978 and amended in 1986, 1987, 1991, 1991, 1992, 2000, and 2005 for expansions to the hospital building, parking areas and for new medical offices and a pharmacy on both sides of Delhi Street. Purpose: The Finley Hospital's request is to expand their Institutional District to permit construction of a future building addition to the facility's west side along Grandview Avenue where currently there is a single -story medical office and Siegert Colonial Mortuary. The proposed addition is needed to accommodate anticipated hospital growth. Property History: The Finley Hospital campus has seen many changes over the years. The most recent amendment allowed for campus expansion along 5th and College Streets and for the incorporation of additional property at the corner of Grandview Avenue and University Avenue along former Stewart Street to facilitate construction of the Kehl Diabetes Center, Hartig's Drug Store and additional off - street parking. Physical Characteristics: The proposed expansion will incorporate two abutting lots that total approximately one acre into Finley's campus. The properties are located on the west side of Finley's main building along Grandview Avenue. These properties are Planned District Staff Report — Finley Hospital Campus Expansion -Page 2 relatively level and abut the existing Finley Institutional District on three sides. There are currently three accesses to the subject lots all taken from Grandview Avenue. Conformance with Comprehensive Plan: The Comprehensive Plan Future Land Use Map calls for this property to remain institutional or office uses. The Comprehensive Plan encourages expansion of commercial and institutional projects in a compact and contiguous manner. Staff Analysis: Streets: The applicant is not proposing any changes to the current public street pattern around the Finley Hospital campus. There are currently three driveway accesses onto the two subject lots from the northbound lane of North Grandview Avenue. Any future building or parking lot expansion or changes to traffic circulation or access on the subject lots will be reviewed by the Zoning Advisory Commission, City Council and be required to follow the site plan review process. Sidewalks: Sidewalks are currently located along the entire frontage of North Grandview Avenue on the west side of Finley's campus, and will remain regardless of the proposed campus expansion. Parking: Finley Hospital notes in the memorandum provided to the Zoning Advisory Commission that the campus expansion is being undertaken as part of a Comprehensive Master Facility Plan that has been developed over the past 12 months. This is a 15 -year plan and its intention is to replace existing areas within the hospital which create unmanageable infrastructure, space and utilization challenges. Finley notes that they will evaluate the important issues, such as parking, traffic, and storm water management at such time as the building plans are developed. Lighting: All future campus lighting shall comply with City standards. All new outdoor lighting will be required to utilize cut -off fixtures so as to limit the impact of such lighting on adjacent properties. Signage: The district expansion request does not indicate any additional signage at this time. Therefore, Finley Hospital is currently permitted the amount of signage allotted in the 2005 Institutional District amendment. When Finley Hospital submits an amendment to the Institutional District for the proposed building expansion, the bulk standards will reflect any changes proposed for on- campus and exterior building signage. Bulk Regulations: Finley Hospital is currently bound by their existing bulk standards established in the 2005 Institutional District amendment. Any future building or parking lot expansion will require submittal of a conceptual development Planned District Staff Report — Finley Hospital Campus Expansion -Page 3 plan for Zoning Advisory Commission and City Council review. The concept plan will establish bulk regulations for setbacks, building height and parking requirements. Permeable Area ( %) & Location (Open Space): The amount of permeable area on the campus will not change until such time as the building expansion is undertaken. Required permeable area and storm water management measures will be determined at that time. Landscaping /Screening: The number, type and location of landscape plantings will not change until such time as the building expansion is undertaken. Required landscaping will be determined at that time. Phasing of development: None proposed. Impact of Request on: Utilities: Existing utilities are adequate to serve the site. Traffic Patterns /Counts: Grandview Avenue is designated as a minor arterial and carries approximately 12,400 vehicle trips per day (total in both north and south bound lanes) on Grandview Avenue along the west side of the Finley Hospital campus. Internal and external traffic circulation and the facility's interface with the public right -of -way will be reviewed when the conceptual development plan for the building expansion is submitted. Public Services: Existing public services are adequate to serve the site. Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control is provided during all phases of development. As this is a compact and contiguous expansion within the existing surrounding street pattern, it is a more efficient method of development than would be purchasing and raising satellite properties located across city streets from the Finley Hospital campus. Adjacent Properties: Currently, both subject lots are developed, one as a medical office and one as a mortuary. These uses generate a significant amount of traffic and demand on parking. Finley Hospital notes that there short -term plans are to raze the existing buildings and in the future to expand the primary hospital building in an effort to consolidate or replace existing medical services. They further state that the anticipated impact on parking demand should be minimal and possibly increase the number of available off- street parking spaces. Storm water management measures will have to meet current Unified Development Code regulations when the building is expanded. As the subject lots Planned District Staff Report v Finley Hospital Campus Expansion -Page 4 are currently being used for commercial purposes, removal of the existing buildings and expansion of the main hospital building should have very limited additional impact on the surrounding residential properties and be in character with the neighborhood and medical campus. CIP Investments: None proposed. Staff Analysis: The Institutional District regulations require that an application be filed when the district is expanded in physical area or where there are substantial on- premise expansions. The current request is to expand the physical campus area. Finley Hospital is asking to amend their existing Institutional District, by expanding it to incorporate two parcels that total approximately one acre in area along Grandview Avenue. The subject parcels are bordered on three of their four sides by the existing Finley Hospital campus, and on the fourth side by Grandview Avenue. Finley Hospital's intention is to remove the two existing buildings -- a mortuary and medical office m and in the future to expand their primary hospital building and parking area. Finley Hospital states this is an effort to more logically reconfigure the interior of their existing facility to be more efficient, provide additional space and to relocate existing services. They state that the result should be a net increase in parking availability. Finley notes that they have undertaken a twelve -month master facility plan process and are currently in the early stages of planning the main facility's building addition. If the requested expansion of the Institutional District is approved, any significant future building addition will require that a conceptual development plan be submitted and reviewed and approved by the Zoning Advisory Commission and City Council. This plan will address comprehensive campus -wide parking issues, internal traffic circulation, and will provide an elevation or rendering of the building noting its location, size, and scale. Finley Hospital was granted a similar Institutional District campus expansion in 2005, where residential properties along both College and West 5th Street were rezoned, purchased, razed and currently remain vacant. This enabled Finley Hospital to expand their parking Tots and to have additional future expansion area. Planning staff recommend that the Zoning Advisory Commission review the criteria established in Sections 5 -24 and 9 -5 of the City of Dubuque Unified Development Code regarding planned unit developments and zoning reclassification.
