WHEREAS, the year 2000 marks a new century full of opportunities
possibilities; and
WHEREAS, the U.S. decennial Census is required by the Constitution of the United
States; and
WHEREAS, the Census is the basis for fair political representation for all citizens;
and
WHEREAS, the Census results are the basis for funding many programs important
to the City of Dubuque, Iowa; and
WHEREAS, the goal of the 2000 Census is 100 percent participation by all Iowans,
including all residents of Dubuque, Iowa; and
WHEREAS, many Iowa communities have formed Census 2000 Committees to
promote 100 percent participation in the Census; and
WHEREAS, the City of Dubuque has appropriated money to hire a consultant to
coordinate the City's Census 2000 campaign.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY OF DUBUQUE CITY COUNCIL
SUPPORTS THE NEW DUBUQUE CENSUS 2000 COMPLETE COUNT COMMITTEE
AND ITS CONSULTANT IN ITS EFFORTS TO PROMOTE THE CENSUS AND 100
PERCENT PARTICIPATION IN DUBUQUE, IOWA,

Therefore, be it resolved that the City of Dubuque City Council supports the
new Dubuque Census 2000 Complete Count Committee and its Consultant in its
efforts to promote the Census and 100 percent participation in Dubuque, Iowa.
