We the home owners who live between 375 Fremont Ave. and 700 Fremont Ave. would
like to express to The Council our concern over the increase in the speed limit from 25
mph to 35 mph in front of our homes last year. At the time of the speed limit increase,
the home owners located in the said area were not notified that the increase was going to
take place.
Upon contacting the City Engineers office we were told that a test of this stretch of
Fremont Ave., which contains 2 sharp comers on hills with a bridge between, was never
taken before the speed limit increase took place. We requested a check of this stretch by
the City Engineers Office. Their recommendation was that the speed limit should not
have been increased because 35 mph is considered unsafe. After this analysis, 25 mph
yellow caution signs were posted. However, the general traffic does not slow to 25 mph.
The caution sign is completely being overlooked creating a real hazard and threat to not
only our properties but to the drivers themselves.
The area of most concern is between 375 Fremont to 385 Fremont. There is a sharp
comer in this area where 5 homes and an enter/exit from the Wartburg Seminary parking
lot is located. The enter/exit driveway is almost completely hidden from the traffic
travelling north until approximately 20 feet before the driveway. This is extremely
dangerous for drivers leaving the parking lot and the drivers driving 35 mph up the street.
There have been several accidents on the 375/385 comer. Most recently, a young driver
lost control on the comer while going down the street, skidded approximately 90 feet and
damaged property at 385 Fremont. The driver, who claimed to be going the 35 mph
speed limit, destroyed 2 fences, shrubbery and moved a large rock from its place. It was
a clear day and the pavement was dry. Further, at 377 Fremont (located on the same
comer), a driver going up the street lost control on the same comer and totaled a sport
utility vehicle by hitting it head on, on the opposite side of the street. It was a clear
evening and the pavement was dry. Of utmost concern however, is that there have been
numerous accidents over the years, some even severe, when the speed limit was 25 mph.
We are concerned that with the increased traffic on Fremont that the 35 mph speed limit
is becoming an increasing hazard for drivers and our personal property.

We are asking the council to consider our deep concern over this matter and to please
consider reducing the speed limit in the area between 375 and 385 Fremont to 25 mph
until the comer is cleared. We would request that the 35 mph signed be removed for
southbound traffic and placed beyond the enter/exit at Wartburg and beyond the last
home located at 385 Fremont. This would make the comer more safe for eveyone.

Dear Sirs,
We have reviewed the building plans for the Dubuque Museum of Art, and support the
Museum's request to vacate their neighboring alley and to remove the six meters on the
north side of 7th St.
We look forward to this new addition to downtown Dubuque's cultural community.
