questioned the process of funding for this public agency that was established to provide
services to citizens of the City of Dubuque and Dubuque, Delaware and Jackson
Counties through a 28E agreement in 1974.
The Agreement forming Operation: New View created a public agency to undertake
programs and activities which would improve economic and social conditions of low and
moderate income citizens as a community action agency as defined by Iowa Code
Chapter 28E. The agency has a governing board of twenty -seven members, three of
which are members of, or appointed by, the City Council. The original agreement was
replaced in 1985 and does not require the City to fund Operation: New View; however,
the Council has provided the Agency funding since 1987.
Based on the history and services provided by Operation: New View, the Community
Development Advisory Commission recommends that Operation: New View be defined
as a "contracted service" and apply for funding through the City's budget process.

approval.

Dear Mayor and City Council Members:
The City of Dubuque Community Development Advisory Commission has reviewed the
Council's request to reconsider the funding recommendations for the Purchase of Services
Grant (POSG) applications for the Fiscal Year 2014 budget.
Discussion
The Council reviewed the Commission's funding recommendations for the FY14 Purchase
of Services Grants at your December 3rd meeting. At that time, the Council's heard
concerns from Operation: New View regarding the process of funding their public agency
through the POSG application process since they were established in 1974 to provide
services to citizens of the City of Dubuque and Dubuque, Delaware and Jackson Counties
through a 28E agreement.
The Agreement forming Operation: New View created a public agency to undertake
programs and activities which would improve economic and social conditions of low and
moderate income citizens as a community action agency as defined by Iowa Code
Chapter 28E. The agency has a governing board of twenty -seven members, three of
which are members of, or appointed by the City Council. The original agreement was
replaced in 1985 and does not require the City to fund Operation: New View; however, the
Council has provided the Agency funding since 1987.
The City defines purchase of service activities in the FY13 budget as "services that the
City feels fit the goals and priorities of the City and are not required to be provided or
would not be provided in the normal course of City business." Contracted services are
defined as "services that the City would have within its organization regardless of who
provides the service. Contracted services in many cases leverage other resources that
would not normally be available to the City." Operation: New View was placed in the
purchase of services category in the FY13 budget and therefore was required to apply for
FY14 funding through the new Purchase of Services Grant (POSG) Application process.
Recommendation
The Commission voted to recommend that Operation: New View be removed from the
Purchases of Services Grant funding process and be defined as a "contracted service"
thereby applying for funding through the City's budget process. We also recommend that
the funding previously applied to Operation: New View be awarded to the Riverview
Center, "Dubuque Sexual Assault Therapist" application. The revised funding for the
agencies is summarized below:

The City of Dubuque Community Development Advisory Commission has
reviewed the Purchase of Services Grant (POSG) applications for the Fiscal Year
2014 budget. This memo presents the Commission's funding recommendations.
Background
The City Council approved in May 2012 a funding review process for Purchase of
Services Grants (POSG) for FY2014. The purpose of the program is to provide
support for human services programs that further the City's goals, objectives and
priorities. The applicants were required to meet human service goals from the
Comprehensive Plan and/or the City's vision, mission, goals and/or objectives.
The grant process allowed applicants to request no less than $2,500 and no more
than $25,000 per program. In order to encourage sustainability of the program, the
grants support a maximum of 75% of the program costs and applicants can
receive funding for no more than four consecutive years. The grants will include
general and CDBG funding requests.
Priority funding was given to new or expanded programming, although existing
programs can be funded. All organizations who applied attended the required
grant writing workshop prior to submitting an application.
Discussion
A POSG Review Subcommittee was established, comprised of Commission
members Ann Michalski, Peter Koshakji, Tom Wainwright, Human Rights Director
Kelly Larson, and Public Health Specialist Mary Rose Corrigan. They met on
October 22nd to review and rank the applications based on a 100 point ranking
system. A summary of the Subcommittee's review and ranking is attached.
Three applications did not receive ranking since the City Council agree to fund
these agencies for three years beginning in FY13: Four Mounds HEART program
for $5000, Matter (formerly Dubuque Art Center) for $15,000 and Opening Doors
for $15,000. In addition, the Subcommittee determined that an application for
equipment from the Dubuque Rescue Mission and an application from Helping
Services for NE Iowa for strategic planning were not eligible.
Recommendation
The Community Development Advisory Commission reviewed the Subcommittee's
rankings and evaluation at their meeting on November 14, 2012.As summarized
below, the Commission recommends funding approval for nine programs based
on the highest ranked purchase of service grant applications. In order to fund as
many agencies as possible, the Commission proposed that Project Concern's
Foster Grandparent Program ($6,113), the Retired and Senior Volunteer Program
(RSVP) ($7,500) and Bell Tower Productions' Youth Theater Program ($6,345) be
funded at their requested levels and Dubuque Community Y's New Beginnings
Shelter, St. John's Lutheran Church's Guest House, Dubuque Visiting Nurse
Association's My Healthy Pathway, Operation New View's Community Outreach
Services, Lutheran Services in Iowa's Dubuque Community Wrap Around
Services, and Project Concern's 2 -1 -1 Information and Referral programs be
funded at either forty percent (40 %) or fifty percent (50 %) of their requests
depending on the amount of funding available in FY14 for purchase of services.
This would result in a total funding level of $108,582 at 40% (Recommendation A)
or $121,988 at 50% (Recommendation B). $104,828 was allocated in FY 2013.

The Foster Grandparent program is a National Service program through the Dubuque
National Service Partnership in which low income seniors volunteer a minimum of 15 hours a
week to mentor children with special needs at schools, Head Start, preschools, residential
homes or other assigned sites. Volunteers are paid a minimum stipend. Last year 41 Foster
Grandparents served a total of 386 children and volunteered for a total of 29,236 hours.
Grant Request: $6,113 for operating costs for the program.

Retired and Senior Volunteer Program (RSVP) thru Finley Hospital
Program: Retired and Senior Volunteer Program (RSVP)
RSVP Dubuque County is sponsored by Finley Hospital. They provides volunteers ages 55
and older with opportunities to serve in the areas of education, environmental stewardships,
economic opportunity, disaster preparedness and capacity building and other community
priorities outlined by their federal sponsor, the Corporation for National and Community
Service. A total of 360 senior volunteers provide a variety of services to over 35 community
organizations and to homebound seniors, children and families, persons with disabilities and
the economically disadvantaged.
Grant Request: $7,500 to fund two program interns at 200 hours each and approximately ten
percent of the RSVP Director's time and additional staff support costs. Program inters will
focus on expanding volunteer recruitment and working under the areas of disaster
preparedness and service to veterans and military families.

numerous agencies.
Dubuque Community Y
Program: New Beginnings Shelter
The Dubuque Community Y's Domestic Violence Shelter, known as New Beginnings Shelter,
provides domestic violence victims who are in danger to receive crisis intervention services
for 30 days. Their primary purpose is to ensure safety. They sheltered 108 victims in 2012.
Grant Request: $20,000 in funding for operational costs due to loss of state funding for the
shelter. As of July 1, 2013 the State of Iowa will remove funding for 14 of the state's 20
domestic violence shelters and require victims in Dubuque to receive safe shelter at the
Waverly facility. Dubuque's domestic violence shelter will continue without federal funding.

Comments: The Subcommittee determined that funding will enable the local domestic
violence shelter to continue offering victims safety, shelter and services locally. This request
is due to the loss of state funding and provides funding that would supplement a budget
shortfall. In addition it will provide time for additional funding sources to be located and keep
the shelter operating at the current level. The Subcommittee encourages the shelter to
collaborate with other agencies, such as the Riverview Center, to assist with support and
counseling services to reduce costs.
Bell Tower Productions
Program: Youth Theater Program
The Youth Theater program consists of two projects; Kids Take the Stage which provides
classes for kids in kindergarten through 8th grade (275 served in 2012); and Free Summer
Musical which provides children ages 7 to 18 to create a musical and also perform (200
served in 2012). 3000 kids and families are served each year.
Grant Request: $6,345 to cover the cost difference for the addition of a new program, High
School Musical, to begin in 2013 for high school students.

Comments: The Subcommittee found that the youth theater programs provide opportunities
for all youth of all ages to learn about the arts, music and theater. Need base scholarships
are provided for Kids Take the Sage and participation in the Free Summer Musical Program
is free of charge to all kids.
St John's Lutheran Church
Program: Guest House
The Guest House at St. John's Lutheran Church provides hospitality and emergency
overnight shelter to men referred by the Dubuque Rescue Mission and other city agencies
such as the Dubuque Police Department. They provide a place to sleep, shower and laundry
facilities from December to March, with 7 beds, last year serving 68 men and providing 450

bed /nights, an average of 3 -4 guests every night. The facility was recently remodeled to meet
City fire code. Needed clothing is also provided through their 'Open Closet' program
Grant Request: $21,000 to expand to an 11 bed facility pays a part -time director, and train
20 volunteer evening supervisors and staff. Volunteer overnight supervisors will be CPR
trained and will attend the Bridges out of Poverty training.

our community.
Dubuque Visiting Nurse Association
Program: My Healthy Pathway
My Healthy Pathway will start in November 2012 to work with physicians and hospitals to
improve the health status of Dubuque patients with chronic illnesses. The VNA case
managers will be a health coach to the patients referred from physicians, hospitals, family or
the patient. The program accepts all Dubuque patients, minimum age 22 years, regardless of
economic status. There is no fee to the patient or doctor for VNA staff time for developing a
work plan, although there may be fees for certain classes offered to the patient in the work
plan.
Grant Request: $18,059 for referral resources and materials for patients, and for
subcontracted services for low- moderate income patients who cannot afford class fees or
materials. Case management hours will be also be partially covered by the grant

Comments: The Subcommittee found that this program is being implemented to assist
health care providers improve the outcomes of patients with chronic illnesses as part of the
changes in the healthcare system due to the Accountable Care Act . Although this program
will provide a service for clinics and hospitals, the Subcommittee expressed concern that
health care provider practices and hospitals are now required to achieve health improvement
outcomes and may be able to assist in the cost.
Operation New View Community Action Agency
Program: Community Outreach Services
Operation New View has been designated the `community action agency' to serve Dubuque
by providing a unified and coordinate effort to fight poverty and serve the needs of low
income persons in the counties of Dubuque, Delaware and Jackson. They mobilize
resources, operate programs and engage in community partnerships to provide outreach to
low income households and individuals.
Grant Request: $25,000 to support outreach for human services provided to Dubuque's low
income citizens

Lutheran Services in Iowa
Program: Dubuque Community Wrap Around Services
The program began in 2012 through an agreement with the Dubuque Community School
District to assist families address issues related to behavior, truancy and student
achievement by providing in -home services on a variety of topics including parenting,
behavioral issues, referral to community resources and skills sessions. Services are provided
to families and students (preschool through grade 12) at no cost to the family.

Grant Request: $25,000 to increase both the number of services hours provided per week
and the number of individuals served by the program due to the growing need for services.

Program: 2 -1 -1 Information and Referral
Program to connect people with services, agencies and volunteer opportunities through the
2 -1 -1 telephone line. The program is staffed by trained information specialists who provide
free assistance to callers 24 hours a day, 7 days a week.
Grant Request: $29,852 is requested to cover 20% of the overall operating costs of the
program. The maximum grant allowance is $25,000. The program will continue with partial
funding although the quality and service delivery times will be impacted.

Comments: The Subcommittee noted the need for disbursement of information to persons in
need but questioned if the existing 2 -1 -1 system is sustainable and the best means of
informing the public of the available services. They noted that access to the information on
the internet may be more readily available to the public and more up to date, could reduce
costs, and prevent duplication of services. However, neither internet nor phone is available
to all.
Riverview Center
Program: Dubuque Sexual Assault Therapist
The Riverview Center provides client- centered care for individuals affected by sexual assault
in Dubuque, Delaware and Buchanan Counties in Iowa and sexual and domestic violence in
Jo Davies and Carroll Counties in Illinois. The sexual assault therapist provides free and
confidential counseling and advocacy services for adult and child sexual assault survivors
and their non - offender significant others in Dubuque. The counseling services include crisis
and ongoing counseling, case management, and advocacy.
Grant Request: $25,000 to sustain to two full time therapist positions while additional funds
are being sought. The Riverview Center has ongoing funding for one therapist but additional
sources of funding are needed to sustain the other full time position. The Crime Victim
Assistance Division has shifted federal and state funding for sexual assault services so
Dubuque's region is now in a fifteen county area served by one agency with fewer funds than
in the past.

Comments: The Subcommittee found that the application described the need for additional
funding but did not explain the client need. In addition, the described outcomes referred to
the amount of service provided to the clients but did not show the intended result to the
client. The Subcommittee suggested that due to the reduced funding, partnering with other
agencies, such as the Domestic Violence Shelter, may be advantageous. The
Subcommittee found that a full time sexual assault therapist provides services to 86
individuals in need of assistance, but these services do not provide a community wide
impact.

Clarke University
Program: PALS and PLUS Programs
Clarke University's Physically Active Lifestyles Solution (PALS) program addresses youth
ages 4 -17 years old who struggle with issues of obesity, nutrition, and fitness education. The
program is sponsored by Clark's Athletic Training Education Program and targets youth
whose families cannot otherwise afford these services. ATEP faculty, staff and students met

reinforce active, healthy lifestyles, provide instruction in fitness activities, nutrition and healthy
lifestyle decisions. In 2013, PALS is partnering with the Clarke's nursing component,
Practical Lifestyle Understanding Solutions (PLUS) program, to provide home visits to assess
family, diet, and exercise, and provide cholesterol and blood pressure screenings and low /no
cost physical examinations.
Grant Request: $11,325 to cover the increased cost of supplies, third party payments such
as health screening charges and additional program marketing.

Consumer Credit Counseling Service (CCCS) of Greater Dubuque
Program: Counseling and EducationServices
CCCS provides financial counseling and education on subjects such as budgeting and
spending plans, savings, loans, renting and home buying. The counselor assists the
consumer with setting up a budget and an action plan and determines a method of resolving
financial problems and challenges.
Grant Request: $3,750 to underwrite 75 unfunded budgeting or housing counseling sessions.
