extending the existence of the Safe Community Advisory Committee.
Human Rights Director Kelly Larson recommends City Council adoption of an ordinance
amendment to extend the existence of the Safe Community Advisory Committee until
December 31, 2013.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward an ordinance amendment extending the existence of the Safe Community
Advisory Committee (SCAC) until December 31.2013. in accord with the recommendation made by the SCAC at the
December 3, 2012, City Council meeting.
BACKGROUND
Ordinance 55 -10 created the Safe Community Advisory Committee to monitor implementation of the 60 recommendations
made by the Safe Community Task Force (SCTF). The original ordinance establishing the SCAC included a sunset date of
December 31, 2011. In December 2011, the City Council amended the ordinance to continue the SCAC's existence until
December 31, 2012. The SCAC met quarterly during 2012 and, at its meeting on November 14, voted to request that the City
Council extend the existence of the SCAC for another year. At the December3 City Council meeting, the Council received
and filed a letter from SCAC Chair Doug Stillings that included the committee's request to continue for another year, along
with a summary of the SCAC's assessment of the status of implementation of SCTF recommendations. Also at the
December 3 meeting, the City Council scheduled a work session for February 18 to allow for an in -depth review of the
implementation status of the SCTF recommendations. In order for the SCAC to continue for the 2013 calendar year, an
ordinance amendment is required. Attached to this memo is a proposed ordinance for Council's consideration.
ACTION TO BE TAKEN
The action requested is that the City Council consider adopting the attached ordinance to continue the existence of the
SCAC in accordance with the recommendation of the committee members.

ADVISORY COMMITTEE BY EXTENDING THE SUNSET OF THE COMMITTEE
FROM DECEMBER 31, 2012 TO DECEMBER 31, 2013
Whereas, Ordinance No. 55 -10 created the Safe Community Advisory
Committee which ceases to exist on December 31, 2012; and
Whereas, the City Council deems it in the public interest to extend the existence
of the Committee and the terms of the Committee members.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. Ordinance No. 55 -10, Sec. 2 -9 -6 is amended to read as follows:
2 -9 -6: Terms: The term of office for members of the Safe Community Advisory
Committee ends on December 31, 2013.
Section 2. Ordinance No. 55 -10, Sec. 2 -9 -13 is amended to read as follows:
2 -9 -13: Sunset of Safe Community Advisory Committee: The Safe Community
Advisory Committee will cease to exist on December 31, 2013.
